Background:

The Bureau of External Relations and Advocacy (BERA) is responsible for positioning UNDP as the world’s leading global development agency, promoting its global authority and thought leadership on sustainable development and the interconnected issues of poverty, inequality, and climate change.

BERA leads and supports UNDP in building and nurturing strategic relationships and alliances essential to achieving its mission. Creating strong political and financial backing for UNDP by providing partners and supporters with a clear understanding of what UNDP does and how our mission, capabilities and flagship services relate to them. BERA coordinates and sets corporate standards across the functions of partnerships, marketing and communications within UNDP and leads on internal communications.

Within BERA, the digital communications team plays an essential role to develop and manage UNDP’s global online presence, creating compelling public-facing content, leading on social networks and digital engagement, building capacities for greater impact through digital communications, and helping build a strong brand for UNDP. As part of an organization-wide digital transformation, the team has recently launched a major overhaul of UNDP’s corporate websites (including the enterprise Web CMS) to be rolled out throughout 2021 and is implementing a comprehensive governance framework for digital communications, including policies, standards and training.

To plan, implement, monitor and evaluate this new governance initiative for external digital communications, UNDP is seeking a Digital / Web governance specialist.  Under the guidance and supervision of the digital communications team leader and in collaboration with various stakeholders throughout the organization, the governance specialist will manage the project and provide support to create and implement the new governance framework for digital communications.

Duties and Responsibilities:

  • Oversee and guide the governance framework project for external digital communications, liaising with subject matter experts and stakeholders within and outside of the organization;
  • Actively seek and gather relevant information for the implementation of different aspects of digital communications governance from headquarters, regional bureaus, country and representation offices;
  • Identify, create and implement effective policies, procedures, standards and other capacity-building activities for digital communications, and recommend action to fill potential gaps as well as raise awareness of risks and opportunities;
  • Monitor performance indicators related to governance implementation and compliance, and provide regular reports and recommendations for improvement;
  • Conduct effective and accurate financial resource management, efficient procurement management and strategic human resources management;
  • Coordinate and facilitate reporting and capacity-building sessions including workshops, webinars etc.
  • Provide guidance for the creation and management of a “Community of Practice” focused on strengthening and advancing UNDP’s digital communications;
  • Train stakeholders on implementation and successful use of governance tools;
  • Compile regular reports on status of the governance project and implementation;
  • Perform other related duties as required.

Qualifications et expériences requises

Required Skills and Experience

Education:

  • Advanced degree in relevant field of Digital Communications, Web Development, Knowledge Management, Organizational Development or other fields related to this position
  • A first-level university degree in combination with an additional 3 years qualifying extensive training and experience in digital communications, training, support and project management may be accepted in lieu of an advanced degree.

Experience:

  • Seven (7) years of relevant work experience in professional digital communications and governance work at the national and international levels, with increasing responsibilities;
  • Experience in managing and supervising centers of digital excellence or digital transformation projects;
  • Thorough knowledge of the following technical areas preferred: enterprise-level content management systems (Drupal based preferred), digital strategy, multimedia production, social media management, analytics;
  • Proven ability to organize workshops and provide support and training to practitioners, for digital communications or another field;
  • Exposure to the UN system with focus on digital transformation is desirable.

Languages:

  • Fluency in English is required; fluency in another UN language is an asset.

Application Procedure:

Evaluation process:

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation (70 points)

  • Minimum 7 years of professional experience in digital governance or another relevant related field (compliance, privacy, data) at the national and international levels (30 points);
  • Demonstrated expertise in strategic planning and in managing digital projects (20 points);
  • Proven ability to provide support and guidance to non-technical users in a wide range of situations. Weight (10 points);
  • Demonstrated experience in an international organization (10 points).

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial evaluation:

The following formula will be used to evaluate financial proposal: p = y (µ/z), where

  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • µ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Contract Award:

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional arrangement:

The consultant will work under the guidance and direct supervision of Digital Communications Team Leader and will be responsible for the fulfilment of the deliverables as specified above.

Payment modality:

Payment to the Individual Contractor will be made based on the actual number of days worked, and upon certification of satisfactory completion by the manager.

The work week will be based on 35 hours, i.e. on a 7-hour working day, with core hours being between 9h00 and 18h00 daily.
