UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.

In September 2019 UN Women Georgia with the generous support of the Government of Norway launched a three-year project “Good Governance for Gender Equality in Georgia” (GG4GEG). The overarching goal of the project is to ensure that governance systems are gender-sensitive and enable gender equality in Georgia. The specific objectives of the project are, inter alia, to institutionalize gender equality and gender mainstreaming and develop gender mainstreaming capacity at the national and local levels. One of the methodologies to achieve these objectives is a participatory gender audit (PGA).

PGA is a gender mainstreaming tool for promoting organizational learning on how to mainstream gender in policies, programmes and structures of institutions and assess progress made in achieving gender equality. According to the ILO definition “…the Participatory Gender Audit is a tool that supports an organization’s commitment to gender equality by examining the extent to which equality is being institutionalized; helping to identify good practices in technical work; and pointing to effective and efficient ways of moving forward in mainstreaming gender in all work activities (ILO, A Manual for Gender Audit Facilitators: The ILO Participatory Gender Audit Methodology, ILO, 2007, 5.). The aim of a PGA is assessing the extent to which policies have been institutionalized at the level of the: 1. Organization 2. Work unit?? and 3. Individual. As a method for gender mainstreaming, gender audits help organizations identify and understand gender patterns within their composition, structures, processes, organizational culture and management of human resources, and in the design and delivery of policies and services. They also help assess the impact of organizational performance and its management on gender equality within the organization. Gender audits establish a baseline against which progress can be measured over time, identifying critical gender gaps and challenges, and making recommendations of how they can be addressed through improvements and innovations (InterAction, The Gender Audit Handbook: A tool for organisational self-assessment and transformation, 2010. UN Women in collaboration with International Labour Organization (ILO) introduced a methodology of PGA to Georgia in 2012. Since then, UN Women has supported PGAs in a number of ministries/state agencies and has developed and gradually expanded a pool of national experts who have received training and certification of PGA facilitators in the International training Center (ITC) of ILO, Turin, Italy.

Within the framework of the GG4GEG project, UN Women plans to expand its work on PGA and intends to support the Prosecutor's Office of Georgia in undergoing PGA.  The institution, along with its strategic importance has also expressed goodwill to undergo such audit that is a decisive factor for successful PGA outcomes.

The PGA will look whether in the Prosecutor's Office of Georgia internal practices and related support systems for gender mainstreaming are in place and effective and reinforce each other; it will monitor and assess the relative progress made in gender mainstreaming in the organization; will identify the critical gaps and challenges, in terms of effective gender mainstreaming and recommend ways for addressing them; and last but not least, document good practices towards the achievement of gender equality.

As per the key principles of the ILO PGA approach and to support the Prosecutor's Office of Georgia in undertaking PGA, UN Women intends to hire a total of three (3) national consultants from the roster of ITC-ILO certified group of facilitators of Participatory Gender Audit to perform work spelled out in the section below. 

Devoirs et responsabilités

The duties and responsibilities of the national consultant/s are:

  • Elaborate and submit the work plan and specific methodology on PGA of the agency including key activities, and timeframe of the assignment in close cooperation with the UN Women team.
  • Conduct participatory gender audit of the Prosecutor's Office of Georgia in line with the finalized and agreed methodology according to the revised ILO manual and procedures on Participatory Gender Audit 2012 (http://www.ilo.org/wcmsp5/groups/public/---dgreports/---dcomm/---publ/documents/publication/wcms_093425.pdf). Ensure that audited entity institution undergo full-fledged PGA cycle:
  1. Conduct initial desk review of documents prior to audit meetings.
  2. Coordinate and conduct meetings and individual interviews in the agency.
  3. Conduct and facilitate participatory joint workshop and discuss findings from interviews and desk review.
  4. Draft PGA report including process, findings of the study and final recommendations in Georgian.
  5. Organize presentation of the findings of the PGAs with the related recommendations for the key staff of the agency.
  • Finalize, write up and submit the final report in Georgian with the relevant recommendations.

 

Deliverables (per consultant encompassing PGA work):

  1. Inception Report: Work plan and specific methodology for the PGA of the Prosecutor’s Office, including key activities and timeframe of the assignment developed in English and submitted to UN Women by 24 August (2 working days in total);
  2. Desk review report: Desk review report of all the relevant documents of the audited entity completed in Georgian by 2 September 2020 (3 working days in total).
  3. Interviews of the staff of the agency: At least 15 individual interviews and meetings conducted for gender audit with key staff of the agency by 14 September 2020 (4 working days in total).
  4. Draft of the preliminary report: draft of the preliminary report developed including process, findings of the study and final recommendations in Georgian by 28 September (4 working days in total).
  5. Workshop for the staff: two-day participatory joint workshop conducted with the staff to discuss the findings from interviews and desk review by 9 October (3 working days in total).
  6. Presentation of the preliminary findings: presentation on the preliminary findings of the audited entity delivered by 16 October 2020 (1 working day in total).
  7. Final PGA report completed: participatory gender audit report, including process and final recommendations completed and presented in Georgian to UN Women by 30 October 2020 (2 working days in total).

Qualifications et expériences requises

Education:

  • At least BA degree in social sciences, humanities or related field.
  • Valid ITC-ILO certificate for Gender Audit Facilitators. Certification process should include all three modules: on-line learning phase (pre-ToF Module), a Residential Training of Facilitators (ToF) and examinations (intermediate + final two-fold examination with a written test including a multiple-choice exam, a scenario analysis, practical exercise and simulations)

Experience and competencies: 

  • At least three years of relevant professional experience in the field of gender equality and women’s rights 
  • Good understanding and proved knowledge of gender mainstreaming principles
  • Good writing skills with demonstrated ability to plan and undertake participatory gender audit, collect and analyze data

Language:

  • Fluency in Georgian and good knowledge of English

 

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • At least BA degree in social sciences, humanities or related field;
  • Valid ITC-ILO certificate for Gender Audit Facilitators. Certification process should include all three modules: on-line learning phase (pre-ToF Module), a Residential Training of Facilitators (ToF) and examinations (intermediate + final two-fold examination with a written test including a multiple-choice exam, a scenario analysis, practical exercise and simulations). The certificate should be currently valid
  • Fluency in Georgian and good knowledge of English

 

 Technical evaluation criteria (including minimum qualifications):

  • At least BA degree in social sciences, humanities or related field; (max 30 points)
  • Valid ITC-ILO certificate for Gender Audit Facilitators (max 40 points)
  • At least three years of relevant professional experience in the field of gender equality and women’s rights (max 100 points)
  • Fluency in Georgian and good knowledge of English (max 30 points)
  • Solid knowledge and understanding of conducting participatory gender audit its scope and key principles (max 90 points)
  • Good writing skills with demonstrated ability to plan and undertake participatory gender audit, collect, and analyze data (max 60 points)

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation.

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round.

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

 

Management arrangements:

The Consultant will work under the overall supervision and guidance of UN Women Country Representative and Deputy Country Representative, and in collaboration and day-to-day management of UN Women GG4GEG project teams.

 

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women National Programme Officer that the services have been satisfactorily performed as specified below:

Deliverables: 1,2,3, 4 (13 Days) 50 %

Deliverables: 5,6,7 (6 days) 50%
