Within the framework of the Regional Programme on Drug Control, Crime Prevention and Criminal Justice Reform in the Arab States 2016-2021, UNODC has an ongoing country programme in Jordan including several projects, aiming to contribute to peace and stability with focus on combating organized crime, supporting criminal justice system and promoting the rule of law (RoL). The programme is being implemented in partnership with relevant line ministries and stakeholders in Jordan, including; the justice and security sectors, in addition to other national and international partners with support from several international donors. UNODC’s strategic intervention in Jordan contributing to the criminal justice reform and advancing the institutional capacities of the relevant law enforcement institutions as well as enhancing inter-agency coordination to respond and combat more effectively the multi-faceted transnational organized crime including terrorism, in line with international norms and standards while ensuring full respect of international human rights principles and sharing international best practices. Under its country programme in Jordan, UNODC is implementing the project “Integrated Border Management (IBM)” a multi-year project (2019-2023). The project falls under the EU Action ‘Support to Integrated Border Management in Jordan’ under the EU-Jordan Single Support Framework 2017-2020, which includes the cooperation in upgrading border management and preventing violent extremism, as well as the support to the country’s macro-economic stability and enhancing social and economic development. In cooperation with ICMPD, UNODC will further support the creation of a national system of integrated border management (IBM).
The main objective of the EU Action is ‘to contribute to the development of the long-term capability of Jordan to control and manage its borders and to ensure greater security for citizens and visitors, while guaranteeing the respect for the rule of law and human right standards’. It is structured around three interlinked complementary pillars, which will be implemented by ICMPD and UNODC through separate Contribution Agreements:
UNODC will contribute to the achievement of Objective 2 of the EU Action by enhancing the operational capacities of frontline agencies at land, air and sea borders to detect and identify suspicious passenger and cargo; by enhancing capacities of border and central investigation agencies on specialized investigation techniques and criminal intelligence analysis; and by increasing and strengthening inter-agency cooperation at the national level as well as regional and international cooperation. These interventions will enable the Jordanian authorities to take effective action against transnational organized crime and provide security at borders while allowing for a smooth flow of goods and passengers.
The Project ‘Support to Integrated Border Management in Jordan’ will be implemented under the provisions applicable to EU Contribution Agreements 2018. Within this framework, the Project will be implemented jointly based on two complementary actions: UNODC Action and ICMPD Action as described in the “Description of Action (DoA)” of their respective Contribution Agreements.
The Regional Programme is managed from the UNODC Regional Office for the Middle East and North Africa (ROMENA), under the direct oversight of the UNODC Regional Representative. At the institutional level, a Programme Coordination and Analysis Unit was established in ROMENA to oversee the Regional Programme development and implementation. This Unit, under the overall supervision and management of the Regional Programme Coordinator, will have overall oversight responsibility with regard to achieving the results of the Regional Programme.

Smooth implementation of UNODC activities under the project Integrated Border Management (IBM), in coordination and consultation with the project team and relevant personnel in the regional office and HQ as needed.
Duties and Responsibilities
Under the direct supervision of the Country Programme Manager/ Head of Office, the Sr. Finance and Administrative Assistant will support the implementation of the UNODC project “Integrated Border management IBM”. This will include:
• Review, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects;
• Provide input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures;
• Assist in the preparation of budget performance submissions; assist to finalize budget performance reports, analyse variances between approved budgets and actual expenditures and take/propose corrective actions; support the preparation of periodical reports: cash flow, status of contributions, etc;
• Co-ordinate with other finance, programme and administrative staff on related issues during preparation of cost estimates and budget reports;
• Monitors budget implementation/expenditures and recommend reallocation of funds as necessary;
• Review requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds;
• Monitor extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with UN financial regulations and rules and established policies and procedures;
• Confirm accuracy of budget release requests input by ensuring consistency with unreleased budget, cash available for release and estimated expenditure;
• Support the administrative and financial planning of the project strategies and activities as outlined in the project document;
• Support the development of detailed work plans and accompanying budgets and budget revisions for all project activities for the timely and realistic achievement of the project objectives, and monitor expenditure per funding agreement;
• Support timely project review, revisions, monitoring and completion of related financial reporting by closing pending commitments, adjustments and liabilities on time;
• Create and follow-up the issuance of payment requests for services and goods procured and costs incurred for the purposes of the project;
• Verify and accept UNDP IOV charges by ensuring accuracy of charges and coding blocks used; follow-up and ensure reversal/correction of erroneous charges as and when required;
• Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters
• Carry out any other tasks as required, in relation to project’s/ office cost-share expenses, payments and follow-up with UNODC Regional Office Operations Team and local UNDP office.
Professionalism: Knowledge of, and ability to apply financial rules, regulations and procedures in the UN environment. Knowledge, skills and ability to extract, interpret, analyse and format data across the full range of finance and budget functions, including programme development and database management, claims and treasury operations. Ability to identify and resolve data discrepancies and operational problems. Good analytical and problem-solving skills, including ability to identify and contribute to the solution of problems/issues; sound judgment and political sensibility.
Communication: Effective communication (spoken, written and presentational) skills. Ability to prepare, consolidate inputs and finalize programmatic reports, project documents and other relevant materials.
Teamwork: Good inter-personal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.
Planning and organizing: Ability to plan own work, manage conflicting priorities and to use time efficiently. Ability to organize and implement activities and outputs. Ability to maintain focus and pay attention to necessary details.
Accountability: Reliability and a high level of commitment to timely delivery of a heavy volume of high-quality outputs and to achieving organizational goals. Strong sense of responsibility and result orientation.
Qualifications et expériences requises
First level university degree in finance, budget, accounting, administrative services or related area.
Language Requirements: Fluency in English and Arabic is essential.
Assessment: Evaluation of qualified candidates may include an assessment which may be followed by competency-based interview
