Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region (2018-2022) is part of the multi-year EU-UN Spotlight Initiative to Eliminate Violence Against Women and Girls. Safe and Fair is implemented by the ILO and UN Women, led by the ILO Regional Office for Asia and the Pacific. Safe and Fair works in close cooperation with governments and social partners to achieve three inter-linking specific objectives: 1) Women migrant workers are better protected by gender-sensitive labour migration governance frameworks; 2) Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality service; and 3) Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved.

 

The COVID-19 pandemic crisis has made many countries imposing movement limitation policies including lockdown and large-scale social distancing. This situation effects negatively on Indonesian migrant workers as many have lost their jobs and forced them to return to their home country early. According to the Ministry of Women Empowerment, as of 29 July 2020, there are 34,138 migrant workers returning from abroad with 70% of them are women.[1] Furthermore, in times of the COVID-19 pandemic, women and girls may be at higher risk of violence against women (VAW) and trafficking due to increased tensions in the households. As systems that protect women and girls, including community structures, may weaken or breakdown, specific measures should be implemented to protect the overall women and girls from the risk of VAW and trafficking with the changing dynamics of risks imposed by COVID-19. Financial insecurity of many migrant families that exacerbated by the pandemic plus multiple burdens faced by women returnees may lead to increase of tensions and violence at their households and may put women and girls in vulnerable situation of being trafficked or re-trafficked. 

 

In response to the COVID-19 pandemic and the increase of VAW during this crisis, UN Women through the Safe and Fair Program has been supporting the Ministry of Women Empowerment and Child Protection (MOWECP) to develop the Guideline for the Protection of Women Migrant Workers during COVID-19 and the Protocol for Handling Gender-Based Violence and Trafficking for Women Migrant Workers during COVID-19.[2] The Guideline outlines important elements to protect women migrant workers during this pandemic in all cycles of migration. The protocol supports both government and non-government service providers by providing practical guidelines, which will help them to enhance the quality of services for women migrant workers who have experienced violence during the pandemic. This protocol also encompasses the underlying principles in the provision of services for victims of VAW and trafficking, which are highlighted in the 16 Essentials for Quality Multisectoral Service Provision to Women Migrant Workers Subject to Violence.[3]

 

Objective of the Assignment

The purpose of this consultancy is to support the Ministry of Women Empowerment and Child protection (MOWECP) under leadership of Deputy on Protection of Women’s Rights c.q Protection of Women in Labour Department  in socializing  “The Guideline for the Protection of Women Migrant Workers during COVID-19” and “ The Protocol for Handling Gender Based Violence for Women Migrant Workers and Trafficking during COVID-19”. 

 

In this consultancy, the Consultant is expected to support MOWECP in designing socialization and skill building program activities for relevant key stakeholders at national and sub-national level, government and non-government service providers. She/he will be expected to develop curriculum, to prepare training materials, to facilitate training as well as to provide technical support to relevant stakeholders to implement the guideline and protocol.

 

This activity corresponds to:

Output 02.01. Rights-based and survivor-centred approaches are integrated into laws, policies and practice on prevention and response to VAW, with a focus on women migrant workers; and indicator 2.1.1 Number of laws and policies adopted or amended with UN Women inputs on rights-based and survivor-centred approaches.          

Output 02.02. Capacity of regional, national and local government, social partners and civil society to implement policy for coordinated multi-sectoral services provision that respond to the needs of migrant women workers is strengthened; and indicator 2.2.1. Number of information systems strengthened for women migrants who access support services (health, welfare, police, justice) for survivors of violence and trafficking. 2.2.2. Number of referral mechanisms for follow-up services for women migrants by front-line service providers.

Output 02.04: Capacity of front-line services providers (health, social and criminal justice) to respond to the needs of women migrants experiencing violence and trafficking is enhanced; and indicator 2.4.1. Number of women migrants who receive assistance from front-line service providers. 2.4.2 Number of front-line service providers trained to handle women’s protection/trafficking issues in a coordinated manner.

Under the supervision of UN Women Representative for Indonesia and, direct supervision of UN Women National Program Officer EVAW and Migration, the consultant shall undertake the following tasks:

  • Coordinate with MOWECP to design webinar series and skill building for relevant key stakeholders at national and sub-national level. 
  • Develop the workplan and training materials that target five different groups of participants: 1) National government and agencies; 2) Sub-national government and agencies; 3) NGOs and trade union; 4) Women migrant workers ; and 5) Placement Companies.    
  • Conduct and facilitate ten sessions of webinars (one session/day) to socialize the Guideline and the Protocol to the five different groups of audience 1) National government and agencies; 2) Sub-national government and agencies; 3) NGOs and trade union; 4) Women migrant workers ; and 5) Placement Companies.  
  • Facilitate coordination meetings among key stakeholders and provide technical support on the adoption of the Guideline/Protocol to at least three government/agencies.
  • Monitor progress of implementation of the Guideline/Protocol and trouble shootings when needed. 
  • Provision of reports of the consultancy activities  and forward recommendations for scaling up.

Qualifications et expériences requises

Required Qualifications  

  1. Education: At least a Master’s degree in gender, psychosocial, social work, or other social sciences, with experience in VAW and women trafficking related field.
  2. Minimum of five (5) year working experience in developing guidelines/modules, facilitating a workshop/training, advocating women migrant workers’ rights and VAW and/or gender and women migrant worker issues and trafficking.
  3. Excellent communication and interpersonal skills and experience in working with government agencies (particularly with the MOWECP, P2TP2A) and migration and VAW NGOs.
  4. Excellent gender analytical skills and knowledge of the broader issues related to UN Women’s mandate on elimination of Violence against Women, human rights and gender issues.

Evaluation of Applications

 

Applications will be evaluated based on a cumulative analysis, as follows.

A two-stage procedure is utilised in evaluating applications, with evaluation of the technical application completed prior to any price proposal being compared. Only the price proposal of the candidates who pass the minimum technical score of 80% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

 

  • Only the financial proposal of candidates who have attained a minimum of 80% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the financial component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 80% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Financial proposal: the financial proposal shall specify a lump sum amount breaking down the professional fee for each deliverable and travel related cost (i.e. round-trip airfare from consultant original city to the field locations and accommodation).
  • Quotations will be evaluated based on “Lowest priced, technically compliant offer methodology". The contract will be awarded to the supplier who meets the requirements and provides the lowest price.
