Through its Democratic Governance Programme, UNDP Ukraine assists the government, civil society and people of Ukraine in advancing democratic policies and practices needed to accelerate progress on sustainable human development and human rights promotion. This includes advocating for human rights and gender equality, supporting anti-corruption efforts, ensuring that all Ukrainian citizens can protect their rights, strengthening parliament, and empowering civil society and youth activists.

In 2020, UNDP Ukraine expanded its governance portfolio to include new initiatives and successfully building on previous pilots and smaller but scalable interventions. With the advent of new political leadership in 2019, Ukraine has intensified its drive towards digitalisation of state services – well in line with the Presidential commitment to deliver on the “Your State in Your Smartphone” initiative. UNDP Ukraine has been working in the fields of administrative service re-modelling, social innovation and digitalisation, open data and better digital governance for over 15 years now. In 2020, UNDP Ukraine plans to launch a new programme to support the digital transformation in the country that will last for three years and aims to assist the Government of Ukraine not only in delivering state services online or through a mobile platform but also in having a Human Rights-Based Approach (HRBA) to digitalisation policy design.

The mentioned programme also includes a set of activities aimed at developing the capacity of the Ministry of Digital Transformation of Ukraine (MDT) to approach digital transformation policy design and implementation. In partnership with the UNDP Accelerator Lab in Ukraine, the programme will pilot a Policy lab for the Ministry. The main purpose of this pilot is to promote the application of public sector innovation methods, test the organisational model and functions of a Lab, and maintain the focus on testing, experimenting and co-designing public policies with a wide range of stakeholders and citizens and interest groups.

The “MDT Policy Lab ver 1.0” will comprise three innovation consultants who will be working as a team. The work of the initial 3-expert-strong “MDT Policy Lab ver 1.0” will include but shall not be limited to the following wider subject-areas:

• providing advisory support and working hands-on to gather ethnographic evidence to mix the resulting micro-data (so-called “thick” data) with statistics, polling data or focus group insights and, potentially, big data from businesses;
• testing ideas/solutions to find out what works and what doesn’t when it comes to addressing complex problems;
• Mobilising partnerships across the domains, engaging actors so that they contribute knowledge and experience, ultimately leading to better solutions for policy problems.

The Policy Lab will initially run between November 2020 and March 2021 and will work horizontally with all MDT teams, departments and subdivisions. Lessons learnt and experiences assessed at the end of the period will prompt continuation of the engagement or review of cooperation modalities. The team will be tasked with five broad thematic “project streams” and deliver results as agreed by UNDP in consultation with the Ministry.

2. DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

As an expert for the “MDT Policy Lab ver 1.0”, the Consultant will be working on gathering data, studying and adapting good practices, reviewing existing regulatory frameworks and developing public policies and public services that utilise innovative methods, collaborate across departments, with external experts, involve public servants staff and engage citizens at multiple stages of the development process.

With regard to the above-mentioned, UNDP is seeking an innovation professional who is up-to-date with new technology developments, understands whether they hold any potential in the public sector, sees technology as a means to an end and has experience in applying a user perspective when making decisions about public policies. S/he will provide support to the MDT senior management through the following functions:

• Design a meaningful process to actively involve citizens, stakeholders and “non-usual-suspect” partners into the process of digital policymaking; supporting this with a range of tools to stimulate results;
• Supporting policy experimentation: Quickly and cheaply testing ideas to learn what works and what doesn’t;
• Formulate the lessons learned into compelling stories to inform the improved results, developing insights from testing ideas, often, and quickly with those affected by the intervention;
• Design, lead and conduct field research, look into behavioural patterns, engaging directly with the target audiences; convening participatory policy design sessions when necessary;
• Provide advisory support to the MDT senior management, identify critical challenges where the application of public sector innovation would bring the most benefits, develop comprehensive proposals and work plans for such challenges;
• Continuously explore innovation areas for MDT, provide support to involving target audiences, testing ideas for the policy concerning such areas as digital economy, venture investment, digitalisation standards etc.
• Coordinate her/his activities with other experts working within the Policy Lab, ensure sound planning of her/his work, expected outcomes and activities according to MDT’s and team’s priorities and the innovation nature of this assignment

3. DELIVERABLES AND IMPLEMENTATION SCHEDULE

The Consultant will be responsible for the entire work of the maximum of 100 days and to deliver the expected outputs of the consultancy work between the end of October 2020 and the end of March 2021.

Measurable outputs of the work assignment/deliverables:

• Information materials, concept papers, meeting summaries, policy briefs and proposals developed in cooperation with the representatives of the Ministry of Digital Transformation of Ukraine – monthly.
• Advisory service on the above-mentioned issues provided – monthly.
• Progress reports are provided to UNDP – monthly.

4. MONITORING/REPORTING REQUIREMENTS

Work-progress reporting/monitoring meetings will be held with the Consultant on a weekly basis. UNDP will be the final authority to control the quality and evaluate the work. No reports or documents should be published or distributed to third parties without the approval of UNDP.

The satisfactory completion of each of the deliverables shall be subject to the supervisor endorsement. The Consultant will also seek advisory methodological support from the UNDP Accelerator Lab team. Upon request, the Consultant shall be able to present written or oral explanations as far as the status of the works under the present assignment is concerned.

The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them. All reports and results are to be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNDP).

• Advanced university degree in Ethnography, Sociology, Psychology or a related social sciences field;
• At least 3 (three) years of practical experience of applying qualitative research tools (in-depth interviews, distance user research via online tools and social media, participant observation etc.) and engaging directly with the target audiences;
• At least 2 (two) years of experience in designing process and prototypes to validate hypotheses and leading participatory policy design sessions;
• At least 2 (two) years of experience with Ukraine’s digitalisation policy agenda, relevant state bodies and international organisations;
• Fluent English and  native Ukrainian;

7. FINANCIAL PROPOSAL

 Contracts based on a daily fee

The financial proposal will specify the professional daily fee. Payments are made to the Individual Consultant based on the number of days worked.

Travel

No travel is envisaged under the given contract.

8. EVALUATION CRITERIA

Criteria A: Education - 7 points max

• 7 pts – PhD in Ethnography, Sociology, Psychology or other relevant social sciences field;
• 5 pts –Master/Specialist’s degree in Ethnography, Sociology, Psychology or other relevant social sciences field;

Criteria B: Work Experience – 23 points max

• Experience in designing process and prototypes to validate hypotheses and leading participatory policy design sessions – 15 pts max
  • 15 pts – 5 and more years of experience in designing process and prototypes to validate hypotheses and leading participatory policy design sessions;
  • 10 pts – At least 2 years of experience in designing process and prototypes to validate hypotheses and leading participatory policy design sessions;

• Experience with Ukraine’s digitalisation policy agenda, relevant state bodies and international organisations - 8 pts max;
  • 8 pts – 3 and more years in Ukraine’s digitalisation policy agenda, relevant state bodies and international organisations;
  • 4 pts – at least 2 years in Ukraine’s digitalisation policy agenda, relevant state bodies and international organisations;

Criteria C: Technical Skills – 25 points max

• Practical experience of applying qualitative research tools (in-depth interviews, distance user research via online tools and social media, participant observation etc.) (at least 2 samples)– 20 pts max
  • 20 pts – the writing sample is extremely well structured, the style is concise and to the point, and the text explains complex issues in a structured manner. There are few if any at all grammatical errors, and the sample demonstrates expert-level awareness of the subject that is being reported/analysed;
  • 15 pts – the writing sample has a structure, the style may be wordy or somewhat unclear, with minor repetitions and may be harder to follow. There are some grammatical errors or misprints, but they do not, in general, spoil the impression of the analytical piece. The sample, otherwise, demonstrates significant awareness of the subject that is being reported/analysed;
  • 10 pts - the writing sample’s text is not very well structured. The style is wordy and repetitive. The narrative is not easy to follow. The text has grammatical and stylistic errors that make it hard to comprehend or that make an otherwise professional in contents text look amateurish and substandard. All these factors lead the readers to doubt the expertise of the author

• Language Skills – 5 pts max
  • 5 pts – Fluent English, native-level knowledge of Ukrainian;

Criteria D: Interview – 15 points max (only those obtaining minimum 34 points for Criteria A-C will be invited to the interview. The applicant should provide the relevant practical and well-elaborated examples to prove the following:

• 5 pts – developing a long term startegic perspectives, converting strategic goals into plans and actions, applying results of analysis, building arguments based on logic, data and the objectives merit of a situation;
• 5 pts - results orientation, delivering results-based programmes related to digitalisation policy agenda;
• 5 pts - building partnerships and networks, leading, developing and empowering people, creating a culture of performance

Maximum available technical score – 70 points

Evaluation method:

 Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70% from the maximum available technical score (34 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
