The United Nations Development Programme (UNDP) with the support of IMPACT Initiatives has developed the Household and Building Damage Assessment (HBDA) toolkit to facilitate the assessment of buildings and infrastructure affected by crises, as well as assess a series of basic socio-economic indicators in Health, Food Security, Education, and WASH at the household level. The HBDA allows prompt collection of digital and georeferenced data on damages in order to inform government prioritization for recovery planning.

Based on the past experiences of UNDP implementing Household Building Damage Assessment, (HBDA) implemented in natural disasters contexts in the Caribbean and in Albania, UNDP and Impact developed a digital assessment toolbox to serve in diverse contexts.

The rapid geographic and demographic spread of the COVID 19 worldwide is causing a ripple effect on health and economic systems that include trade restrictions, limited mobility of people and goods, slowdown in production in those countries where the virus has a high incidence. Assessments of socio-economic impact of the COVID are thus important for governments to identify urgent and medium to long-term measures to mitigate the impact and support recovery.

UNDP has adapted the HBDA toolkit to be used to run digital assessments on socio-economic impact of COVID-19 on households and micro and small enterprises. The adaptation has produced a digital Socio-economic Impact Assessment (SEIA) tool. Similarly, to the HBDA and the SEIA tool uses KoboToolbox, an open source for digital data collection, and Microsoft Power BI to analyze and visualize the data from the assessment. The SEIA uses also Microsoft Teams and other MS Office Products such us (MS Excel) for logistics, operations and team management.

This assessment will be implemented in multiple UNDP country offices in close coordination with national and international partners.  It is likely that digital SEIA will reach a regional and global coverage, giving a unique experience to the experts to work a large-scale implementation and help to understand the impact of COVID-19.

UNDP has set up a virtual support cell with experts that can provide remote technical support to UNDP country offices and partners in setting up and implementing digital HBDA and SEIA. The cell includes experts with information management, digital data collection tools (e.g. Kobo toolbox), data analysis and visualization, assessment design, GIS, among others. The remote support unit (RSU) is coordinated by the Crisis Bureau Country Support Management Team and has its team members working from home.

Due to COVID-19 pandemic, this consultancy is considered home based with the possibility of relocation to UNDP Crisis Bureau in New York.

Devoirs et responsabilités

The Digital Assessment Expert is assisting to provide remote (e.g. online) technical support required to the design and implementation of the HBDA/SEIA at country level. This includes creation and management of data collection tools in Kobo Toolbox, data cleaning and management techniques, using excel or other dedicated tools or DAX procedures in Power BI or Tableau, lead data visualization, GIS tasks. Strong experience in XLS forms design and implementation, ODK, KoBo Toolbox API and data connectors.

 

From the software design, development and systems integration perspective, the expert is responsible for the systems design, business analyses, requirement solicitation, software development life-cycle, active coordinator of other developers in the team and have extensive and proven experience in system integration. He or she has

  • extensive knowledge of Microsoft 365 platform in a variety of tools: Teams, Power Bi, Power Query, Deep Knowledge on Excel/Tabular and data elaboration, SharePoint, PowerApps and Work-Flows, Ms SQL/Azure.
  • knowledge of Big-Data classification, association and ML/AI techniques used for sentiment analyses, text mining and analyses.
  • programming experience in .NET, C#, JAVA, PHP, JavaScript and frameworks, Front-end frameworks based on HTML5.

 

From the project management prospective, the expert in coordination with the project manager in the Crisis Bureau:

  • coordinates the work of other IMOs in the RSU and ensure harmonious coordination with other teams in the unit,
  • leads in identification of new technologies, test and advise on new tools to be adopted to improve current and future activities,
  • Manages time and task allocation, coordinate with Regional Hubs and Country Offices to outreach and deploy systems for the assessment.

From the training prospective, the expert has

  • extensive experience in training using remote and other methods on digital assessment tools and systems for all user levels.
  • Experience in producing guides and user manuals, using latest technologies, interactive and animated materials for effective adult learning.

The expert will work under the supervision of the programme specialist in the Country Support Management Team (CSMT) in the UNDP Crisis Bureau. 

  • Identify, test and further develop systems and tools for the HBDA and SEIA;
  • Design, maintain and edit questionnaires in Kobo toolbox software environment;
  • Operate on data export, conversion, cleaning and export in different formats from CSV, excel based data;
  • Ensure technical standardization (e.g. promotion of CODs and data standards), including evaluation of UID logic and any potential linkages to pre-existing infrastructure data;
  • Support design of data collection tools, especially for mobile data collection, sampling frameworks, data storage systems, and analytical products;
  • Monitor quality of data collected, perform data cleaning activities, log any changes to the dataset on the cleaning log, ensure regular updates on data quality in collaboration with the Assessment Officer;
  • Support analysis/ generating data visualization products, including dashboards, infographics, and maps, especially using Power BI/Tableau and test and propose implementation in concrete plan of implementation other data visualization tools such as d3.js, Reach-vis, Chart. Js etc…;
  • Perform GIS/ Satellite imagery analysis, identify map information needs, ensure accurate linkages between spatial databases and assessment data; production of GIS-based information products;
  • Assist on preparing the data reports to handover data, methodology, logistics arrangement to the government and any other national or international partner involved in the assessment;
  • Work on integrating datasets coming from different countries, and sources using latest techniques and standards;
  • Set up and coordinate RSU teams workflows using SCRUM and Agile state of the art methodology;
  • Develop training modules on digital assessments and deliver training using remote tools;
  • Maintain communication with partners on technical issues such as ML/AI/satellite imagery and remote sensing, chatbots and multi indicator system integration;
  • Keep constant communication with RSU team members and mitigate project risks in a proactive manner;
  • Any other tasks as required by the Crisis Bureau.

Qualifications et expériences requises

I Academic Qualifications:

  • Education: At least advance degree (master’s degree or equivalent) in Information Technology, Computer Science, Statistics, Information Management Systems, Business Administration or a related discipline, required

II. Years of experience:

  • A minimum of 10 years of experience on information management, database design and management required.
  • Minimum of 5 years working on project management, at large scale projects, in international level playing team leading role and/or project coordination position, required.
  • Training experience in face to face or remote training, at VET or Higher Education Institutions, required.
  • Work experience in large scale assessment design, implementation, data analysis and visualization required.
  • Previous of experience in humanitarian and development GIS is an advantage is highly desirable.
  • Experience in post-disaster/conflict context is highly desirable.

III.  Language:

Fluency in written and spoken English is required;

 

EVALUATION METHOD

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria: weight 70% (desk review)

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Evaluation (70 points, Weight 70%)

All applicants will be initially screened against the minimum qualification requirements as specified above.

Responsive candidates will then be further evaluated against the following criteria:

DESK REVIEW OF TECHNICAL CRITERIA AS EVIDENT IN THE SUBMITTED APPLICATION:

  • Criterion 1. Relevance of the experience in information management, database design and management, (Maximum of 25 points)
  • Criterion 2. Relevance of the experience on project management at large scale projects, in international level playing team leading role and/or project coordination position (Maximum of 25 points)
  • Criterion 3. Work experience in large scale assessment design, implementation, data analysis and visualization (Maximum of 20 points)

Only those candidates who obtain a total technical score of 49 points and above on the technical evaluation will be considered for financial evaluation and will asked to submit a financial proposal

Financial evaluation (30 points, Weight 30%)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Note: only shortlisted candidates will be invited to submit a financial proposal. Please do not include your financial proposal in your technical application package.

  • The financial proposal should specify an all-inclusive daily fee, take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • Shortlisted candidates will be invited to submit two different professional daily rates: home based, and office based. Both home-based and office-based all-inclusive professional daily fees will be considered during the financial assessment and will have an equal impact on the evaluation’s result. The awarded consultant will be paid at his/her/their home based professional daily fee while the telecommuting arrangements for COVID-19 are in place.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement

The Digital Assessment and Project Coordinator Specialist will report to the Programme Specialist in the Country Support Management Team (CSMT), Crisis Bureau UNDP.

While telecommuting, the consultant might be asked to work during New York City working hours.

Payment modality

Payment to the individual contractor will be made based on a daily fee and monthly payment conditional to deliverables accepted and upon certification of satisfactory completion by the supervisor.

While the COVID 19 telecommuting arrangements are in place, the awarded consultant will be paid at the home based professional fee.
