UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Under the guidance and overall supervision of the Gender and Governance Specialist, the Programme Coordination Specialist will provide support for Governance and WPS team in developing and strengthening strategic partnerships and maintain close liaison with relevant regional and national governments, civil society organisations, UN agencies and other key stakeholders. The Programme Coordination Specialist will support the first six months of the team to develop and implement initial work plan, monitoring and reporting plan as well as partnership/stakeholder engagement strategies to lay the groundwork for the projects/programmes on governance and WPS in the next five years of Indonesia SN. In relation to this, she/he will also support the planning, implementation and monitoring in WPS activities and events as requested.

Devoirs et responsabilités

Under the guidance and supervision of the Gender and Governance Specialist, the consultant will undertake the following:

Development of knowledge management and work plan in support of the team

  • Plan, organise and coordinate the  implementation and monitoring activities under Women, Peace and Security, including preparation of annual work plan, procurement and budget plan;
  • Conduct regular field supervision of project activities, to assess as well as support gender integration at field levels;
  • Organise workshops, meetings and other consultations included in the work plan, making sure that adequate lead time is given to stakeholders in preparation for the workshops, meetings or consultation;
  • Coordinate and exercise quality control over stakeholder consultations, ensuring the availability of  documents/ reports, proper scheduling, provision of facilitation, documentation of proceedings, etc.  for these events are appropriate;
  • Provide substantive inputs as needed for any documents produced by WPS team, consultants and contractors;
  • Support and provide a regular report as needed such as bi-weekly update and monthly report;
  • Develop and maintain a  system and procedures for the safekeeping and maintenance of project documents & records; and
  • Any other tasks to complete the first-year work plan, including monitoring reporting and knowledge management and any support, as required.

Development of stakeholder engagement strategy, including mapping of key stakeholders and partners for UN Women Indonesia

  • Ensure and support strategic partnership with national and international NGOs including women's organisations and other non-government key stakeholders;
  • Build partnership, coordination and liaison with Ministry of Women's Empowerment and Child Protection, Ministry of Village, BAPPENAS and other relevant government stakeholders for the implementation of WPS Activities;
  • Establish regular channel of contacts and partnership with key government stakeholders to advance gender equality, governance and WPS; and
  • Coordinate with UN Women country offices to identify key partners and existing capacity and gaps, including potential areas for interventions based on the overall direction provided by the Gender and Governance Specialist and Programme Analyst

Qualifications et expériences requises

  • Master's degree preferably in a field related to governance and development (e.g. economics, law, social science, international relations or political science);
  • A minimum of 5 years of management experience within the UN or other international organisations;
  • Proven track record in networking, advocacy and partnership building skills with different stakeholder groups particularly government and key stakeholders that are natural partners of UN Women, such as Ministry of Women Empowerment and Child Protection, Ministry of Foreign Affairs as well as civil society and women groups in Indonesia;
  • Experiences in coordination in advancing in partnership with UN agencies and/or joint work activities between UN agencies on issues of gender equality and empowerment of women;
  • A strong background in programme/project planning and organisational development, including sound financial management experience including grant development;
  • Knowledge of UN Women and/or other UN corporate monitoring tools (ATLAS, Results Management System, Sharepoint, etc.) is an advantage;
  • Knowledge of gender equality and empowerment of women in the context of Indonesia and a strong commitment to gender equality, human rights and respect for diversity;
  • Ability to take the initiative and work independently is desirable;
  • Strong interpersonal skills and an ability to work with people from diverse educational, professional and cultural backgrounds; 
  • Ability to command and use Microsoft and relevant applications, including Word, Excel and PowerPoint Presentation; and
  • Excellent written and communication skills, fluent in English and Bahasa Indonesia.
