The 2030 Agenda for Sustainable Development recognizes that road safety is a prerequisite to ensuring healthy lives, promoting well-being, and making cities inclusive, safe, resilient, and sustainable. Sustainable transport is essential to achieving most of the 2030 Agenda’s Sustainable Development Goals (SDGs), being mainstreamed across several SDGs and targets, especially those related to health, energy, infrastructure and cities and human settlements. The benchmarks of an efficient road safety system, whether expressed in terms of reductions in deaths or injuries or taking the special care on vulnerable road users or problematic areas are important to demonstrate the country’s ability to improve road safety situation and achieve SDG targets. An integral part of road safety system is a clear road safety strategy, being the foundation of an efficient road safety management system to prevent road casualties. Presently, BiH has no countrywide road safety strategy or action plan, while the state-level Law on Fundamentals of the Traffic Safety on the Roads in BiH (“Official Gazette Bosnia and Herzegovina” 6/06, 75/06, 44/07, 84/09, 48/10, 18/13, 8/17, 89/17 and 8/19), is often subject to continuous alignment with the EU acquis. In addition, BiH still continues to record a very high number of road accidents, with road safety indicators much worse than those recorded as the EU average. In September 2019, UNDP BiH signed a Memorandum of Understanding (MoU) with the Ministry of Communications and Transport of Bosnia and Herzegovina (MCT BiH) to provide a framework and facilitate cooperation in the process of development of the BiH Road Safety Strategy 2021-2025 and the accompanying Action Plan for Implementation at the level of BiH, entities and Brcko District. As communicated by MCT BiH, the Strategy will contain significant features of the current state of traffic safety in BiH, including short- and long-term goals, guidelines, key areas of work and deadlines for the adoption of the Action Plan. The MCT BiH is dedicated to prepare a high-quality Strategy and Action Plan, and has invited strengthened efforts on activities in all of five integral pillars of the Strategy: 1) traffic safety management; 2) safer roads and movement; 3) vehicle safety; 4) safety of road traffic participants; and 5) enhanced post-crash accident care and assistance. UNDP BiH aims to provide targeted assistance to MCT BiH by providing a high-level expert team of consultants capable to ensure the highest quality of research and technical support in the process of the Strategy design, specifically focusing on Pillar 2 and 4. In that respect, a Consultant for Road Safety Strategy Development for BiH (Strategy Pillar 4) will be engaged to provide expert technical support. The consultancy will take place at a crucial time for the development of the first phase of the Strategy, and act as a vital component in the process of development of the strategic framework for BiH, later envisaged to be translated into the accompanying Action Plan for Implementation.

As a part of the team of experts, the Consultant is expected to contribute to design of the Strategy, via methodological guidance, data analysis, re-drafting and quality assuring of relevant parts of the Strategy, in line with the existing legal and methodological framework, in close cooperation with the focal point of MCT BiH, UNDP, and under supervision of Team-lead Consultant. More specifically, the Consultant will be expected to perform the following tasks: Task 1: Collect, analyze, and interpret data and information related to Pillar 4: Safety of road traffic participants, and prepare the strategic platform document from the viewpoint of safer road and traffic participants Based on the best practices and agreed approach, and in close cooperation with the rest of the consultant’s team, jointly with the MCT BiH focal point, the Consultant will conduct an analysis of the existing strategic documents in the area of road safety in BiH (strategies, programs, actions plans), with reference to road safety management systems, coordination and financing of road safety, role of the entities in road safety, and relevant international documents that might have an impact on the drafting of the Strategy and Action Plan (EU, UN, international conventions and treaties, etc). Specifically, key aspects to be covered in Pillar 4 should include the following topics: safer roads education targeting youths, new driver exams, professionalism in driving, speed, alcohol, vehicle safety, and activities of traffic regulation and control mechanisms. Moreover, the Consultant will closely work with other consultants, to ensure that all relevant data is collected, obtain feedback, and validate findings before moving on to the next stage of the process. Once finalized, the draft analysis in relation to Pillar 4 will be discussed in detail via on-line meetings. It is important to note that the Consultant is expected to co-draft all key parts of the document, making sure to address all relevant comments provided by the Team-lead Consultant, and the MCT BiH. Task 1 is expected to be completed by 10 January 2021 with estimated level of effort of 25 days. Task 2: Support the design of Programming part of the Strategy and Action Plan Within this task the Consultant is expected to ensure a high-quality process and technical support to the MCT BiH and key actors in road safety in Bosnia and Herzegovina during the programming stage of the planning process. This entails provision of guidance and advice in defining priorities, measures, and milestones for achieving strategic development goals identified within the strategic platform phase, along with their indicators. The task also entails co-drafting, improving and, if and when required, re-drafting of the relevant segments of programming part of the Strategy and Action Plan, based on inputs and validation by the other engaged consultants, UNDP BiH and MCT BiH. Concretely, the support will include:
It is envisaged that this task will be delivered in the period by 31 January 2021 and the level of effort will not exceed 15 expert days. Organizational issues It is important to note that the entire process of strategic planning will be supported by a team of consultants, where each Pillar will be supported by the relevant consultant. The team will have four consultants and the Team-lead Consultant for, who serve as the main focal point and team leader. UNDP BiH, in close consultation with MCT BiH, will be responsible for the overall coordination and quality assurance of the process and products from the viewpoint of the content. The entire team of consultants will facilitate the planning process and draft specific Pillar segments of the Strategic and Action Plan document, while in addition, the Team-lead Consultant will also be responsible for compiling the inputs and ensuring overall coherence and quality of the strategy document. Under the direct guidance of Team-lead Consultant, other consultants engaged for specific Pillars will be required to closely work together, agree on practical modalities of work, division of responsibilities as well as coordination and communication channels.
