The ongoing Country Programme Document (2017-2021) for UNDP Lao PDR ends in December 2021. Preparations are afoot to commence the development of the next CPD (2022-2026). The new CPD will be designed to be aligned to both the 9th NSEDP Plan (the Ninth National Social Economic Development Plan 2021-2025) and the new United Nations Sustainable Development Cooperation Framework (UNSDCF).
Feeding into the CPD development process will be the analysis and recommendations obtained from UNDP’s engagement in the 9th NSEDP development process, through a series of government-requested strategic policy papers in line with key national priorities. In addition, UNDP Lao PDR also is commissioning Country Programme Evaluation (CP). The evaluation will conclude lessons learned, the recommendations and finding in November 2020. The evidence from the evaluation is also expected to help in the drafting of the new CPD. In drafting the document, consultations will also be undertaken with key development partners during the October 2020-January 2021 period.
The theory of change (ToC) and UNDP’s programme quality standards will be adopted in the formulation and design of the CPD. Substantial work has already been done in analyzing the development situation and priority areas for the country office. The finalization of the CPD should build on the lessons learned and the analytical work carried out thus far, the lessons from the CP evaluation and consultation with key development partners.

Scope of Work
Under the direct supervision of the UNDP Resident Representative/Deputy Resident Representative for Lao PDR and close consultation with the programme units, programme support units and the CO staff members, the consultant will mainly support UNDP Lao PDR to:
a) Draft a CPD with the following Structure:
1. UNDP within the Cooperation Framework (CP): this section will explains UNDP’s contribution to national priorities as part of the United Nations Sustainable Development Cooperation Framework (i.e., Cooperation Framework). This includes an elaboration of UNDP’s comparative advantage and the unique value proposition UNDP will bring to the UNCT towards collective delivery of results agreed in the Cooperation Framework. This must be based on a well-articulated theory of change for the programme. The CPD theory of change is anchored in the Cooperation Framework’s theory of change, drawing on evidence from the Common Country Analysis (CCA). Suggested content can be found in the CPD template in the annex I.

2. Programme Priorities and Partnership: This section presents the programme priorities that UNDP proposes to focus on in support of national priorities to achieve the SDGs as part of the Cooperation Framework. Rather than repeating the specific outcomes of the programme, which are stated in the Results and Resources Framework, this section should focus on the systems thinking contributions to concrete benefits for people and society. Suggested content can be found in the CPD template in the annex I.

3. Programme and Risk Management: This section lays out the specific management initiatives that will achieve programme quality, efficiency and effectiveness in the pursuit of development results. Suggested content can be found in the CPD template in the annex I.

4. Monitoring and Evaluation: This section outlines the approach to monitoring and evaluation of the programme, with a strong focus on monitoring, data collection, analysis and reporting. As the programme unit plans its activities through the country programme period, it is important to plan how the unit will check its progress towards the agreed development goals and outcomes, produce evaluation findings to support change, aid knowledge-gathering and inform the work of UNDP. If there are issues with globally available or national data (availability, quality, periodicity of update, reliability, disaggregation by sex), note how this will this be addressed, including through national capacity development for monitoring, assurance and evaluation. Highlight any innovative methods that will be used to make monitoring and assurance more inclusive and in support of real time decision making.
This section should also indicate how the evaluation function and other sources of information will be used, through on-going learning and adaptation, to strategically shape policy advice and advocacy, and programme design and implementation. In looking at data issues, this section also needs to highlight how UNDP will work with other UN agencies, multilateral and bilateral partners to strengthen national M&E and, more broadly, statistical, systems so that country capacities for analysis, reflection and learning with regard to monitoring sustainable development progress can be built-up over time. To the extent possible, note what nationally owned sources of data, analysis and evidence will be used to track UNDP contributions to national results, measured through national M&E/statistical systems.


Annex A: CPD Template and its annexes
b) Develop a country programme theory of change (TOC)
Starting from October 2020, the CPD formulation process enters the First Step: Preparations stage, with the main objective being to familiarise UNDP staff with the CPD formulation process and methodolgy, to assign responsibilities for data collection and commence data gathering and synthesis. The second step aims to formulate a Theory of Change for selected thematic issues for the new CPD and Country Office (CO) portfolio and includes a problem analsysis and outcome mapping; The third step aims to draft the CPD, and finalise its alignment with the UNDP Strategic Plan and the first United Nations Sustainable Development Cooperation Framework (UNSDCF) for Lao PDR 2022-2026.
Apart from the above main assignments, the Consultant will also have duties and responsibilities as follows:

• In preparation for drafting the CPD and facilitating workshops and consultations, undertake environmental scanning and data gathering to understand UNDP’s comparative advantage. This will be undertaken as part of desk review and overall data analysis.
• Facilitate workshops and consultations to discuss and analyse the key thematic issues for the new CPD, including a prioritization workshop to conduct the problem analysis and pathways of change. Based on the outcomes of the workshop and consultation and informed by the analysis available as part of the UNDAF/CCA process, and the portfolio sensemaking exercise, formulate the Theory of Change (ToC).
• Based on the ToC, draft the Results and Resource Framework (RRF)
• Prepare a first draft of the CPD, Theory of Change, and the Results and Resources Framework in line with the stipulated corporate guidance and template, ensuring alignment with the UNDSCF and the Corporate Strategic Plan.
• Finalize the CPD draft after consultation and validation with key stakeholders after receiving final comments from UNDP programme units, UNDP senior management and UNDP’s Regional Bureau (COSQA/ RBAP).

Deliverables, timeframe and payment
The expected deliverables based on internal and external consultations are (in chronological order):
1. Desk Review (UNDP comparative advantages, programme priorities and rationales)
2. Theory of Change (ToC)
3. Results and Resources Framework (RRF)
4. Draft CPD
5. CPD endorsed by the UNDP Country Office and submitted to Regional Bureau
6. Finalize CPD by incorporating comments received from the Regional Bureau

Compétences

• Proven drafting skills (with sample of writing report), leadership skills, and substantive knowledge of development issues in UNDP practice areas.
• Proven ability to deliver quality output including reports writing and making presentation under tight deadlines.
• Familiarity and working experience on the development issues and context in the South Asia would be the asset.
• Familiarity with UNDP or UN operations will be advantageous.
• Commitment to respecting deadlines and the delivery of outputs within the agreed timeframe.
• Familiarity with Zoom Skypes and other online communication and learning tools.
• Experience in moderating online discussions is an asset.

Qualifications et expériences requises

A. Academic Qualifications:
• Advanced university degree (Master’s degree or above) in social sciences, or other relevant disciplines, with proven track record in programme development and advanced social research and analysis
B. Years of experience:
• At least 7-10 years of social or development experience and solid experience in programme development and implementation related to UNDP Lao PDR practice areas. Substantive knowledge in UNDP practice areas required, including Democratic Governance, Energy and Environment, UXO and Inclusive Growth and financing.
• Prior experience drafting a UNDAF or UNDP country programme or UN Agency country programme document would be an asset.
• Experience in applying SMART (S Specific; M Measurable; A Achievable; R Relevant; T Time-bound) indicators and reconstructing or validating baseline scenarios.
• Previous experience in the formulation and facilitation of Theory of Change
• Experience in the development of UNDP Country Programme Documents and/or programme/project documents with related results and resources frameworks.
• Sound understanding of the Lao political economy and policies.
