Development losses caused by disasters as well as population and GDP exposure to hazards are continuously being increased in Bosnia and Herzegovina (BiH). The country is exposed to various hazards, with most common ones being earthquakes, floods, droughts, heatwaves, wildfires, landslides and man-made hazards with climate change (CC) forecasts predicting an acceleration of extreme weather phenomena. Numerous challenges the country faced after the war, combined with political deadlocks and weak economic situation, resulted in non-prioritization of disaster risk reduction (DRR). This lead not only to weak general capacities of civil protection but also to unabsorbing of improvements and new approaches in dealing with disaster risks. Today, disasters in the country range from high-frequency small disasters to devastating events such as May 2014 floods that caused total of 2 billion EUR losses and damages. As the level of government closest to the citizens, local governments are on the frontline of the prevention and response in all disasters. Their significant exposure to natural and manmade hazards offers them the opportunity to initiate changes in order to reduce the risk of disasters at the local level.

In this context, aim of the Joint Swiss-UN Programme “Reducing Disaster Risk for Sustainable Development in Bosnia and Herzegovina” is to address key priorities in DRR identified by local authorities and various actors in the sectors of protection and rescue, education, social and child protection, health and agriculture. The Programme works with 10 municipalities on improving local coordination mechanisms in the area of DRR, as well as on affirmation of the strategic risk planning processes and implementation of identified actions with an emphasis on the most vulnerable categories of population. Through the Programme, Local Disaster Risk Reduction Platforms were established in 10 beneficiary municipalities. These Platforms will be acting as municipally owned and led coordination mechanisms of multi-stakeholders coming from different social and economic sectors (protection and rescue, education, social and child protection, health and agriculture). The overarching mandate of a Local DRR Platforms is to ensure strong local ownership and leadership of the DRR process, based on a shared understanding of DRR with its multisectoral and multi-disciplinary nature to contribute to building the community’s resilience.

Objective of this assignment is to adapt and update existing training material and deliver a training on project management for members of Local Disaster Risk Reduction Platforms.


Devoirs et responsabilités

Under the direct supervision of the UNDP DRR Project Manager, consultant is to prepare standardized 1-day training on project management by adapting and updating existing training materials developed through other UNDP project (including all relevant supporting materials - agenda, presentations, handouts, reference materials, evaluation forms, etc) and deliver one  training to the members of 10 Local Disaster Risk Reduction Platforms.

The consultant will be expected to achieve following deliverables:

  • Prepare standardized 1-day training on project management for municipalities by adapting and updating existing training materials.
  • Deliver one standardized 1-day training on project management to members of local (municipal) disaster risk reduction platforms.

In detail consultant is expected to:

  • Prepare tailored training programme on project management for municipalities in Bosnia and Herzegovina. The training should outline the differences between program and project and explain main project features. The training should focus on the project management goals such as time, quality, expenses and results and provide an overview of the project participants and standard project documentation. Activities such as problem description, development of a logframe out of project ideas, preparation of a project budget and project proposal writing should be included in the training. This consultancy also aims at familiarizing beneficiaries with available financial instruments and programs in the area of disaster risk reduction (DRR).  The consultant will first analytically read existing training material on project management, provided by UNDP, and then propose updates and changes of the training curriculum, training plan, content, and agenda. The updates and changes of the existing training material will be submitted for approval to UNDP Project Team, and upon its consent the consultant will design full-fledged programme and materials for the training (up to 1 training day in total). Training materials will consist of agenda, PowerPoint presentations, compilation of relevant readings, list of references, exercises, group work tools, models of relevant documents and a training evaluation form. The UNDP Project Team will provide templates for training materials. The training will be delivered only upon UNDP’s approval of programme and materials.
  • The consultant will deliver one designed and approved training programme to members of all 10 Local Disaster Risk Reduction Platforms. The training aims at increasing knowledge and skills of up to 40 representatives from 10 Local Disaster Risk Reduction Platforms formed in Bihac, Sanski Most, Gradacac, Kalesija, Kakanj, Bijeljina, Srebrenica, Trebinje, Banja Luka and Prijedor. Following the completion of training delivery, the consultant will provide a report with his/her observations and eventual recommendations for the training improvements. UNDP will provide logistical support for the organization of the training (one training where members of all 10 Local Disaster Risk Reduction Platforms will be present). 

All tasks will be done in close collaboration and support of local stakeholders and UNDP. Draft and final versions of standardized 1-day training will be approved by relevant counterparts and UNDP. The duration of this task is estimated to be 7 working days including delivery of 1-day training within 3 months.

Qualifications et expériences requises

Academic Qualifications/Education:

  • Advanced university degree (Master’s degree or equivalent) in disaster risk management, environment, development, economics, political or social sciences or related fields. BA in combination with 2 additional years of working experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of experience in delivery of technical assistance to public sector beneficiaries, preferably in area of project preparation and management.
  • Experience in the areas of disaster risk reduction, climate change and/or local development will be considered as an asset.
  • Excellent analytical and presentation skills, and ability to conceptualize and write concisely and clearly.
  • Proven knowledge and previous experience in designing project management and/or local development trainings.

Languages Requirements:

  • Fluency in written and spoken English and B/H/S languages is required for this assignment.

Other Requirements:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
