UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

Since the 2011 revolution, UN Women Tunisia has supported the integration of equality provisions in the 2014 constitution and parity conditions in electoral laws. These efforts were consolidated during this post-revolution process by the revision of different discriminatory laws, the adoption of the National Action Plan in 1325, and the integration of parity into elections law.

The adoption of Law No. 2017-58 combatting violence against women is a fundamental step in the fight against discrimination. The law criminalizes all types of violence: physical, moral, sexual, economic, and, for the first time, political violence.

Women involved in politics, particularly elected members of parliament and local authorities, suffer from discrimination, sexism, stereotypes, but also from various types of violence aimed at excluding them from the public sphere.  A 2015 survey revealed that 53.5% of women suffered some form of violence in the public space.

As part of its program on Political Participation and Legislation, UN Women would like to provide support to equip elected women with a practical guide to help them understand and identify political violence as well as the legal tools and mechanisms to deal with it.

The objective of the Assignment:

The objective of the assignment is to develop :

  • A user-friendly and practical guide on” Political violence against women- Practical solution” in ( Arabic)  intended for elected women and women involved in the political sphere. The guide will have to explain the legislation in force with a simple and didactic methodology. By exposing concrete situations (including violence via the internet) with practical solutions.
  • To provide training sessions for the dissemination of “Tools and mechanisms for dealing with political violence”. 

Devoirs et responsabilités

  • Prepare a work plan for The guide “Political violence against women- Practical solution” and the development of the training session  ;
  • Prepare the guide “Political violence against women- Practical solution” structure, including situations, themes, and issues to be addressed, as well as the resources that will be used;
  • Participate remotely and/or attend a weekly meeting with Un Women team to discuss the “Political violence against women- Practical solution “guides outline and the work progress;
  • Carry out the agreed edits of the guides until their final validation by UN Women;
  • Collaborate if necessary, with translators or graphic designers on the form and the final presentation of the guide;
  • Provide concept note and Agenda for a training session for dissemination “Tools and mechanisms for dealing with political violence” to be held on the 6th and 7th of November;
  • Provide a report including lessons learned and perspectives of the training session of the 6th and 7th of November.



Inception Report: It should include the detailed description of the methodology to develop the guide “Political violence against women- Practical solution”

Draft of the guide“Political violence against women- Practical solution” in Arabic and annexes should be submitted.

 10 days

The final version of the in Arabic and annexes (desk review and interviews if applicable) should be submitted.

Qualifications et expériences requises


  • Master’s degree in law – criminal / Legal sciences; 
  • A first-level university degree in criminal/legal sciences- law in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


  • At least 7 years of professional working experience in criminal law, human rights, gender equality and development, and women’s empowerment;
  • Strong knowledge of gender issues, political violence, and criminal procedure;
  • Excellent communication skills and ability to articulate complex ideas to non-specialist audiences;
  • Strong understanding of the Tunisian context; 
  • Relevant experience in preparing practical guides.

Language Requirements

  • Fluency in French and Arabic is required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  •  The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.


Interested Individual Consultants must submit the following documents/information to demonstrate their qualifications:

  • A cover letter with a brief presentation of your consultancy explaining your suitability for the work and link to the portfolio of work;
  • UN Women Personal History form (P-11) which can be downloaded from;
  •  Personal CV; and Financial proposal; Proposed inclusive daily rate.

The above-mentioned documents should be merged in a standalone file including all of them since the online application submission does only permit to upload of one file per application. Incomplete submission can be a ground for disqualification.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.
