  1. BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

Women’s economic empowerment is essential to achieving sustainable development. Women workers transform local, national and regional economies across the Asia-Pacific through agricultural work, manufacturing, entrepreneurship and labour migration. A combination of discriminatory laws, policies and gendered social norms creates structural barriers for women seeking to realize their right to decent work and safe migration. This means women’s economic contributions are not translated effectively into increased social and economic equality.

 

Across the region, women continue to face barriers in accessing decent work, employment and income. Two in every three women are in informal employment, without labour law coverage, protection from discrimination, or access to social protection.1 The gap in labour force participation is also widening. Women and girls are over-represented in high risk categories of employment and comprise 71% of all victims/survivors of trafficking worldwide.

 

Since 2001, UN Women Regional Office for Asia and the Pacific has worked on empowering women migrant workers in the region and advocating for the protection and promotion of their rights. Most recently, UN Women together with International Organization for Migration (IOM) and International Labour Ogranization (ILO) launched a joint programme, Governance of Labour Migration in South and South-East Asia (GOALS) with the overall goal to ensure that labour migration is safe, orderly and regular for all women and men from the Colombo Process Member States through strengthened collaboration and effective labour migration governance. This joint initiative is supported by the Swiss Agency for Development and Cooperation (SDC). It is built on three inter-linked and inter-related outcomes; (1) Colombo Process Member States develop and progress actionable commitments for strengthened labour migration governance and policy coherence through multilateral dialogue; (2) Selected members states in South Asia have improved labour migration policies and practices, in particular on skills development and qualifications recognition, fostering fair and ethical recruitment, and sustainable reintegration; and (3) The evidence base on labour migration is strengthened to inform knowledge, dialogue, policy making and action.  The duration of this joint programme is from August 2020 to July 2023.

 

UN Women ROAP’s 2019-2021 Strategic Note commits to ensuring that women workers, including women migrant workers, contribute to sustainable development and benefit from reduced social and economic inequality through decent work and safe migration across three key areas:

 

  1. We work with governments and regional bodies to ensure that labour and migration policies promote and protect the right of all women to safe migration and decent work, free of discrimination and exploitation;
  2. We work with government, private sector, and recruitment agencies to ensure that women workers have increased access to justice and gender-responsive information, procedures, training and services on safe migration and decent work; and
  3. We convene, mobilize and invest in women workers so that governments, employers, and community members understand, recognize and value women migrant workers’ rights and contributions.

 

Considering the increasing feminization of migration in Asia, particularly in domestic work and care services, women migrant workers are concentrated in insecure and informal employment.  Globally, women make up 70 percent of frontline workers in the health and social sector, like nurses, midwives, cleaners and laundry workers, many of whom are migrant workers. Under the COVID-19 pandemic circumstance that women migrant workers are being affected disproportionately. The pandemic has exacerbated their vulnerabilities caused by existing inequalities such as restrictive migration policies, insecure forms of labour, overcrowded living conditions, racism, xenophobia, lack of recognition and undervaluation of their contribution to social and economic development.

 

To support the work in the areas mentioned above, UN Women ROAP is currently seeking an individual consultant to work with Migration team in the period of 3 months to complete all tasks outlined below aimed towards enhancing UN Women’s efforts to respond to the emerging needs of women migrant workers in the region.

DUTIES AND RESPONSIBLITIES

1)To set up the preliminary works of the management of the GOALS programme 2) To support UN Women ROAP Migration Programme in developing its regional strategy and in preparing programmatic inputs for the new Strategic Note

Reporting to the Regional Programme Manager – WEE, the consultant will be responsible for the following tasks:

Task 1: Setting up the GOALS programme

  • Prepare and submit UN Women’s inputs into the finalization of GOALS’s Results Framework and the establishing the Programme Monitoring and Evaluation system and the Communication Plan ensuring that gender is considered, in close collaboration with other participating UN organizations (IOM and ILO) and the donor;
  • Develop UN Women’s detailed workplan in accordance with the Programme Documents and UN Women’s Strategic Note; and
  • Record and maintain documents on relevant programme activities, issues, and risks and communicate with UN Women staff in a timely manner

 

Task 2: Support for UN Women ROAP Migration Programme Strategy development

  • In collaboration with UN Women ROAP staff, plan for organizing two virtual sub-regional consultations with relevant stakeholders. This includes identifying key participants, formulating structures to the initial discussion, developing programme agendas, and preparing questions for stimulating discussion.
  • Facilitate the two sub-regional consultations ensuring the quality participation of stakeholders (e.g. governments, civil society organizations, academia, private sector companies and other relevant stakeholders) and strategic allies.  If necessary, coordinate and facilitate follow-ups to strengthen/supplement the virtual sub-regional consultations (e.g. follow-up emailing, phone calling, etc.);
  • Draft UN Women ROAP Migration Programme Strategy based on the analysis and the findings from each sub-regional consultation; and
  • Develop a succint programmatic recommendations as inputs for the upcoming UN Women’s Strategic Note  

 

The Consultant will mainly work with UN Women ROAP staff and will be required to undertake both desk-based research as well as to communicate and coordinate with Country Offices and partner agencies and relevant stakeholders remotely. UN Women ROAP will introduce the consultant to relevant stakeholders.

 

DURATION OF ASSIGNMENT  

The duration of the consultancy from 25 September to 30 December 2020. The assignment is home-based.

 

CONTRACT SUPERVISION

 

The consultant will work under the direct supervision of Regional Programme Manager (WEE), UN Women ROAP.

 

DELIVERBLES AND TIMEFRAME

Payments for this consultancy will be based on the achievement of each following four deliverables and confirmation from the Regional Programme Manager (WEE) that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.

Evaluation

 

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

 

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Qualifications et expériences requises

THE QUALIFICATIONS EXPECTED ARE AS FOLLOWS:

The consultant should meet the following qualifications:

  • Master’s degree in Migration Studies, Gender Studies, International Development Studies, Human Rights, Law, or other related field.
  • Knowledge of gender and development strongly preferred.
  • At least 5 years of progressive professional experience in international development, with a focus on gender and migration, and/or gender and labour rights.
  • Proven experience in programme development, preferably for UN agencies.
  • Strong facilitation skills and ability to hold virtual meetings. Proven experience in facilitating strategic planning process is an asset.
  • Demonstrable high-level proposal writing and presentation skills in English 
  • Excellent written and verbal English communication and interpersonal skills is required.
