Weirs and dams are different. In a weir the water from upstream runs over top of the weir itself and is constantly overflowing. In a dam, water flows through spillways and penstocks instead of over top of the dam, which could actually cause major damage known as overtopping
ICOLD Bulletin 125 should be considered as guidance for the selection of Inflow Design Floods.
Downstream Consequence Analysis should be included in the Dam Break Studies that cover population, flood and flood breach for at least four (4) flow rates, estimated loss of life, and model runs.
PMF study should be based on world maxima (using data from PAGASA, NASA, etc.).
