UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Ukraine supports the government and civil society in advancing gender equality and the implementation of national and international gender equality and women’s rights commitments. The Country Strategy of UN Women Ukraine (2018-2022) covers the following thematic areas:

  • Making gender equality priorities central to national reforms, governance, planning and budgeting
  • Ending violence against women and girls; and
  • Strengthening implementation of the Women, Peace and Security (WPS) agenda.

The conflict and the profound security, social, economic and political crisis of the last six years in Ukraine has deepened the existing gender inequalities and created new challenges for the realization and advancement of women’s rights in Ukraine. The gender-specific aspects of particular concern at present include, but are not limited to the patriarchal culture, entrenched gender stereotypes that further deepened as a result of the armed conflict placing disproportionately high austerity burden on women and physical risk on men, limited participation of women in decision making at all levels, including with regards to community security, recovery, reconciliation and peacebuilding, as well as the rising level of discrimination against internally displaced women, girls, men and boys. Based on the latest official data, in the east of Ukraine there are more than 1,458,050  internally displaced persons (281,642 persons officially registered in the database of the Ministry of Social Policy, among them 511,805 in Donetsk, 281,642 in Luhansk and 56,152 in Zaporizhzhia), out of which 63% are women and children.[1]

As a crisis response measure, the Government of Ukraine adopted the first National Action Plan (NAP) for the Implementation of the UN Security Council Resolution 1325 on Women, Peace and Security for 2016-2020[2] in February 2016, with amendments introduced in September 2018.  

In October 2020 the Government adopted the second National Action Plan for UNSCR no 1325 for the period from 2021 till 2025. The document includes steps to create the conditions for equal participation of women and men in conflict resolution, peacebuilding, reconstruction, security challenges, systemic response to gender-based violence and conflict-related violence.[3]

Donetsk, Luhansk and Zaporizhzhia regions as well as the Amalgamated Territorial Hromadas (ATHs) within these regions have demonstrated different approaches to the localization of the women, peace and security agenda. Zaporizhzhia and Luhansk regions endorsed exclusive Regional Action Plans for the implementation of the NAP 1325 whereas Donetsk region incorporated it into the Regional Comprehensive Social Programme entitled “Youth and Family of Donetsk Region” for 2016-2020. WPS objectives were also included in the Regional Development Strategies for 2021-2027 of these 3 regions. All this comprehensive process of WPS agenda localization and implementation became possible due to the consistent and gradual capacity development of the public authorities at the national and local levels, local governments and non-governmental organizations. Thus, it has become evident that learning and skills development is a continuous and cross-cutting requirement for the localization and implementation of the WPS agenda.

With the objective to address the gaps in learning materials, programs and platforms on WPS in Ukraine, and to support the Government of Ukraine in advancing the WPS agenda among a wide audience, UN Women initiated the translation of UN Women’s online learning course “I Know Gender”, including its Module 12 on Women, Peace and Security, for further placement on “Prometheus”[4], a virtual educational portal Ukraine. “I Know Gender” learning series has been developed by the UN Women Training Centre with the aim to develop and/or strengthen awareness and understanding of gender equality and women’s empowerment as a first step towards behavioural change. It also offers users the opportunity to make links between gender and specific thematic areas such as work, education, political participation, emergencies, peace and security, sexual and reproductive health, sexual and gender diversity and human rights, and violence against women.

Taking into account the different needs of women, men, boys and girls in armed conflict and emergency situations renders peacebuilding, recovery measures and security policies more efficient and comprehensive. Module 12 on WPS provides an overview of gender and women’s rights in peace and security contexts, the international framework for advancing these, and concrete examples from the field on how to advance gender equality and women’s empowerment in peacebuilding and security initiatives.

"I Know Gender” already proved its effectiveness among the staff of different UN agencies. UN Partners also benefited from them, learning about gender equality concepts in simple language, including the women, peace and security agenda. However, to be effectively delivered in Ukraine, the module on WPS needs to include the specific local context and incorporate provisions of Ukraine’s Second NAP 1325 (2021-2025) and be customized to Ukraine’s reality and needs.

In this regard UN Women seeks to hire a National Consultant to develop an additional Chapter to the “I Know Gender” Course- Module 12 on Women, Peace and Security, including but not limited to the preparation of additional content about the two recently adopted UNSCR resolutions on WPS No 2467 and 2493 and to incorporate provisions of Ukraine’s second NAP 1325.

Devoirs et responsabilités

Under the direct supervision by UN Women Programme Specialist, the National Consultant will be responsible for the following tasks:

TASK 1: Pass “I Know Gender WPS” Learning Course (Original) available at UN Women Training Center[1] and familiarize with its translation into Ukrainian.

TASK 2: Submit the approach and workplan for the development of the additional chapter to the “I Know Gender-WPS” module, based on a desk review of the existing strategic documents relating to Women, Peace and Security Agenda, including but not limited to: Global Study on the Implementation of United Nations Security Council Resolution[2], UN Women Sourcebook on Women, Peace and Security[3], Tracking Implementation of Security Council Resolution 1325 (2000)[4], Ukraine’s two National Action Plans on UNSCR 1325, Mid-term Evaluation of the Ukrainian NAP on Implementation of UNSCR 1325 until 2020[5] (2018), Sectoral Action Plans on UNSCR 1325 of the Ministry of Defense, Gender Equality Strategy of the Ministry of Internal Affairs (specifically Chapter on WPS), National Police and Border Guard, Strategy for Prevention of and Response to Conflict Related Sexual Violence in Ukraine as well as Specific Guidelines on NAP Localization, Costing and Budgeting (forthcoming), other relevant documents.

TASK 3: Develop and submit the additional chapter to the “I know Gender-WPS” training module. The Module should be gender-responsive and include the Ukrainian context of the WPS agenda, its advancement and localization, aligned with the on-going decentralization reform[6]. The chapter should also incorporate the two recent UNSCR WPS resolutions no 2467[7] and 2493[8].The chapter shall contain, as a minimum, the narrative thematically corresponding to the following sections:

  • Section 1 Introduction - background, underlying factors, intervention logic and logical framework of the WPS Agenda in Ukraine;
  • Section 2 Practical implications - analysis of the two NAPs on 1325, results, influence and promising practices; and
  • Section 3 Conclusions - recommendations for the Ukrainian context, annexes.

The consultant shall manage the review process of the additional chapter which will be carried out with inputs from UN Women, line ministries and women’s organizations.

Inputs

  • The Consultant is expected to work home-based using her/his own computer but may access the UN Women office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment.

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by UN Women after receiving and accepting deliverables reports which will also be the basis for payment on a monthly basis to the consultant.

Financial arrangements:  

  • Payment will be disbursed in 3 instalments according to the above schedule of deliverables upon receipt of the progress reports and their certification by the UN Women Programme Specialist, that the services have been satisfactorily performed.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria 70% of total evaluation – max 70 points:

  • The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on desk review and following technical qualification evaluation criteria:

Total Obtainable Score for technical criteria - max. 70 points;

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).

Application and submission package:

The candidate’s application should include:

  • Proposal. The financial proposal shall specify a total lump sum amount in UAH with a breakdown of a daily professional rate per number of anticipated working days to include all costs (telephone, etc.).

Interested candidates are requested to apply no later than midnight 17 December, 2020 by submitting 2 attachments: 1) technical (P-11 and a Letter of Interest) and 2) financial proposals to the following e-mail address: hr.ukraine@unwomen.org with a subject National Consultant for developing training modules on Women, Peace and Security Agenda.

Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.

UN Women applies fair and transparent selection process that would take into account the competencies/skills of the applicants as well as their financial proposals.
