The Development for Renewable Energy Applications Mainstreaming and Market Sustainability (DREAMS) Project is a five-year project being implemented by the Department of Energy (DOE) through its Renewable Energy Management Bureau (REMB) in partnership with the Global Environment Facility (GEF) and the United Nations Development Programme (UNDP).

The objective of the DREAMS Project is to reduce GHG emissions through the promotion and facilitation of the commercialization of renewable energy (RE) markets through the removal of barriers to increase investments in RE-based power generation projects. This will be achieved through (1) enforcement of a supportive policy and regulatory environment for leveraging investment in RE development and applications at the local level, (2) strengthened institutional capacity that leads to increased RE investment at the local level, (3) capitalized RE market to increased share of RE-based power capacity, and (4) RE commercialization to increase confidence of local RE developers that leads to an enhanced uptake of RE projects and successful replication using proven and emerging RE technologies.

The project assists Local Government Units (LGUs), Electric Cooperatives (ECs), National Power Corporation-Small Power Utilities Group (NPC-SPUG), Qualified Third Parties (QTPs), New Power Producers (NPPs) and Barangay Power Associations (BAPAs) through the Localized RE Planning Capacity Building (LREP Cap Build) Program of the project to promote and increase RE investments at the local level. The assistance given to these partners are in the form of trainings and technical assistance to promote, develop, implement and manage RE projects at the local level.

The DREAMS project has a Support Fund for RE (SF4RE) that can be accessed by LGUs, ECs, NPC-SPUG, QTPs, NPPs, BAPAs and RE developers to leverage investments for their RE projects that will lead towards an increase in RE based installed capacity. The SF4RE provides a financing mechanism to enhance or leverage local RE investments. The DREAMS project will provide technical assistance to LGUs and smaller RE proponents for them to be able to access the SF4RE and other financing instruments.

The project also assists existing RE projects that are facing implementation challenges to accelerate RE project development, by providing technical assistance to RE developers. In addition, the project assists the DOE and other stakeholders on reviewing policies and guidelines to promote RE and increase RE investments in the Philippines. With these activities in the pipeline, the DREAMS Project needs to engage Individual Consultants who will serve as Renewable Energy Specialists for the period stated above.

The roster is expected to contribute to the attainment of the following:

1. Goal: “reduce GHG emissions from the power sector, the objective is to promote and facilitate the commercialization of the renewable energy (RE) markets through the removal of barriers to increase investments in RE based power generation project.”
2. Outcome indicators: “Direct emissions reductions will be 205,181 tonnes of CO2eq and 20,000 sitio-based households will have access to RE sources.”
3. Project DREAMS has 4 components (refer to Annex A, B, C, D for details):

Objective

The overall objective is to set up a roster of Renewable Energy Specialists with strong national expertise in the renewable energy. The roster will facilitate and expedite the process of hiring the services of a Renewable Energy Specialists by UNDP.

Duration of the DREAMS Project is until 30 May 2021 and depending on the requirement, the Renewable Energy Specialists may be assigned to in any locations in the Philippines.

Stakeholders of the Project

The project is being implemented by the DOE. DOE assumes over-all responsibility for the achievement of project results. The Project is co-financed with funding from the GEF. UNDP acts as the GEF Executing Agency. All components of the Project are being implemented by the REMB.

A Project Support Group (PSG) composed of technical staff/specialist from the other Bureaus and divisions of DOE has been formed to provide technical advice in the implementation of the activities including monitoring and evaluation. A Project Steering Committee has been established to serve as a policy and decision-making body for the project implementation.[1]

The project has existing partnerships with, but not limited to, the Provincial Governments of Palawan and Iloilo, and with the selected municipal local governments in these provinces.[2] The project also coordinates with the Distribution Utilities/Electric Cooperatives in its partner provinces.

A Project Management Unit (PMU) is based at the DOE Compound. The PMU is headed by a National Project Director (NPD) who is also the Director of the REMB, with the additional support of an Assistant National Project Director from the Technical Service and Management Division of REMB. A Project Manager and support staff oversees the day to day operations of the DREAMS PMU. The PMU is located at the office of the DOE in Taguig, Metro Manila.

[1] The members of the PSC are DOE, DILG, DENR, NEDA, TRANSCO, NGCP, NPC, PEMC, UNDP, and representative from the local governments of Iloilo and Palawan.

[2] There may be new partner provinces and municipalities. For 2020, the province of Northern Samar and Lanao Del Sur are in the pipeline. For Iloilo, the covered towns are Ajuy, Carles, Calinog and Concepcion. In Palawan, the partner areas are Aborlan, Brookespoint, Balabac, Cagayancillo, Culion, Coron, and San Vicente. These are indicative areas and work is subject to actual project proposals that may be approved by the PMU.

Expected Outputs and Deliverables

The specific outputs and deliverables will depend on the needs of the DREAMS project stakeholders and partners, and the type and stage of development of the RE project that the DREAMS project will support. The RE project may be related to the development, installation, rehabilitation or hybridization of plant facilities using RE resources namely Biomass, Geothermal, Solar Hydropower Ocean Energy or Wind power (BiGSHOW). 

The main deliverables are divided into the three (3) specialization which are aligned with the Components of the DREAMS Project

1. Policy Planning and Support

• Review, conduct or participate in research/es, market or industry studies related to the policy mechanisms under the RE Act of 2008 (RA 9513) and other legislations related to the development of the RE industry
• Policy reviews and recommendations and drafting of Department Circulars, Implementing Rules and Regulations and other guidelines related to implementation of RA 9513
• Technical studies that would lead to policy support for the development or implementation of RE development e.g. energy storage, off-grid RE planning, Pricing of RE Certificates 

2. Institutional Strengthening and Mainstreaming

• Prepare and/or integrate renewable energy policies, programs and projects in the executive and legislative agenda of provincial and municipal local governments such as comprehensive land use plans, comprehensive development plans and annual investments plans
• Conduct of capacity development activities such as trainings and workshops on planning, resource assessment, preparation of feasibility studies, management and operation of RE facilities for the officials and staff of local government units and other local experts from the public and private sector of a particular LGU (provincial or municipal level)

3. RE Commercialization

Package investment proposals for fund solicitation/leveraging/syndication

• Prepare Concept Papers, or package investment/funding proposals, for the development and installation of RE projects
• Prepare Pre-feasibility study (PFS) and/or Comprehensive Feasibility Study (FS) for a specific RE project

The proposals (loan, grant, equity or combination thereof) will be submitted for funding to government agencies, commercial financing institutions, multilateral donors and other investors.

Creation of Detailed Terms of References (TORs) for the procurement of goods and services for a RE project that would be implemented by a third-party contractor

Monitor and evaluate RE projects that are being implemented under the DREAMS project

Facilitate the acceleration and implementation of a RE project based on the barriers faced by a the RE implementor/developer especially of New Power Producers (NPP), and Qualified Thirds parties

Institutional Arrangement

• Consultants selected under the roster and assigned to a specific task shall report to the Project Manager of the DREAMS Project. 
• All submissions for the release of payments shall have a hard and soft copy of the documents. The final report will be reviewed by the Project Manager, who will provide comments and endorsement of the report.

Duration of the Work

Successful candidates will be under the roster for minimum of one (1) year, maximum of two year depending on satisfactory Performance and duration of the DREAM Project.

Depending on specific requirements, the actual duration will be specified in the ICs Terms of Reference for each individual assignment.

Duty Station

The location(s) of the work will vary and will be specified in the Terms of Reference at the time of actual requirement and contracting.

Geographic location

For the establishment of this roster, the areas below are the general location where the project has existing partnerships with but not limited to provincial government, selected municipalities and electric cooperatives.

In Palawan, the Provincial Government with selected municipal local governments in these provinces.  The project also coordinates with the Distribution Utilities/Electric Cooperatives in these partner provinces namely Iloilo Electric Cooperative III, (ILECO 3), Busuanga Electric Cooperative (BISELCO), Palawan Electric Cooperative (PALECO) including the association of Electric Cooperatives in Region 8.

For Iloilo, the covered towns are Ajuy, Carles, Calinog and Concepcion. In Palawan, the partner areas are Aborlan, Brooke’s Point, Balabac, Cagayancillo, Culion, Coron, and San Vicente. These are indicative areas and work is subject to actual project proposals that may be approved by the PMU. For 2020-2021, the ECs located in Eastern Visayas are being explored as possible partner/project areas. The project will also conduct scoping to identify possible projects and partners in Lanao De Sur.

In case of project studies, the consultants may be requested to participate in workshops, but most will be based in the NCR area.

Performance Indicators

Aside from the delivery of the outputs, the roster is to be evaluated based on the on the following Key Performance Indicators (KPIs):

• KPI 1: Responsiveness: accept or decline the assignment within 5 calendar days after being contacted and should be available to start no later than 10 calendar days upon receipt of confirmation of acceptance by UNDP.
• KPI 2: Timeliness of submission of reports to PMU
• KPI 3: Quality of reports based on TOR
• KPI 4: Communication and Reporting. Consultant shall communicate and provide reports in a timely and professional manner

If the roster fails to meet DOE and UNDP’s performance requirement, the roster will receive in the first instance a warning to improve their performance. Continued failure to meet performance requirements may result in the exclusion in the roster.

Compétences

To be eligible part of the roster, the applicant must possess any of the following competencies:

1. Strong experience in working with national/local government, distribution utilities preferably electric cooperatives; power developers, international organizations (UN bodies, international donors), financial institutions, investment companies, Civil Society Organization (CSOs)
2. Experience in any of the following: RE resource assessment, management, planning and design, preparation of pre-feasibility and comprehensive feasibility studies, construction, management and maintenance of related to RE Technologies or Projects, including evaluation and procurement of contractors for RE projects
3. Project packaging, financing and resource leveraging
4. Policy research and analysis
5. Program/project monitoring and evaluation
6. Socio-economic profiling/research and community development as it relates to resource management, community project management and preferably related to energy management like Barangay Power Associations 

Qualifications et expériences requises

The RE roster will be a repository of qualified national experts who should meet the minimum qualifications:

Education:

• Minimum Bachelor’s Degree in Engineering courses preferably mechanical, electrical, civil, or Bachelor’s Degree in Development Management, Business Management, Energy, Environmental Science, Economics, Public Administration/ Management, Finance  
• Licensed Engineer

General Work Experience:

• Minimum 3 years’ cumulative experience in providing advice, conducting technical/feasibility studies, evaluating policies, projects and/or serving as a consultant in the energy sector, either in private or government sector in the Philippines including non-profit distribution utilities or electric cooperatives
• Minimum 3 years’ experience in coordination/networking/developing or packaging projects for local and international organizations
• Minimum 3 years’ experience collaborating with Executives and Senior managers in government

• Fluency in English and Filipino

Evaluation Method and Criteria for Selection for Establishment of Roster

• For the establishment of this roster, the evaluation will focus on the technical qualification of the applicant based on CVs that are responsive/ compliant/ acceptable;
• Only Offerors who will receive minimum of 70 points in the evaluation of CV/technical proposal will be considered for the evaluation of financial proposal.

Call-off / Sourcing Mechanism of Experts in the Roster

After the establishment of the roster and whenever there is as a specific requirement under the project, following steps would be conducted for the final selection:

1. The project unit will prepare the Terms of Reference for the specific requirement with expected deliverables, number of days, duty station, etc.
2. UNDP Procurement focal will send the ToR to the experts selected under the roster for the specialization required.
3. Shortlisted experts will be required to submit the following documents within a week:
   • Confirmation of availability;
   • Financial proposal with breakdown of costs (e.g. travel/lodging costs, medical insurance)
   • timeline/work schedule for the assignment.
4. Upon receipt of all requested information, the combined Scoring method will be used to evaluate the technical and financial proposals, where the qualifications will be based on the CVs submitted and weighted at 70%, and combined with the price offer which will be weighted at 30%;
5. The successful candidate will be issued an Individual Contractor (IC) agreement for the execution of the requirements in the ToR.
6. The selected IC will prepare a detailed inception plan together with the DREAMS PMU as final basis for the work schedule and additional clarification, if any, on the deliverables
7. Once the services or deliverables are completed, either in part or in whole, and have been approved by the DOE, the IC will send a billing statement for payment of services as agreed in the inception plan.
8. The final payment will be processed by UNDP upon receipt of approved billing statement.

Documentation required for the Establishment of Roster

Interested aplicants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

• Detailed CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
• Copy of license, certificates, etc on RE related technologies, policies, markets, investments
• Application letter with clear indication of one (1) area of specialization (Policy Planning and Support, Institutional Strengthening and Mainstreaming, or RE Commercialization)

Interested applicants to note that personal Medical/health insurance (to be purchased by the individual at his/her own expense) is mandatory for the issuance of contracts. Upon award of the contract, the consultant must be ready to submit proof of insurance valid during the contract duration.
