The Government of Uttarakhand to reduce poverty by building strong institutions of the poor particularly the women under the DAY-NRLM (Deendayal Antyodaya Yojana - National Rural Livelihoods Mission) the flagship program of Ministry of Rural Development, Government of India. The current Technical Support project to the Department of Rural Development, Government of Uttarakhand is conceived to provide Sustainable Livelihood Approach with a focus on securing adequate and decent livelihoods that contribute to the wellbeing of people not only through income generation but also by creating strong coping mechanisms that mitigate the vulnerabilities that the poor face. The programme consists of a comprehensive set of capacity building initiatives to strengthen the community institutions, coupled with a range of support services to ensure the viability of the economic activities undertaken by the Self-Help Groups (SHGs) and their federations to include access to credit and financial services, business incubation and productivity enhancement services, business and financial management skills, livelihood or enterprise support, market linkage, etc.

UNDP in Uttarakhand is supporting Uttarakhand State Rural Livelihood mission by providing trained human resource.

MahilaKisanSashaktikaranPariyojana” (MKSP)

The “MahilaKisanSashaktikaranPariyojana” (MKSP), a subcomponent of the Deendayal Antodaya Yojana-NRLM (DAY-NRLM) seeks to improve the present status of women in Agriculture, and to enhance the opportunities available to empower her. It was introduced as an independent livelihood initiative targeting women in the farm sector (agriculture and allied sector) under DAY-NRLM in 2011. Livestock, especially small ruminant has been envisaged in DAY-NRLM as an integral part of livelihood strategy. Non-Timber Forest Produce (NTFP) has been included in MKSP as an integrated vertical. The program focus is to improve the present status of women in agriculture and enhance the opportunities for her empowerment by enabling access to extension services, farmer support in institutions and production assets such as seeds, water, credit, subsidy etc,

The programme further focuses on incorporating climate change resilient and ecological sound practices into the overall structure and involves an active role of Community Resource Persons (CRP).

In the context of the above UNDP is currently in the process of recruiting Block Mission Managers under MKSP.

Devoirs et responsabilités

  • Work as team Leader for MKSP Project in Block.
  • Provide direction and management of work to the MKSP team at the block level
  • Responsibility for MKSP administrative and financial work at the Block level
  • Responsible for managing all field implementation activities – technical assistance, training and capacity building of CRP, m-CRP and MahilaKisans, formation and nurturing of PGs, LGs, supporting VO livelihood sub-committee, livelihood CRP.
  • Responsible for Liasoning with the Regional council ( RC) at block level.
  • Responsible for liaising with Line department for convergence related activity.
  • Coordination and liaison with government departments/Social organizations. Social enterprise.
  • Prepare and implement convergence plan with all the line departments.
  • Ensure quality documentation of case study, report writing and success stories.
  • Cadre development and training.
  • M.I.S. management and Updation.
  • Regular Reporting as per the set protocols to DMMU
  • All other works as are necessary for Mission at the Block level
  • All other such works related to NRLM which shall be assigned by appropriate authority from time to time
  • To be willing to work in any Block assigned by the CEO and to undertake travel as and when required.

Qualifications et expériences requises

Post Graduate/ Diploma in business Management/Rural Development/Rural Management/Social Work/Commerce/Sociology/Economics/Agriculture and Allied/Veterinary science

Candidate should be well aware with MS Office

Work Experience

Should have atleast 0-2 years of relevant post qualification work experience in livelihood promotion in large scale rural poverty reduction programmes ,implementing on farm and off farm interventions in agriculture, dairy, enterprise promotion with farmers/FPO/groups

Language:

Proficiency in Hindi & English-both speaking and writing and proficiency in computer skills.

Duration of the Work:

The contract will be awarded for one year initially. Working days will be as per the State Government/USRLM policy.

Travel:

10 -15 days travel per month within the state, districts, block and village would berequired.

Schedule of Payments:

Consolidated Annual Consultancy Fee (Remuneration) of Rs 388,884/- (@Rs. 32,407 /- per month) payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer.

Institutional Arrangement:

  • Contract will be administered by UNDP on behalf of the State Government of Uttarakhand;
  • The consultant would report to the CEO/DMM, USRLM.
  • All the logistic support related official travel will be borne by the Government of Uttarakhand as per their prevailing rules;
  • Consultant will be entitled for 2 days leave per month (non-encashable).

Evaluation Method and Criteria:

Preliminary shortlisting would be done based on the following criteria:

Step 1: Short listing would be done based on the following criteria:

  • Educational Qualification - 30 Marks;
  • Relevant Experience - 40 Marks;

Step 2: Personal Interviews (Face to Face/ Skype)

  • Suitability for the assignment - 30 Marks;

Candidates obtaining a minimum of 70% (49 marks) of 70 marks will be eligible to appear for the interview. Top scoring candidate (out of total 100 marks) will be sent offer of consultancy in order of ranking.

Interview for the shortlisted candidates would be either conducted face to face in Dehradun or by telephone /over skype.

Only shortlisted candidates will be called for an interview. The interviews will be conducted based on the competencies (skills) required as per the ToR. Final selection will be done on the basis of merit/marks secured in interview process.
