The UN Joint SDG Fund supports countries as they accelerate their progress toward the Sustainable Development Goals (SDGs). The Fund operates through a series of calls for the United Nations (UN) system that lead to the implementation of transformative Joint Programmes (JPs), under the leadership of Resident Coordinators (RCs). In doing so, the Fund is committed to forge paths and partnerships that unlock public and private capital for the SDGs at scale.

In December 2019, the UN Joint SDG Fund announced the first Call on SDG Financing. Guided by the Secretary-General’s Strategy and Roadmap for Financing the Agenda 2030 this call for proposal was framed around two components: Component 1 on the national SDG financing architecture, and Component 2 on catalyzing strategic investments.

UNCT in N. Macedonia applied for the component 2 of the Call on SDG Financing, with UNDP as a lead agency and their Concept Note was approved. In the next stage, a full-fledge proposal must be developed and submitted for approval by 31 October 2020.

Outcome 3 (worth $0.61M) is requested from the SDG Fund to support the development of innovative RE and EE solutions. Fund for Innovation has been identified as a partner in the project. The intention is to develop an enhanced model that will build on existing capacities and lessons learnt and ensure that increased number of quality proposals is identified, designed and that they receive adequate support in the design and implementation process. Also, it is important that all relevant partners are engaged and private sector encouraged, stimulated to participate.

This particular component in the SDG F application/joint programme document is closely linked to the ongoing project (Bridging the Skills Gap) that works on analysis of the future needed skills in RES and EE. Being focused on three industries, this project gives insight into the potential of selected industries for digital transformations that shall secure more advanced and higher quality jobs. One of the results of Bridging the Skills Gap project will be a multi-stakeholder platform that is industry-led, aiming at promoting applied innovation in selected economic sectors. The platform will synthesize and provide in accessible manner relevant and specific information on industry practices, latest trends, contemporary technology, process and organizational solutions, as well as emerging jobs within RES and EE. Hence, envisaging linkages and taking this into account is important. The grant scheme that will be developed under this Component will be an important contribution to this platform, making logical addition as it will catalyze innovation in RE and EE.

Therefore, UNDP would like to engage an experienced international consultant that will support the programme team to develop a model/challenge/scheme to support privates sector innovation in RE and EE within the Joint Programme based on the approved Concept Note for the project titled „Green Financing Facility to Improve Air Quality and Combat Climate Change in North Macedonia“ (to be provided to the consultant additionally). This component/outcome within the proposal is titled - Support to drive innovation of RE & EE solutions in North Macedonia.

Objective of the Assignment

For the development of this particular Component 3 of the proposal, the international consultant will be supported by the local expert and will be in coordination with the international consultant that is responsible for developing the full-size project proposal. He/she will provide input for all relevant points within the provided template, developing the model behind the grant scheme that fits within the national context.

Scope of Work

Under the direct supervision of UNDP Deputy Resident Representative and Programme Officer, the International Consultant will undertake the following specific tasks:

  • Develop a model/scheme/challenge with clearly defined roles and responsibilities for supporting private sector innovation in the renewable energy and energy efficiency sector/domain that builds on the existing capacities and programmes in the country (Innovation Fund, Techno Parks, etc.), Small Business Services Support  (EBRD programme) and facilitates connection between the private sector, scientific, government and financial institutions.
  • Design clear guidance for all partners for the implementation of the model/scheme/challenge including strategy for selection of the proposals and implementation of the grant scheme, the criteria for evaluation, % grant,  funds distribution and monitoring indicators for usage of funds in accordance with the agreed plans.,
  • Design the technical support package that will increase outreach, facilitate involvement of a broader innovation community in open innovation and co-creation processes and enhance quality of the proposals/submissions for funding support and envisage relevant post-investment support.
  • Suggest mechanisms to stimulate interest of private sector actors for wider adoption/commercialization of innovative solutions, not limited to North Macedonia.

The payment for the services will be carried out in one installment linked to submission and approval of the deliverable indicated above.

INSTITUTIONAL ARRANGEMENT

The consultant will work under direct supervision and will report to UNDP through UNDP Programme Officer. He/she will be in regular communication with the supervisor and will provide update on the progress achieved on a regular basis. All communication and reports will need to be prepared in English language.

In course of performing his/her job, the consultant will need to closely collaborate with the National consultant working on provision of all relevant points within the provided template and developing the model behind the grant scheme that fits within the national context.

The final product will be the property of UNDP which will exclusively hold the copyrights and distribution licenses.

DURATION OF THE WORK

The duration of the Consultancy is estimated at maximum 15 working days in the period from 07 Oct  to 23 Oct 2020.

DUTY STATION AND TRAVEL

No travel is expected as part of the assignment.

  • Record of min. 3 relevant projects (drafting of project in areas of innovative solutions to industries or similar)
  • English language proficiency.

CRITERIA FOR SELECTION OF BEST OFFER

The award of the contract shall be made to the offeror whose offer has been evaluated and determined using Cumulative analysis methodology. When using this weighted scoring method, the award of the contract will be made to the consultant whose offer has been evaluated and determined as:

a) Being responsive/compliant/acceptable, and

b) Having received the highest score based on the following weight of technical and financial criteria for solicitation as per the schedule below:

* Technical criteria weight: 70%

* Financial criteria weight: 30%

Only candidates obtaining a minimum of 49 points (70%) in the technical evaluation shall be considered for the financial evaluation.

For the considered offers in the financial evaluation only, the lowest price offer will receive 30 points. The other offers will receive points in relation to the lowest offer, based on the following formula: (Pl / Pn) * 30 where Pn is the financial offer being evaluated and Pl is the lowest financial offer received.

  4. Annex A: Evidence of professional experience in projects of similar kind from LINK;
  5. Financial Proposal: The financial proposal must be expressed in the form of a lumpsum all-inclusive cost, supported by breakdown of costs as per template provided in $US for this consultancy.

The financial proposal must consider various expenses, except the travel costs, which will be incurred during the contract, including: the daily professional fee; communications, any other expenses related to this assignment.
