UNDP is implementing an Adaptation Fund-funded project “Integrated climate-resilient transboundary flood risk management in the Drin River basin in the Western Balkans (Albania, Montenegro and North Macedonia)” (hereinafter Drin FRM Project). The project aims to assist the riparian countries in the implementation of an integrated climate-resilient river basin flood risk management approach in order to improve their existing capacity to manage flood risk at regional, national and local levels and to enhance resilience of vulnerable communities in the Drin River Basin (DRB) to climate-induced floods. The following results shall be achieved: (i) Improved climate and risk informed decision-making, availability and use of climate risk information;(ii) Improved institutional arrangements, legislative and policy framework for climate-resilient flood risk management (FRM), and development of climate change adaptation (CCA) and FRM strategy and plans at the basin, sub-basin, national and sub-national levels; (iii) Strengthened community resilience through improved flood management, through implementation of structural and non-structural measures and enhanced local capacity for CCA and FRM.

Outcome 1 of the project is aimed at achieving an improved climate and risk informed decision-making, availability and use of climate risk information. Key to the strategic management of climate-induced flood risk is to have appropriate density and frequency of monitoring of important hydrometeorological variables.  Given the importance of accurate historical hydrometeorological records in the assessment of flood risk, it would be important to ensure that the hydrometric network is spatially optimized and centrally managed, and that data is made available to all flood management practitioners.

Outcome 2 is aiming at improved institutional arrangements, legislative and policy framework for FRM, and development of climate change adaptation and flood risk management strategy and plans at the basin, sub-basin, national and sub-national levels. The Adaptation Fund (AF) project will consolidate and extend current flood risk management efforts by DRB countries through the establishment of a dedicated coordination mechanism on flood

risk management with the necessary political support and resourcing from the Riparian countries to comprehensively address missing formalized and effective cooperation on FRM.

Outcome 3 of the project will secure strengthened resilience of local communities through improved flood forecasting and early warning, implementation of structural and non-structural measures and the strengthened capacity for CCA and FRM at the local level.

Devoirs et responsabilités

The local technical hydrologist will provide analytical, technical and local presence support to the implementation of the project and will work under the guidance of the Programme Officer for Environment and Climate Change and direct supervision of the Project Coordinator within Environment and Climate Change Unit.

He/she will work closely with the Ministry of Tourism and Environment, the National Agency of Water Source Management, and local targeted authorities, and other government/ institutions as relevant to project activities.

Key tasks will include:

• Support in preparation and implementation of the project Work Plans.
• Support in the implementation of project activities at the local level as described in the project document.
• Work with local stakeholders to undertake studies to identify as long-list of options for FRM in DRB. Long list of options will be examined and qualitatively assessed in terms of the socio-economic, environmental, engineering and hydrological impacts of the options
• Support to develop specification including detailed design of hydrometric stations (civil works etc.) and specification of equipment to be procured based on detailed optimized hydrometric network plan. 
• Working with relevant government institutes to undertake detailed design of priority structural measures
• Support smooth implementation of project activities, including support to drafting terms of reference and work specifications;
• Coordinate and facilitate a process of technical quality management for the outsourced expertise;
• Provide professional advice based upon his/her specific area of expertise that is relevant to the project activities’ goals and objectives;
• Coordinate the organization of project related activities, ensure timely and appropriate delivery of services.
• Organize stakeholder meetings in consistence with plans, objectives, rules, regulations and allocations;
• Support field work/missions and interaction at local level with consultants and sub-contractors;
• Ensure alignment between the project implementation plan and budget, providing guidance for revisions/realignment, as needed;
• Support in the collection, review and analysis of all datasets relevant to hydrological modeling and processing of raw data;
• Support in the identification of long-term training needs in hydrology and hydrological modelling for FRM, contribute to overall capacity development and training plan.
• Other duties as required in implementation of the project at the local level.

Timing and travel: The Consultant will be engaged under the Framework Agreement - Individual Contract. The engagement will be up to 200 working days from October 2020 to October 2022.

If unforeseen travel outside the Duty Station not required by the Terms of Reference is requested by UNDP, and upon prior written agreement, such travel shall be at UNDP’s expense and the Individual Contractor shall receive a per diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Reporting and delivery of outputs:

As per the Framework Agreement, deliver technical documents, technical reports, list of stakeholders involved, training support materials, flood risk modeling and mapping technical guidance document.

Qualifications et expériences requises

Education:

• Advanced university degree (Master’s or higher) in Hydrology, Water Resources Management, Flood Risk Management, Civil Hydrotechnical or Water Resources engineering, or relevant field of studies.

Experience:

• At least 7 years of relevant work experience, with proven record of the works in hydrological monitoring and modeling, climate resilient flood management or water management projects;
• Experience in similar projects addressing climate resilient flood risk management or water management in last 5 years;
• Former work with UN/UNDP and other international organizations will be considered as advantage;
• Demonstrated ability to deal with and build collaboration among development stakeholders.
• Strong drafting, presentation and reporting skills.
• Strong communication skills, especially in timely and accurate responses to emails.
• Strong computer skills.

Language:

• English and Albanian language.

EVALUATION OF APPLICANTS

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

• Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
• And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 70

Criteria A: 30%- Education Background

Criteria B: 30%- Relevant work experience

Criteria C: 10%- Experience in similar projects addressing climate resilient flood risk management or water management

Financial Criteria - 30% of total evaluation – max 30 points

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.
