Purpose

This consultancy will contribute to achieving results sought under project output on identification of policy recommendations and implementation of related advocacy actions. The scope of work for this consultancy will inform the program’s targeted actions to achieve policy improvements in the three project countries, in support of greater social cohesion. Interested applicants applying for this Consultancy, once selected, will form part of a team.


Objective

The main objective of the consultancy will be to:

  1. Review reports and other project documents concerning priorities identified through 14 dialogue events in Bosnia and Herzegovina, Montenegro and the Republic of Serbia against relevant public policies in the project countries;
  2. Map and review ongoing policy initiatives in above areas of current UN or other donor programs and identify possibilities for partnership on these for joint advocacy;
  3. Identify up to six policy-related priorities (two per country) and recommend the most suitable and effective methods of advocacy, bearing in mind the limitations of the Covid-19 context and the duration of the DFF program.?

The Joint Regional Program “Dialogue for the Future” (DFF), implemented by UNDP, UNICEF and UNESCO in Bosnia and Herzegovina, Montenegro and the Republic of Serbia, and funded by the UN Peacebuilding Fund, seeks to create more spaces for constructive dialogue between various communities, between citizens and their highest elected leaders, thus promoting peaceful coexistence, increased trust and genuine respect for diversity. Through a variety of activities in support of dialogue and social cohesion in and among the three project countries, the program engages with adolescents and youth, women, teachers and media, by:

  • supporting dialogue and collaborative action around jointly identified priorities;
  • empowering adolescents and youth for constructive engagement and leadership;
  • nurturing inter-cultural dialogue;
  • strengthening objective media reporting and positive storytelling; and
  • empowering young girls and women for greater social activism.

The program relies on the concept of social cohesion developed by the Bertelsmann Foundation, which centers around the components of social relations, connectedness and focus on the common good as integrative elements.?

Initiated in January 2019, the program is set to close by end of April 2021.

Duties and Responsibilities

Scope of Work
Since inception in January 2019, the joint regional program has organized 14 dialogue events to date, including youth, national and regional dialogues in the three project countries. These multi-stakeholder events brought together around 1,300 participants and served to identify common social cohesion priorities and recommendations to address them in collaborative manner. Ultimately, the priorities emanating from youth and national dialogue events were validated at a Regional Dialogue Platform event, serving as the main input into the selection of seven priority areas for a cross-border Small Grants Facility. In addition to supporting joint actions on social cohesion priorities, the program aims to advocate for targeted policy improvements in the three project countries, all contributing to better quality of social cohesion.

More specifically, the team of three consultants will undertake:

Task 1: Review of dialogue event reports from BiH, Montenegro and the Republic of Serbia through a policy lens. In consultation with UN DFF project staff, the Consultants will receive for review the available reports from youth, national and regional dialogue events in the three project countries.Consultants should specifically pay attention to those recommendations that could be, in most effective manner and given the circumstances and the time frame available, mainstreamed into existing policies in the three program countries. During review, Consultants should work as a team, and pay specific attention to priorities that are related to national policies (including drafts currently being in public consultations phase) in the fields of: gender equality, youth, education, media or others as identified through this consultancy. The exact number of work days and distribution within the 3-member team specifically required for the completion of this task will be identified upon selection of Consultants.

Task 2: Identify up to six policy-related priorities and recommend the most suitable and effective methods of advocacy, both from a UN and civil society perspective, bearing in mind Covid-19 limitations. In this, the Consultants should highlight any specific areas of convergence between policy documents of the three project countries. The exact number of work days and distribution within the 3-member team specifically required for the completion of this task will be identified upon selection of Consultants.

Task 3: Prepare and submit final report on all completed tasks.? It is envisaged that the level of effort will not exceed 2 expert days.

Total number of days will not exceed 20 workdays overall for the entire team of Consultants.?

Report will be used to authorize final payment.

Qualifications et expériences requises

Academic Qualifications/Education:

  • University degree in law, political sciences, social sciences or related field.

Experience:

  • At least 5 years of relevant experience in policy analysis and design, designing and implementing advocacy activities in either project country;
  • Extensive knowledge of governance systems and policy processes in all three project countries;
  • Experience in drafting reports on complex processes in understandable manner;


Languages Requirements:

  • Fluency in the languages of project countries. Fluency in English is an asset.

Other Requirements:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
