The Government of Islamic Republic of Afghanistan (GIROA) and international community have been working together for well over a decade to build a national police force that can ensure safety and enforce law and order in Afghanistan for all citizens, men, and women, young and old, in rural and urban settings. The task is now for the Ministry of Interior Affairs (MoIA) and to transform the Afghan National Police (ANP) from a counter-insurgency force into one that focuses on enforcing the rule of law and dealing with crimes and basic security needs of people in Afghanistan. Currently, levels of training remain low – the illiteracy rate among police is high and new recruits join the force after only a few weeks of basic training. Once on the job, there are few opportunities for professional development or training. UNDP has operated LOTFA since 2002. LOTFA was originally created to support the establishment, payment, equipment and training of the police force in Afghanistan. The central goal was is to support the Government of Islamic Republic of Afghanistan (GIROA) in achieving a paid, professional Afghan National Police (ANP) and staff of the General Directorate for Prison and Detention Centres (GDPDC) that deliver essential services to the Afghan people for improved public trust, safety and security and to support improved rule of law enforcement. Based on consultations conducted between UNDP, the GIROA and donors it was determined that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and prisons) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Simultaneously, the LOTFA structure was revised to bring it more in line with international standards and best practices on Trust Fund management and administration. The new LOTFA Terms of Reference (TOR) and Strategic Framework approved in November 2018 has turned LOTFA into a multi-partner trust fund (MPTF) funded by twenty-three donors and established four thematic areas 1) Security, 2) Justice, 3) Anti-Corruption and 4) Ministry of Interior Affairs (MoIA)’s Payroll to support the government reform plans and evidence-based policy and programmatic interventions. Catalytic Support to MoIA (CSM) is part of UNDP’s overall strategy to support the MoIA and ANP at different levels: (1) Ministry; (2) Provincial police headquarters; and (3) District Police Stations, as well as across different thematic issues identified by the MoIA: (1) Public Order and Security; (2) Law Enforcement and Counter Crimes; (3) Public Services; (4) Institutional Reform; (5) Counter Narcotics; (6) Counter Corruption; and (7) Gender and Human Rights. The three key interventions supported through CSM project are (1) Police Emergency Response Services (PERS) – which aims to re-establish a police emergency call center and improve police responses; (2) Policewomen’s Training – which aims to increase the number and quality of policewomen within the ANP; and (3) the construction of the Deputy Minister for Support Building – which provides much needed infrastructure to support the responsibilities of the MoIA’s Office of the Deputy Minister for Support. These key interventions will provide key support to important reform areas within the MoIA and ANP and provide them with a strong foundation upon which to undertake further reforms within the ANP and the way that policework is undertaken within Afghanistan. CSM is looking to engage a trainer/facilitator to conduct 5 on the job trainings during one-month period. The trainings will be provided for the female police on the areas of their work. MoIA four-year Strategic Plan (MISP) (2018-2021), states that by 2021 (the solar year 1400) the Ministry of Interior Affairs and the ANP will be a more civil, professional, impartial, non-partisan, capable, effective, and widely trusted entity with a core responsibility to enforce the rule of law without ethnic, language, gender or faith discrimination, reliant on Afghanistan internal resources that will facilitate conditions for the social and economic development of the country”. Based on the MoU signed between the government of Turkey and government of Afghanistan, eight terms of trainings for the female police completed in Sivas, Turkey from 2014 to 2020. The graduates of the Sivas Police Academy were deployed in different departments within the MoIA. The recent training in Sivas was completed for 248 female cadets in March 2020. Based on the proposal to Japan for trainings in year 2020, to maintain close coordination with relevant departments, the MoIA will set up an “on-the-job mentoring” support effort with the engagement of the provincial education department. The Human Rights, Women’s and Children’s Affairs General Directorate will closely follow up on the “on-the-job mentoring” support. A short deployment survey will be carried out before organizing the follow-up training,?and at least 100 former graduates will be given the on-the-job training that they need to perform the job. In order to do so, two-week short courses will be organized in Afghanistan (UNDP/CSM Component Proposal, p.14, para.2). Therefore, according to the Activity Result 2.3 of AWP of CSM for year 2020 (conducting on the job trainings, post-training initiatives for female police officers), UNDP/CSM plans to conduct a series of on the job trainings for groups of Sivas graduates. For this purpose, it is required to hire two qualified trainers who will be responsible for conducting the survey to find out the actual training needs of the Sivas graduates and delivering trainings based on the result of survey.

SCOPE OF WORK AND DELIVERABLES The main objective of the program will be to strengthen the ability of female police to play more significant role within the police institution. Based on the training assessment needs (TNA), five trainings should be designed and delivered, with the aim of strengthening the capacity of beneficiaries to manage their organizations and increase the effectiveness of their development activities. After the trainings, the participants will be invited to share their expertise and knowledge with their co-workers. In addition, training sessions will be an opportunity for participants to interact with each other, an opportunity for networking, and building coalitions. Under the supervision and in close co-operation with the UNDP and MoIA, the trainers will implement the following tasks:
Expected Outputs and Deliverables: The consultant/trainer will submit deliverables and any other documentation as required by the UNDP/CSM Project Manager.
Payment Modality: Payments under the contract shall be delivery based the receipt of the specific milestone deliverables indicated above and including a timesheet according to UNDP procurement formats for individual contractors. The deliverables will be reviewed by the CSM Project Manager and the payments will be processed upon the full completion and acceptance of contractual obligations, as accepted by the CSM Project Manager.? WORKING ARRANGEMENTS The consultant/trainer will work under the CSM Project Manager or his designate and in close coordination with the Training & Education Officer of CSM project. UNDP will provide office space and internet facility and logistical assistance to the consultant. The consultant, however, is expected to bring his/her own laptop and mobile phone and meet local communications costs). Costs to arrange meetings, workshops, travel costs to and DSA during field visits (if any), etc. shall be covered by UNDP. Duration of the Work The performance under the contract shall take place over total contract duration of two months, not exceeding 44 working days. Duty Station The duty station for the consultant is Kabul, Afghanistan at the UNDP/CSM Office located in the Ministry of Interior. Field visits may be required, especially in support of the training need assessment. The field missions will be conducted upon obtaining prior approval from the CSM Project Manager. The Contractor(s) will be required to report regularly and be present at UNDP/CSM office during the working hours, security conditions permitting. The contractor(s) will follow the working hours and weekends as applicable to UNDP staff. Contractor’s movement for meetings and consultations shall be coordinated by UNDP office. The contractor is at all times required to observe UNDP security rules and regulations.

UNDP reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or there is a failure to meet agreed-to deadlines. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
