One of the main responsibilities of the Gender Advisor and Spotlight Initiative Coordinator is the overall responsibility for planning, implementing, coordinating and reporting on the Spotlight Regional Programme in the Caribbean and the Spotlight National Programme in Grenada.

The Spotlight Initiative Country Programme in Grenada. As stated above, Grenada has been selected as one of the six Spotlight Caribbean countries to receive a share of the regional funding envelope. The program is going through its implementation phase. The Government of Grenada, Carriacou and Petite Martinique, and Civil Society have made a number of systematic advances in legislation and policy frameworks and national action plans, as well as programmatic efforts to address gender inequality, and women and girls’ human rights. Despite these advances, VAWG continues to be a pervasive problem throughout the country. The Spotlight Initiative in Grenada is designed to focus attention, coordinate human effort, and strategically apply resources to the implementation of a well-conceived comprehensive national programme to end family violence and all forms of VAWG. The programme was developed in broad consultation with Government and Civil Society, and an integrated Technical Team from ILO, UNICEF, UNDP, UNFPA, UN Women and PAHO/WHO.  The programme is built on the six said pillars and on lessons learned from former and existing programmes with its partners, including CSOs, development agencies such as UN agencies, EU and others to address bottlenecks hindering progress and to build on successes to ensure a successful and sustainable country programme achieving visible gains to end VAWG, including family violence in the country.

The Spotlight Initiative Regional Programme in the Caribbean. Complementing the Spotlight country programmes, the Regional Spotlight Initiative focuses on 4 out of the 6 pillars (pillars 2, 3, 5 and 6). The regional component was officially launched in December 2020. It will complement the investments of regional institutions and platforms and will contribute to the scale, sustainability, visibility, lessons learnt and replication of programming throughout the region. It will address specific regional institutional bottlenecks that impede or limit the reach of technical support to respond to and prevent family violence in CARICOM member countries. In particular, the regional programme will support CARICOM and OECS as the two intergovernmental frameworks leading functional cooperation in the region. UN Women is the Lead Agency to coordinate the implementation of the Regional Joint Programme. UN Women, UNDP, UNICEF and UNFPA are recipient UN organizations (RUNOs) that will jointly implement resources and provide technical assistance and guidance to the implementation of the regional joint programme as well as to the Joint Programme Team.  Associate Agencies will be working closely with RUNOs providing their technical assistance and working jointly in partnership.  Intergovernmental organizations, regional networks of CSOs and other regional partners will be engaged as well.

• Timely and quality implementation of advocacy events in line with work plan; and

• Enhanced best practices and lessons learned documented and circulated.

Compétences

Competencies:

  •  Master’s degree in gender/women’s studies, sustainable development studies, international relations or a closely related field; or a relevant bachelor’s degree (or equivalent) with seven additional years of qualifying experience.
  • Experience coordinating and liaising with government agencies and/or donors;
  • Experience working with civil society and community-based organizations;
  • Demonstrated experience in project management, including annual work planning, project budgeting, financial management and monitoring
  • Familiarity with computer-based word processing and spread sheet applications;
  • Experience in organizing workshops and webinars;
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset;
  • Knowledge of UNDP regulation and procedures is an asset.
  • Fluency in English, both oral and written, is required.
  • Knowledge of Spanish is an asset.
  • Knowledge of the other UN official working language is an asset;
  • Experience working on gender issues in the Caribbean is a distinct asset.
