The UNDP State Office is engaging with the State Government of Uttarakhand to provide technical support in several sectors for the implementation of flagship Government programmes, externally aided projects and State schemes and programmes. The State office is also supporting the State Govt in implementation and fast-tracking of the SDGs in the State.

Emergence of Novel Coronavirus (COVID-19) has become one of the biggest epidemics the world has ever faced leading to economic and social stress among the vulnerable households and has caused significant disruptions to the health, livelihood, and wellbeing of all people on the planet. Under the current situation, the primary focus of the state government has been to effectively implement support and relief services to the needy.

UNDP Uttarakhand is supporting the State government in many sectors under UNDP’s COVID response strategy. A development sector expert to provide technical support for the COVID response strategy is to be on boarded in the UNDP State office for technical support.

Scope of Work

The consultant will support UNDP Uttarakhand State office in carrying out research and policy analysis, developing concept notes and action plans, and designing strategies on issues pertinent to various aspects of governance, infrastructure, agriculture and allied sectors, MSMEs, water policy and governance, urban development, socioeconomic development, employment and skill development, and other aspects related to sustainable development as identified by UNDP in consultation with the State Government. He/she will be working closely with UNDP and government departments to support technical support and monitor UNDP’s strategic approaches and implementation of its COVID-related programmes.

Specific tasks/ Deliverables

  1. Carry out desk research on government policies and issues of relevance as identified
  2. Prepare research proposals including research design, sampling, research methodology, and implement
  3. Prepare presentations, research and policy briefs, project proposals on aspects identified as necessary
  4. Support UNDP and implementing agencies on capacity building, knowledge management
  5. Provide support in writing thought leaderships, point of views, sectoral insights, and paper in consultation with and guidance from the State Head
  6. Conduct meetings with various stakeholders and related departments and officers to map stakeholder expectation
  7. Support UNDP in effective communications and management of both internal and external stakeholders

Functional Competencies

  1. Strong analytical capacity and experience in socio-economic analysis, needs assessment and programme design;
  2. Strong knowledge of documentation, drafting and development of reports at national a sub- national level;
  3. Good understanding of political economy of India and Uttarakhand;
  4. Experience of working with a range of organizations including local communities, civil society and governmental organizations;
  5. Ability to plan own work, report on work progress and deliver outputs in a timely manner;
  6. Excellent report writing, communication and interpersonal skills.

Qualifications et expériences requises

Education

  • Masters’ degree in Development Studies, Public Policy or any other related field

Experience

  • Should have minimum 7 years of proven experience in resource planning, data analytics and policy analysis
  • Demonstrable experience with policy and programme management, especially with central and state governments
  • Nuanced functional research skills with attention to detail and academic vigour
  • Experience of working in Uttarakhand will be a distinct advantage

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

•             Technical Criteria weight - 70%;

•             Financial Criteria weight – 30 %

Technical Criteria (70% of the total evaluation)

  1. Minimum 7 years of proven experience in resource planning, data analytics and policy analysis - 20%
  2. Demonstrable experience with policy and programme management, especially with central and state governments - 20 %
  3. Nuanced functional research skills with attention to detail and academic vigour - 20%
  4. Experience of working in Uttarakhand - 10%

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement

Financial Proposal:

Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same 

Schedule of Payment

The Consultancy fees (Remuneration) will paid on monthly basis upon submission of monthly progress report certified by the reporting officer, and the timesheet for number of days worked (maximum 22 days per month).

Institutional Arrangement

  • The Contract will be administered by UNDP
  • The Consultant will report to the UNDP state head
  • All the logistic support related official travel will be borne by the UNDP as per the prevailing rules.
