More than half of the world’s young people reside on this continent. At the moment, roughly 68 of every 100 people in Asia are of working age. It is a region facing up to the challenges of extreme poverty and climate change but brimming with economic dynamism and a youthful workforce to deliver on unfulfilled potential. What’s more, nearly a billion people in Asia are below the age of 15; which means by 2050 the region will have more working-age people, and fewer older and younger dependents than at any point in its history. This ‘youth bulge’ offers the region a unique opportunity for economic progress, to lift millions more out of poverty, and ultimately close the gap with the developed world. Young people in the region are 5-7 times more likely to be unemployed than their older counterparts at the same level of education. Women’s access to education and participation in the labour force remain stubbornly low across populous swathes of the region. The next wave of development gains as envisioned by the UN’s Sustainable Development Goals must address the needs of those left behind.


UNDP’s Asia Pacific Human Development Report for 2016 examined these demographic trends and sets out clear policy directions that governments can harmonise with their national development plans and strategies. UNDP and its partners believe that youth can make a real and positive difference and create their own opportunities by engaging with these challenges head on through social entrepreneurship and innovation, exploring dynamic approaches to mobilizing their peers and communities and creating adaptive solutions to addressing Youth economic marginalisation. The 1997 National Youth Development Policy defined youth in Malaysia as ranged between the age of 15-40. However, the policy also specifies that youth development programs and activities shall be focused on youth aged 18-25. This makes up almost half of the Malaysian population and the potential of this youthful demographic bulge to contribute to national development is often overshadowed by the reality of young peoples’ lives as they grapple with the challenges toward realizing their development.


Through the Regional Youth Programme on Leadership, Innovation and Entrepreneurship (RYPLIE or Youth Co:Lab), a regional programme supported through the UNDP Bangkok Regional Hub, with Malaysia as a country participant, a social innovation service model will be designed to empower and engage youth to internalize innovation, co-design and develop the next generation of services by prototyping new ideas and solutions that address national priorities. It will support youth and other stakeholders to:


  • Strengthen the ecosystem that fosters opportunities for young entrepreneurs, social innovators and youth-led networks and organisations;
  • Build the capacity of young entrepreneurs, social innovators and youth-led networks and organisations through developmental exercises and mentoring, and recognise their skills and talent;
  • Provide the platform for enhanced coalition building and networking among young entrepreneurs, social innovators and youth-led networks and organisations with leaders and experts in the fields of business, development, finance, technology and innovation; and
  • Provide funding and investment platform to scale successful innovations both nationally and regionally.


The planned multi-stakeholder national dialogue, to be supported by RYPLIE, will bring prominent public and private sector actors together to support youth social innovation through each stage of the innovation process

Devoirs et responsabilités


The Youth Engagement and Innovation consultant is expected to assist the following activities in completing the assignment:


Project Development and Implementation:

  • Support the Youth Co:Lab Malaysia initiative on day-to-day operations and implementation;
  • Actively assist in managing innovation proposals as well as budgets and financial resources allocated to the project;
  • Assist in the preparation of reports (technical and financial) for the Country Office (CO) and the Bangkok Regional Hub;
  • Develop innovation and youth strategies linking with project portfolios within the office;
  • Manage the implementation of a number of specific innovation and youth initiatives pertaining to diverse project portfolios and project units in close coordination with the Inclusive Development and Growth Program Analyst;
  • Actively assist in managing innovation proposals as well as budgets and financial resources allocated to youth initiatives and maintain regular updates to the Inclusive Development and Growth Program Analyst for necessary revision and adjustment;


Event Coordination:

  • Coordinate the inputs of UNDP, Citi Foundation, MaGIC and other implementing partners into the agenda, and coordinate the event management for Youth Co:Lab National dialogue and Regional Summit;
  • Support the coordination of logistics and documents for the Regional Summit including the confirmation of venues, logistics for participants and speakers, evening activities, volunteer preparation etc.
  • Support to organize innovation and youth events such as conferences, camps, seminars, workshops, summits, etc.


Partnership Management Communications:

  • Support the UNDP CO in developing partnerships and the organization of meetings with the Youth Co:Lab Bangkok Regional Hub with the objective to facilitate knowledge sharing, technology exchange, and access to finance;
  • Mobilize partnerships and resources to support the UNDP Youth Programmes at both national and regional level;
  • Collects and keeps track of youth-related practices within UNDP Malaysia, including the innovation and youth partners database;
  • Prepares outreach materials associated with innovation, youth and public-private partnerships (i.e. PowerPoint presentations, brochures, etc.) as needed; and
  • On a case to case basis, the Youth Engagement and Innovation Consultant may also be tasked with some CO-wide activities.   




The Youth Innovation Consultant will report to the Program Analyst of Inclusive Development and Growth at UNDP Malaysia and work in close collaboration with the UNDP CO and other contracted parties, with expected reporting of progress to the Programme Specialist of Youth and Civic Engagement in  UNDP Bangkok Regional Hub. The success of the project depends on the timely delivery of each component. 


UNDP CO will have the following responsibilities: (i) Provide relevant documents; (ii) Discuss and agree on the methodologies of the assignment; and (iii) Monitor and evaluate the progress of the assignment. The contract and payments will be performance-based and regularly assessed by the UNDP CO. All travel expenses to and from the target area should be included in the financial proposal.


The present ToR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations. UNDP will hold the copyright of the assignment deliverables.




The Consultant is expected to submit monthly reports identifying progress towards the following outputs based on the Youth Co:Lab work plan:


  • Completion of Malaysia National Dialogue Program, other Youth Co:Lab initiatives, and compilation of an outcome report of the National Dialogue (December 2020); and Regional Summit 2021.

The consultant will work not more than 20 days per month and a total of 240 days in 1 year.  S/He will be paid an average monthly fee for the achievement of all said deliverables.



Contract duration: 240 days over the period of 12 months (15 December 2020 to 15 December 2021).


Consultant will be based at the UNDP office in Putrajaya, on a 5 day per week basis (or as agreed with Program Manager), over the 12 month period of the assignment.


A consultant may be required to travel to project sites or attend the events relevant to the project within Malaysia. Travels will be authorized by the program manager of when required. Travel expenses (ticket, living allowance and local transport) shall be agreed prior travel and reimbursed after trips completed.

Qualifications et expériences requises

The consultant should ideally have the following expertise and experience:


Professional Experience


  • At least 5 years of relevant work experience on Youth, entrepreneurship and Innovation field;
  • Understanding of youth work, innovation methodologies and social entrepreneurship is essential;
  • Excellent organizational skills with a successful track record of planning and implementing innovation events;
  • Participate effectively in team-based, information-sharing environment, collaborating and cooperating with others;
  • Expertise and knowledge of youth engagement with communities in Malaysia;
  • Understanding of development and social innovation context in Malaysia would be an added advantage.


Education Requirement


  • Bachelor’s Degree or equivalent in development, international relations, media or related fields. with more than 5 years of experience in youth engagement work and social entrepreneurship/start-up ecosystem.


Language Requirement


Proficient in English. Proficiency in Bahasa Malaysia will be an added advantage.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
