OBJECTIVE

The overall objective of this assignment is to engage a qualified Human Resources (HR) Consultant for the provision of human resources services to the implementation of the UNDP-DPPA Joint Programme Rostering Exercise, with an emphasis on recruitment.

The expected total contract duration 30 working days over the course of 3 months, on a When Actually Employed basis. The exact timelines will be agreed between the Joint Programme and the Consultant during the Contract negotiation and awarding.

SCOPE OF WORK

Under the direct supervision of the Joint UNDP-DPPA Programme Specialist, with guidance from OHR/BMS, the consultant will provide support in managing and implementing the Human Resources Component of the Peace and Development Advisor and Specialist (PDA hereafter) Roster established at the P5 and P4 level respectively.  

As the scope of work is significant, the estimated number of working days that will be required from the home-based Consultant is up to 30.   

The Consultant will support the selection process of the PDA roster. The duties and responsibilities include the following tasks:

Description of Responsibilities:

  • Assist in the coordination of the pre-longlisting, longlisting and shortlisting phases of the 3,933 applications received for the PDA roster, including preparing longlisting and shortlisting reports;
  • Help set up, and provide support to, the review panels established for each of the selection steps outlined in the recruitment strategy, including through the VidCruiter platform, prepare the necessary documentation for panels, draft minutes of discussions/decision, support follow up;
  • Support the administration of written and other technical assessment, and input information in the e-recruitment and/or VidCruiter platform.
  • Ensure that recruitment documents are organized and filed.
  • Support the scheduling, and participate in coordination meetings, prepare notes/minutes of meetings as needed.
  • Contribute to team goals and performance metrics to achieve quality hires.
  • Additional tasks may be assigned on as needed basis.

The consultant will work closely with HR Business Partners in the Office of Human Resources and have an opportunity to learn more about UN human resources rules, regulations, procedures and practices and participate in a variety of projects, special events, task forces or committees.

The Consultant will work under the overall guidance of the Joint UNDP-DPPA Programme Specialist and will support the work carried out by the PDA Roster Specialist during the process of the PDA roster.ote: This will be a full-time consultancy and consultants are expected to work 8 hours per day (lunch time is not included), Monday through Friday, on a WAE basis during the engagement period.

Qualifications et expériences requises

Academic Requirements:

  • Bachelors in the social sciences, administration, HR, or related fields.

Experience:

  • Prior experience in human resources function
  • Familiarity with UN/UNDP human resources policies and procedures would be an advantage.

Languages:

  • Fluency in oral and written English is a requirement. Knowledge of another UN language is an advantage.

Computer skills:

  • Proficiency in Microsoft Office software applications.

DOCUMENTATION REQUIRED

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV and P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Incomplete proposals may not be considered.

Application Procedure:

The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and
  • P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.
  • Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal:
  • The financial proposal should specify an all-inclusive daily fee (based on a 8 hour working day - lunch time is not included - and estimated 21.75 days per month), including all envisaged travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed.
  • The daily fee included in the financial proposal must be all-inclusive and shall take into account various expenses expected to be incurred by the Individual Contractor during the contract period, including:
  • The Individual Contractor’s daily professional fee;
  • The cost of travel from the home base to the duty station and vice versa, where such travel is required;
  • Living allowances needed while on the duty station, if the Individual Contractor is from another location;
  • Communications, utilities and consumables;
  • Life, Health and any insurance, as may be desired by the Individual Contractor;
  • Risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable;
  • Any other relevant expenses related to the performance of services under the IC.
