The unprecedented spread of COVID-19 in the Philippines has resulted to a shortage of medical PPEs across the healthcare system. Hospitals have begun publicly requesting for donations to help solve this problem. While several individuals and organizations have responded to the call to help, there is a pressing need to coordinate these actions to ensure that the supplies are delivered to the right hospital at the right time, quantity, and quality.

UNDP Philippines, in line with of UNDP’s global offer on COVID-19 response, aims to support local and volunteer manufacturers of health and medical supplies to strengthen the national health system through a business matching digital solution. This initiative aims to provide a collaboration platform to accelerate production and distribution of essential items in order to meet increasing demand for personal protective equipment (PPE), ensure product quality standards, and provide livelihood opportunities for low-skilled and vulnerable groups. 

Methods for addressing medical supply chain issues will not be possible simply by redirecting government resources and logistics or through public and private donors, but by more effectively linking demand to potential informal sector and small-scale suppliers. The Bangsamoro ARMM’s Ministry of Health could benefit from a “supply management” platform given its very basic capabilities in this regard.

Together with the Department of Trade and Industry and the relevant ministries in BARMM, this initiative will fast track a matchmaking and accreditation process for local manufacturers, ensuring the quality goods reach the hospitals low on stock on time. The system will involve an online platform for tracking supply related information that could be accessed by contracted suppliers, national and local governments, for both making new entries as well as accessing supply related information.

UNDP will serve as a resource center for business and/or grant opportunities, matching the sources as well as the beneficiaries. It will take on challenges to address bottlenecks and chokepoints as well as inclusion of unmapped suppliers onboard in order to ensure that no one gets left behind. Shifts in models and narratives that emerge out of these disruptions will be captured to support institutionalization of best practices in the transition towards a more sustainable and inclusive business environment.

UNDP is looking to recruit a national consultant to develop website structure and content for SDGs is our Biz PH, online reporting tool and mobile app.

Institutional Arrangement

The consultant shall report to and seek approval of outputs through the Programme Analyst of Institutions and Partnerships Team for the deliverables to be achieved in a timely manner for the redesign and revamping  of SDGs is our Biz. The consultant shall work closely with an integrated website team from the Country Office, composed of one representative from each team and the joint secretariat of SDGS is our Biz.

• UNDP Philippines shall be entitled to intellectual property and other proprietary rights over all materials that have direct relation to the project.
• Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work of the Individual consultant shall be done within the guidelines and protocols set by the local and national government.
• During the entire duration of the Community Quarantine, this consultancy shall be performed remotely and will be a home-based assignment. The Consultant is expected to have his/her own equipment and work station. Coordination/meetings shall be done through phone or online communication until such time that the quarantine is lifted.
• UNDP and the Consultant shall assess, once the Community Quarantine is lifted, if it is safe and necessary to have in-person meetings and collaboration.

Duration of the Work

The Contractor will be engaged from November 2020 to January 2021 unless revised in a mutually agreed upon timetable by UNDP and the Contractor. All changes and revisions in the ToR will be executed through issuance of contract amendment. The consultant is expected to render a total of 35 person days spread for 2 months.

Duty Station

The duty station is in Manila, Philippines. However, the contractor may work from home with weekly reporting to the Programme Analyst

Scope of Price Proposal and Schedule of Payments

Financial proposal shall be expressed as lump-sum “all-inclusive” rate for the whole duration of the contract. The term “all inclusive” implies all costs (professional fees, subscription cost related to website/platform to be developed,  communications, etc.) The lump sum price is fixed regardless of the changes in the cost components.

Scope of Work

Under the overall guidance and supervision of the Programme Team Leader, the Consultant shall re-design and revamp the website structure and content for SDGs is our Biz, Mobile app and online reporting tool. He/She shall ensure that the website contains most up-to-date information; incorporate multi-media design elements without bugs and glitches; and establishes linkages with project microsites (including the SDGs is our Biz microsite), UNDP Philippines social media accounts and across the UNDP global and regional websites, and social media accounts. The consultant shall also ensure that capacity on website maintenance is developed.

The consultant shall be responsible for the following:

Support in updating of microsite/website of SDGsBiz.ph:

1. Organize a harmonized and dynamic web based platform design (i.e. framework, architecture) as an effective tool to collect voluntary submission of SDGs initiative from the private sector, repository of relevant publication and resources for related SDG impact management measurement, online feed of publicly disclosed private sector SDG iniaitives and others
2. Rebuild SDG’s our Biz website, to work using Drupal 8 CMS
3. Introduce new Content Types for the microsite that would enable users to input their content, based on the requirement of the microsite stakeholders
4. Develop a dashboard/web platform to aggregate data from various entities for report integration and data analysis; Web platform which has simple content management system.
5. Design and develop the mobile app based on the content of actual sdgsbiz.ph website.
6. Design the platform for potential addition for other online tools and form.
7. Maintain and improve the technical implementation of www.sdgsbiz.ph management system
8. Update the pages and sub-pages of the microsites and its contents
9. Improvement in the contents, user interface, usability and tracking website traffic.
10. Develop the draft guidelines and training manual on how to use the platform; and
11. Closely coordinate with other consultants engaged in this project and duly submit the needed reports as agreed upon during the whole duration of the engagement.

Qualifications et expériences requises

The consultant should have the minimum qualifications:

Education:

• Bachelors Degree in IT, Computer Science, Marketing, Multi-media Arts,  Communications or related field.

Experience:

• Minimum three (3) years of relevant experience in development and management of dynamic websites; significant experience with online publishing, including analytics and social media, deep experience with using and supporting others in the use of content management systems
• Inclusive of at least one (1) year or more hands-on experience implementing, enhancing and troubleshooting Content Management Systems (CMS) or similar system

Language:

• Fluent in English and Filipino

Criteria for Selection of the Best Offer

The Combined Scoring Method shall serve as basis for evaluating offers. The technical qualifications (composed of CV and copy of portfolio) will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%.

Technical Evaluation has total of _100 points divided to evaluation of CV (qualifications) points and copy of portfolios submitted following this breakdown:

• CV (qualifications) = 70 points;
• Copy of portfolios, minimum 2, = 30 points
