Historique

The EU4Climate Project helps governments in the six EU Eastern Partner countries - Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine - to take action against climate change. It supports countries in implementing the Paris Climate Agreement and improving climate policies and legislation. Its ambition is to limit climate change impact on citizens lives and make them more resilient to it. EU4Climate is funded by the European Union (EU) and implemented by the United Nations Development Programme (UNDP).

The objective of the project is to support the development and implementation of climate-related policies by the Eastern Partnership countries that contribute to their low emission and climate resilient development and their commitments to the Paris Agreement on Climate Change. It identifies key actions and results in line with the Paris Agreement, the "20 Deliverables for 2020”, and the key global policy goals set by the UN 2030 Agenda for Sustainable Development.  The project will also translate into action priorities outlined in the Eastern Partnership Ministerial Declaration on Environment and Climate Change of October 2016.

The following results will be achieved: (i) Finalized/up-dated nationally determined contributions and national mid-century strategies and communicated to the United Nations Framework Convention on Climate Change (UNFCCC), (ii) Improved inter-institutional awareness and coordination at political and technical level of the Paris Agreement and the corresponding national commitments, (iii) Established or strengthened measurement, reporting and verification (MRV) systems, with countries getting on track with Paris Agreement transparency requirements, (iv) Establishment of concrete sectoral guidelines for the implementation of the Paris Agreement in each of the Eastern Partners, especially in the field of energy (v) Advanced alignment with EU acquis as provided by bilateral agreements with EU and in the context of the Energy Community Treaty, (vi) Increased mobilization of climate finance, and (vii) Enhanced adaptation planning.

Devoirs et responsabilités

Under the overall supervision of the Project Manager the Technical Expert will support beneficiary countries in achieving the following main outputs of the projects: enhanced measurement, reporting and verification (MRV) systems; mainstreaming climate in sectoral policies; updating/developing long term low-emission development strategies (LEDS). This assistance will also contribute to the process of updating countries’ NDCs under the Paris Agreement. 

TASKS and DELIVERABLES

The Technical Expert is expected to provide technical advice and assistance to the EU4Climate project teams and governments of the Eastern Partnership countries in mainstreaming climate in sectoral policies; enhanced MRV system based on strengthened GHG inventories; and developing long term LEDS. The Expert will provide support to the EaP Country Offices in delivering EU4Climate project, will guide countries in the process of updating the NDCs and LEDS, and will support IRH regional level reporting on EU4Climate.The Expert will communicate and coordinate with International Consultants on NDCs and LEDS and with the Environment Agency Austria supporting the countries under the EU4Climate project.  The following specific tasks will be delivered by the Expert:

Deliverable 1. Needs assessment and work plan for the assignment:

• Review EU4Climate annual and multi-year work plan for all beneficiary countries;
• Conduct online/videoconference consultations with the EU4Climate regional team and national EU4Climate Coordinators at UNDP Country Offices;
• Map needs for technical advice and support for the successful implementation of technical outputs related to LEDS, MRV, climate mainstreaming in each of the EaP countries;
• Develop a detailed work plan for the assignment with specific deliverables for each individual EaP country.

Deliverable 2. Technical recommendations for and reports on the EU4Climate implementation in the areas of LEDS, MRV, NDC updates:

• Regularly liaise with the EU4Climate teams in the Country Offices and IRH to identify needs, information and capacity gaps and requests for assistance;
• Deliver technical advice and trouble-shooting for the EU4Climate implementation in the technical thematic areas of expertise (MRV, GHG inventories, LEDS, climate mainstreaming);
• Advise EU4Climate National Coordinators on aligning the Terms of References (ToRs) and Requests for Proposals (RfP) with the requirements of the Project Document. Upon request of the project manager, contribute to addressing all requests of the EU Delegation in the respective countries to align the ToRs and RfPs with EU policies.
• Advise EU4Climate National Coordinators on aligning the ToRs and RfPs for the national consultants responsible for developing the training materials for the private sector stakeholders related to their contributions to national GHG inventories with the requirements of the Project Document.
• Review and validate training materials for the private sector stakeholders related to their contributions to national GHG inventories delivered by the National Consultants.
• Contribute to and participate in the regional and national EU4Climate workshops and dialogues upon request on the Project Manager;
• Provide recommendations on incorporating best regional and international practices in the NDC development, LEDS, MRV systems development, mainstreaming climate action into development policies and plans, and promoting whole of government approaches that integrate the 2030 Agenda and the Paris Agreements. The recommendations shall be provided to the Project Manager in the form of a report; all recommendations shall be included as annexes to the Consultant’s Quarterly Reports;
• Upon request of the Project Manager, review and validate individual deliverables under the national EU4Climate Plans related to the areas of expertise in consultations with the COs. Specifically, for the thematic components of the project the following results are expected:
• For the LEDS project activity - review the LEDS documents and reports on climate strategy, developed by the national and/or international consultants in Armenia, Azerbaijan, Belarus and Georgia; provide recommendations on integrating the best international practices in these reports.
• For the MRV project activity – - review the reports on the national MRV systems, developed by the national and/or international consultants in Armenia, Azerbaijan, Georgia and Moldova; provide recommendations on integrating the best international practices in these reports. Review the training materials for private sector stakeholders developed by the national/international consultants for the four abovementioned countries; provide recommendations on integrating the best international practices in the training materials.
• Contribute to the UNDP corporate and regional communication materials and technical reporting on EU4Climate related to LEDS, MRVs, climate mainstreaming. Upon request of the Project Manager, prepare articles and summaries describing the importance of the technical outputs delivered by the project for the six EaP countries
• Support knowledge management and knowledge exchange across EaP countries on climate change policies and strategies, low carbon development and climate action. Regularly monitor key developments in the areas of LEDS and MRV internationally and in the six EaP countries and prepare update summaries to be included in the quarterly reports
• Prepare/review/validate technical sections of the EU4Climate reporting to EC (quarterly and annual reporting) within the thematic areas of expertise.
• Provide regular monthly reports to IRH CDT and EU4Climate Project Manager on the implementation of this Deliverable – end of each calendar month starting from 31 July 2020.

Deliverable 3. Guidance and technical inputs for the delivery of EU4Climate outputs on mainstreaming climate in sectoral policies.

• Provide advice to UNDP Country Offices regarding EU experience and best international practices in developing the national GHG inventory systems and mainstreaming climate in sectoral policies and plans.
• Organize and conduct regular coordination calls between the EU4Climate national project teams and international consultants;
• Assist the project with collecting country-specific information, baseline data and documents related to the areas of expertise;
• Provide advice to UNDP Country Offices regarding best regional and international practices in climate change policy mainstreaming in the energy sector and other selected priority sectors.
• Advise EU4Climate National Coordinators on aligning the ToRs and RfPs on mainstreaming climate policies in the priority sectors with the requirements of the Project Document. Upon request of the project manager, contribute to addressing all requests of the EU Delegation in the respective countries to align the ToRs and RfPs with EU policies.
• In cooperation with UNDP Country Offices, provide guidance to the national consultants regarding analyzing gaps and needs, and performing the stakeholder analysis in the priority sectors;
• Review and validate deliverables of national and international consultants responsible for developing sectoral guidance on climate change mainstreaming for the selected priority sectors. Specifically, review reports on climate policy mainstreaming developed by national and/or international consultants, and provide recommendations on integrating the best international practices in these reports. Specifically, Guidelines on "Integrating the environment and climate change into EU international cooperation and development: Towards sustainable development" are to be taken into account.

Contribute to developing regional and national workshops on Climate Change Mainstreaming. In cooperation with the Regional Project manager and UNDP Country Offices, develop workshop agenda, ensure participation of international speakers and develop workshop reports.

Monitoring/Reporting Requirements:

The International Consultant will work under the supervision of the Project Manager to ensure successful achievement of the main Project outcomes. The Consultant is expected to communicate and work in close cooperation with the National EU4Climate Coordinators in the EaP countries.

The International Consultant will:

• No later than 20 working days after signing the Contract, submit for the approval of the Project Manager an inception report, including an extended methodology explaining the approach of work for each of the deliveries.
• Submit regular quarterly progress reports to the Project Manager, containing a summary of the work completed during the past three months, and plans for the next three months. The first progress report shall be submitted 90 calendar days after signing the contract.
• If unforeseen travel is required, upon 10 working days after completing a mission trip, submit travel report summarizing main findings from the mission.
• Submit final report summarizing all outputs produced.

Schedule of payments:

The Technical Expert shall provide the following reports according to the UNDP format:

• Completed time sheets;
• Needs assessment report and workplan for the assignment;
• Quarterly progress reports that will include reports on major activities undertaken by the Consultant (including mission reports in case missions will be undertaken), as well as specific products developed/reviewed/validated by the Consultant during the reporting period (e.g. coordination calls conducted, technical assistance provided to country offices, workshop reports, etc.);
• Final compiled report, including lessons learned.

Reporting language:

Reports and deliverables will be provided in English. 

Travel:

No travel costs are foreseen. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and International Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Approval of the Project Manager is required prior to planning of the trips and relevant logistics.

Interpretation services (if necessary) during the field missions will be provided by the UNDP country offices.

Qualifications et expériences requises

Education:

• Advanced university degree (Master’s or higher) in economics, environmental studies, energy, climate policy or related disciplines.

Experience:

• At least 5 years of professional experience with developing climate change policy and reporting instruments (GHG inventories, NDCs, LEDS, MRVs ) on the international, regional or national level;
• At least 5 years of proven experience with developing/reviewing national GHG inventories;
• Experience with leading teams of consultants developing climate policies;
• Experience with developing or implementing of climate change policies in one or more of the following countries is considered an asset: EU Candidate Countries, EU Eastern Neighborhood Partner Countries, EU Southern Neighborhood Partner Countries.

Language Requirements:

• Fluency in English is required;
• Fluency in Russian language or one of languages of the EU Eastern Neighborhood Countries (Armenian, Azerbaijani, Belarusian, Georgian, Romanian, Ukrainian) will be considered as an asset.

EVALUATION OF APPLICANTS

Individual consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical (CV/P11 desk reviews and interviews) and financial criteria specific to the solicitation.

Only candidates who receive min 70% of points in desk review (Criteria A-D) will be considered for interviews. Only candidates who receive min 70% of points in technical evaluation (Criteria A-F) will be considered for the financial evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

• Criteria A – (desk review) Advanced university degree in the fields related to economics, energy, environmental studies, climate policy – up to 10 points;

• Criteria B – (desk review) Experience with developing/reviewing the national GHG inventories – up to 10 points;
• Criteria C – (desk review) Experience with analysing/developing LEDS, MRV systems, NDCs or other climate policy instruments – up to 10 points;

• Criteria D – (desk review) Samples of the previous assignments provided by the applicant – up to 10 points;
• Criteria E – (desk review) Methodology on the approach to conduct the work – up to 10 points;
• Criteria F– (interviews) Fluency in English, Russian and/or one of the EU Eastern Neighborhood Countries (Armenian, Azerbaijani, Belarusian, Georgian, Romanian, Ukrainian): up to 5 points
• Criteria G – (interviews) Experience with developing or implementing climate policy or climate reporting at the national and/or sectoral levels in ECIS countries and/or EU – up to 15 points;

Financial Criteria - 30% of total evaluation – max. 30 points

Application procedure:

The application submission is a two-step process. Failing to comply with the submission process may result in disqualifying the applications.

• Cover letter explaining why you are the most suitable candidate for the assignment
• Filled P11 form or CV including past experience in similar projects and contact details of referees  (blank form can be downloaded from http://www.eurasia.undp.org/content/dam/rbec/docs/P11_modified_for_SCs_and_ICs.doc);
• Brief methodology on how you will approach and conduct the work
• Two samples of the similar assignments delivered by the applicant, focusing on developing strategic climate change documents, national GHG inventory and/or the national legislation relevant to the EU Acquis. The samples shall be developed no earlier than December 2014.

Step 2: Submission of Financial Proposal - Only shortlisted candidates will be contacted and requested to provide a financial offer.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
