UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment; promotes women’s economic empowerment; and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women. The country office is implementing its Strategic Note for the period 2018-2022 and is prioritizing coherence and interlinkages across its projects and programmes under these three pillars. This requires effective implementation, monitoring and reporting on progress and results and coordination with key stakeholders in government, civil society and the international community. Reporting to the Programme Management Specialist, the programme officer provides programme support to the effective management of UN Women programmes in the Jordan Country Office by contributing in the programme implementation and monitoring and by providing substantive technical expertise on gender equality and women’s empowerment issues in Jordan. S/he supports the delivery of UN Women programmes by analyzing results achieved during implementation; monitoring the progress of implementation; and providing substantive inputs to the implementation and design of programmes. She/he works in close collaboration with the programme team at UN Women Jordan to deliver on these results. Objectives of the assignment Reporting to the Programme Management Specialist, the programme officer provides specialized programme support to the effective management of UN Women programmes in the Jordan Country Office related to the implementation of normative and policy frameworks on gender equality and the empowerment of women and girls; evidence and norms on gender equality and empowerment of women and girls; and promoting access to decent work and social protection. The consultant will provide technical support on i) the roll-out of the IMAGES survey; ii) the development of the app-based game on gender equality; iii) challenging gender stereotypes about women and men’s responsibilities concerning unpaid care and household work, and iv) engaging with men and boys. The consultant will support the programme implementation and monitoring and by providing substantive technical expertise on the areas detailed above. The consultant will support the delivery of UN Women programmes by providing substantive inputs to the implementation and design of programmes. The consultant will work in close collaboration with the programme team at UN Women Jordan to deliver on these results.

Evaluation: Applications will be evaluated based on the Cumulative analysis.
A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated. Technical qualification evaluation criteria: The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:
Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates. Financial/Price Proposal evaluation:
Submission package

Applications without financial proposal will be treated as incomplete and will not be considered for further assessment. Note: In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment. |
