More than half of the world’s young people reside on this continent. At the moment, roughly 68 of every 100 people in Asia are of working age. It is a region facing up to the challenges of extreme poverty and climate change but brimming with economic dynamism and a youthful workforce to deliver on unfulfilled potential. What’s more, nearly a billion people in Asia are below the age of 15; which means by 2050 the region will have more working-age people, and fewer older and younger dependents than at any point in its history. This ‘youth bulge’ offers the region a unique opportunity for economic progress, to lift millions more out of poverty, and ultimately close the gap with the developed world. Young people in the region are 5-7 times more likely to be unemployed than their older counterparts at the same level of education. Women’s access to education and participation in the labour force remain stubbornly low across populous swathes of the region. The next wave of development gains as envisioned by the UN’s Sustainable Development Goals must address the needs of those left behind.
UNDP’s Asia Pacific Human Development Report for 2016 examined these demographic trends and sets out clear policy directions that governments can harmonise with their national development plans and strategies. UNDP and its partners believe that youth can make a real and positive difference and create their own opportunities by engaging with these challenges head on through social entrepreneurship and innovation, exploring dynamic approaches to mobilizing their peers and communities and creating adaptive solutions to addressing Youth economic marginalisation. The 1997 National Youth Development Policy defined youth in Malaysia as ranged between the age of 15-40. However, the policy also specifies that youth development programs and activities shall be focused on youth aged 18-25. This makes up almost half of the Malaysian population and the potential of this youthful demographic bulge to contribute to national development is often overshadowed by the reality of young peoples’ lives as they grapple with the challenges toward realizing their development.
Through the Regional Youth Programme on Leadership, Innovation and Entrepreneurship (RYPLIE or Youth Co:Lab), a regional programme supported through the UNDP Bangkok Regional Hub, with Malaysia as a country participant, a social innovation service model will be designed to empower and engage youth to internalize innovation, co-design and develop the next generation of services by prototyping new ideas and solutions that address national priorities. SCOPE OF WORK The Youth Engagement and Innovation consultant is expected to assist the following activities in completing the assignment:

INSTITUTIONAL ARRANGEMENT
The Youth Innovation Consultant will report to the Program Analyst of Inclusive Development and Growth at UNDP Malaysia and work in close collaboration with the UNDP CO and other contracted parties, with expected reporting of progress to the Programme Specialist of Youth and Civic Engagement in UNDP Bangkok Regional Hub. The success of the project depends on the timely delivery of each component.
UNDP CO will have the following responsibilities: (i) Provide relevant documents; (ii) Discuss and agree on the methodologies of the assignment; and (iii) Monitor and evaluate the progress of the assignment. The contract and payments will be performance-based and regularly assessed by the UNDP CO. All travel expenses to and from the target area should be included in the financial proposal.
The present ToR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations. UNDP will hold the copyright of the assignment deliverables.
EXPECTED OUTPUTS & DELIVERABLES
The Consultant is expected to submit monthly reports identifying progress towards the following outputs based on the Youth Co:Lab work plan:
The consultant will work not more than 20 days per month and a total of 240 days in 1 year. S/He will be paid an average monthly fee for the achievement of all said deliverables.
DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACE OF TRAVEL Contract duration: 240 days over the period of 12 months (15 December 2020 to 15 December 2021).
Consultant will be based at the UNDP office in Putrajaya, on a 5 day per week basis (or as agreed with Program Manager), over the 12 month period of the assignment.
A consultant may be required to travel to project sites or attend the events relevant to the project within Malaysia. Travels will be authorized by the program manager of when required. Travel expenses (ticket, living allowance and local transport) shall be agreed prior travel and reimbursed after trips completed.

Reimbursable Loan Agreement (RLA): A legal instrument between UNDP and a Company/institution, according to which, the latter makes available the services of an individual delivering time-bound and quantifiable outputs that are directly linked to payments

Criteria for Selection of the Best Offer Evaluation Method and Criteria Only candidates which are responsive and compliant will be evaluated, Individual Consultants will be evaluated based on the following methodology; Individual consultants will be evaluated based on the following methodologies: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates meeting the pre-determined minimum points would be considered for the Financial Evaluation.
The application receiving the Highest Combined Score will be awarded the contract.
