. SCOPE OF WORK

Under the overall guidance of the Head of Office and direct supervision of Operations Manager, the consultant will perform the following tasks:

  • Providing reliable administrative coordination to project activities
  • Preparation of planned expenditure reports and tracking of budgets and workplan implementation
  • Processing work and requisite follow-up accomplished under supervision
  • Consistently applying appropriate policies, guidelines and procedures
  • Effectively and in a timely manner, liaising and interacting with colleagues and concerned parties internally and externally.

 

  1. EXPECTED DELIVERABLES AND TIME FRAME

 

Tentative timeline

  1. Programme administrative support
    1. Ensure logistics are properly undertaken pertaining to organisation/coordination of workshops, seminars, events and other activities; prepares relevant budgets and participants lists
    2. Preparation of minutes, drafting correspondence related to programme implementation, including translation support as needed
    3. Agreed workplan for the establishment of standardized documentation (filing, e-filing, log, tracking system, consultancy roster, etc.)
    4. Documented support provided to the UN Women partners in compliance with UN Women rules and procedures

  1. Support organizing National events incl. workshops/ trainings organized in Dili and other meetings with key stakeholders in Dili and in other target areas
    1. Support the organisation of the events incl. agenda, venue, catering and confirmation of the final list of participants of events and meetings
    2. Preparation of budget for the events/workshops in collaboration with programme officer
    3. Preparation of payment incl. ensuring supporting documents for the events/workshops taken place.
    4.  Summary report on the support provided incl. observations, findings, recommendations, and proposed actions.
  1. Financial management of the Programme
    1. Summary report on updated and revised budgets for 2020
    2. Summary on contract/budget closure and other administrative support facilitated.

  1. DURATION OF ASSIGNMENT AND DUTY STATION

 

The time required for the consultancy is about 3 months, the duty station is Dili, Timor-Leste with travel in the country as assigned by hiring unit. For assignments out of the capital, UN Women will be responsible for the accommodation and travel expenses for any cost incurred during assignment period.

 

  1. CONTRACT SUPERVISION 

 

The consultant will work under the direct supervision of the Operation Manager who will be responsible for the quality assurance of the deliverables.

Qualifications et expériences requises

  1. THE QUALIFICATIONS EXPECTED ARE AS FOLLOWS:

 

  • Timor-Leste nationality
  • Minimum first-level university degree in Business Management, Public Administration, Budget and Finance, Human Resources, Law, Political and Social Science, International Relations or other relevant discipline
  • Minimum 2 years of relevant administrative or programme/project support experience
  • Experience in liaising and coordinating with national counterparts and civil society organizations is advantageous
  • Experience working with the UN Agencies or other international organizations is advantageous.
  • Proficient in English

 

  1. Evaluation

 

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

 

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

 

Technical qualification evaluation criteria:

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
