The UN Agencies active in Palestine (UN Country Team) requested the one UN HR group to establish a One UN Roster that is made of the most frequently required positions. The following 11 Generic Vacancy Announcements support the establishment of this One UN Roster. The Roster will be a list of pre-vetted, highly qualified candidates, and it serves the purpose of fast-tracking recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the respective One UN Roster for a period of 24 months. While placement on the Roster does not guarantee a position, it is going to be an important resource for filling future vacancies. Candidates placed on the Roster will be reviewed when a relevant position becomes available and if found suitable, are offered placements through a direct selection process. 

This Generic Vacancy Announcement serves the purpose of creating a One UN Roster in Palestine. The Roster will be used to expedite the hiring of personnel whenever UNDP on request of an executing UN entity, or where UNDP itself needs personnel contracting services in the respective area.

This Generic Vacancy Announcement is exclusively intended for Civil Engineer Service Contract positions at SB4 level in any UN entities operating in Palestine. The One UN Roster is a list of pre-vetted, highly qualified candidates intended to fast-track recruitment processes as positions become available. While placement in the Roster does not guarantee a position, it is an important resource for filling vacancies. Candidates placed on the Roster will be reviewed when a relevant position becomes available and if found suitable, are offered placements through a direct selection process.

Devoirs et responsabilités

The Civil Engineer is responsible for assisting with all construction management tasks required to ensure timely, cost effective, safe and quality delivery of the projects. He/she reports to the Project Manager and may be required to assist in the following tasks associated with the  projects (the functions are generic and therefore not inclusive of all duties nor are all duties carried out by all Civil Engineers):

1. Bid preparation and manage projects’ contracts

2. Oversee project implementation and manage contractors

3. Conduct inspections on project sites 

4. Reporting and meetings participation

5. Maintain accurate project documentation

 

1. Bid preparation and manage projects’ contracts:

  •  Prepare bid documentation and oversee technical aspects of contracts 
  •  Participate in bid analysis
  •  Translation in written/spoken Arabic and English when needed
  •  Assist the Project Manager  in formalizing contractual information such as progress and delay record sheets that may be used in contractual correspondence with the Contractor
  •  Plan and gather documentation for future phases of the project as directed by the Infrastructure Project Manager, including activities such as Estimations, Producing Bill of Quantities/Specs/Drawings. 

2. Oversee project implementation and manage contractors:

  •  Prime responsibility on the project site, monitor all site activities ensuring UN interests are maintained at all times, and  Project Manager is fully aware of works status and issues, anticipating or identifying project issues and developing solutions, liaison between the Project Manager and onsite contractors 
  •  Provide technical oversight on site and ensure that works are carried out in accordance with contracts, specifications, drawings and etc and ensure that any problems which arise on site are solved in a timely manner
  •  Inspects and reports on Contractor’s works in progress, ensuring that the Contractor meets the high quality standards expected by UN standards.
  •  Develops inspection and test plans and updates them regularly with the contractor. 
  •  Checks Contractor’s set out and works, including compliance with Contract Specifications and ensures that contractor comply with his work plans to complete work within specified timeframe.
  •  Attends the project site daily in order to monitor progress of works, identifies the existing problems and provides appropriate technical solutions through application of sound engineering standards in consultation with the designated Project Manager.
  •  Assesses the work activities of the contractor, measures completed work and makes recommendations to the designated Project Manager for progress payments to contractors.
  •  Evaluates and assesses works schedule, including the comparison with the schedule baseline and reports to the designated Project Manager accordingly.
  •  Checks, verifies and approves the interim payments submitted by the Contractor/s and submits detailed reports to the designated Project manager.
  •  Checks, verifies and recommends approvals to the designated Project Manager on all variation orders/Claims submitted by the contactor during the implementation phase as per UN procurement rules. 
  •  Ensures Health, Safety, Social and Environmental management systems are  implemented on site.
  •  Develops, updates and maintains  project  registers (Payment register, Variation register, Site diary, Drawings register, Instruction to contractor register, , Visitor register ,  Sample approval register ,  Tests register, Submittals register, Non Conference Report Register . , Correspondence  Register, Progress Photos).  

3. Conduct inspections on project sites: 

  •  Inspect concrete works prior to pouring of major elements and counter signing checklists with construction manager
  •  Inspect foundations prior to base course and counter signing checklists with project manager
  •  Inspect sub-base, base course etc prior to next layer and counter signing with project manager
  •  Inspect all in-ground and in-slab services prior to back filling and counter signing with project manager.
  •  Site safety inspection and Notice of Unsafe condition register

4. Reporting and meetings participation:

  •  Prepare monthly project reports including forecasting the financial status of the contract for submission to the Project Manager.
  •  Assesses and reports on the project closing plans, archiving of cost and progress reports and hands over all related reports to the Project Manager.
  •  Send daily status emails to Project Manager 
  •  Maintenance of daily project diary
  •  Active participation in Engineer/Project Manager catch-up meetings
  •  Active participation in weekly project staff meeting
  •  Active participation in weekly contractor coordination meetings

5. Maintain accurate project documentation:

  •  Ensure accurate maintenance of the project documentation including any variations and adjustments made during the project implementation
  •  Maintains detailed documentation of all site engineering activities

Qualifications et expériences requises

Education:

Bachelor’s degree in Civil Engineering or related field from an accredited university.

Experience:

Minimum 4 years of relevant practical experience in water/wastewater projects/ site engineering in construction & infrastructure projects

Previous experience with International Organisations and the UN is an asset 

Valid driving license and automobile is an asset

Membership in the Palestinian Engineers Association is an asset

Proficient computer skills including word processing, spreadsheet, AutoCAD and Scheduling program are required. 

Language Requirements:

Fluency in both Arabic and English, written and spoken
