UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. UN Women in Lebanon works across the humanitarian-development peace and security nexus, it advocates and supports social mobilization for legislative reform works with the Government of Lebanon and partners to build gender-responsive institutions and delivers essential services to women and girls in need - host government nationals and refugees. This is complemented by work engaging communities, women and men, on issues of gender equality with the objective of addressing discriminatory gender norms. Reporting to the Head of Country Office, the Communication and Advocacy Specialist is responsible for the planning and implementation of the Office communications and advocacy strategies to increase the standing and awareness of UN Women with partners, the media, and the public. The Communication and Advocacy Specialist works in close collaboration with the Programme, Operations, and technical
teams in the CO /RO, HQ/Regional communications teams, the staff of other UN Agencies, Government officials, media,
multilateral and bilateral donors and civil society.

Devoirs et responsabilités

Plan and design communication and outreach/advocacy strategies and plans

  • Prepare and conduct communication needs assessments for the Country Office, including projects, programmes, and corporate change initiatives;
  • Develop and implement a communications strategy for the CO in accordance with strategic and programmatic priorities;
  • Integrate communication, advocacy, and outreach strategies into proposals for project/programmes and other initiatives;
  • Coordinate in-country UN Women/ UN system corporate and local campaigns and special events. As member of the UN Lebanon Communication Group, and of the inter-agency UN Lebanon Comms taskforces, play an inactive role in the selection of media companies/consultants, when needed, and contribute with inputs to the development/dissemination of UN System nation-wide campaigns
  • Provide advice and guidance to CO on the institutional and programmatic communications and media/press relations and supervise the UNV Communications assistant at CO

Coordinate and implement the development and dissemination of advocacy materials in the country/region

  • Develop and produce communication instruments and materials, including briefing materials, press releases, and drafts of articles, and manage its dissemination;
  • Identify and propose information opportunities, activities, approaches and platforms, and partners;
  • Identify opportunities for and lead the planning, development, and dissemination of corporate advocacy materials for launching flagship initiatives, publications, special events, and timely/yearly campaigns including for IWD and 16 Days of Activism campaign
  • Manage the translation/adaptation/rewriting of information received, and dissemination of publications and audio-visual materials;
  • Liaise with RO/HQ to produce advocacy and communication materials, ensuring appropriate use of institutional branding guidelines.
  • Supervise/work closely with communication staff, as well as photographers, videographers, graphic designers, and other comms-related service providers working in the UN Women Lebanon office

Coordinate media relations for Lebanon Country Office

  • Develop and implement timely Communication Plans in line with scheduled events and corporate guidelines to enhance the positioning of the UN Women Lebanon Office with the media;
  • Build and manage communications partnerships and media alliances in the country; maintain and update database of the relevant press;
  • Identify opportunities for engagement with the media and respond to a variety of inquiries and information requests; prepare related correspondence;
  • Organize roundtable discussions, press conferences, and briefing sessions for the press, as required;
  • Draft talking points; Media advisories, TOR for media/photography consultants, and other related material;
  • Ensure media outreach for public events, and dissemination of communication material via multiple channels (print, broadcast, and online).

Build and maintain partnerships and maintain relations with donors/Gov/Women’s machinery

  • ?Identify and develop new communication partnerships and alliances to enhance visibility;
  • Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors;
  • Maintain collaborative relationships with all Programmes and projects staff as well as counterparts including national women’s machinery and implementing partners

Maintain the Country Office pages on the regional website/ online presence

  • Manage the Country Office website Pages’ content based on corporate requirements;
  • Manage the Country’s Office Twitter account in line with corporate social media policy;
  • Manage the production of quality and appropriate information materials for Lebanon’s website pages and Twitter account, including articles, interviews, videos, infographics, and Media packages;
  • Information to the knowledge management system on a regular basis, including news, updates, and resources.

Facilitate knowledge building and sharing

  • Identify and synthesize best practices and lessons learned directly linked to programme country goals and activities;
  • Provide training and workshops on communication and advocacy, as appropriate.

Qualifications et expériences requises

Education and certification:

  • Master’s degree (or equivalent) in communications, public relations, journalism, or relevant field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of professional work experience at national or international level in public relations, communications, or advocacy;
  • Experience in media relations or in journalism is an asset;
  • Experience in the use of social media.
  • Previous experience in communications with the UN is preferred
  • Computer skills, internet communication, and command of MS Office

Language Requirements:

  • Fluency in English and Arabic is required; French is an asset
  • Working knowledge of any other UN official working language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.
