The UN Agencies active in Palestine (UN Country Team) requested the one UN HR group to establish a One UN Roster that is made of the most frequently required positions. The following 11 Generic Vacancy Announcements support the establishment of this One UN Roster. The Roster will be a list of pre-vetted, highly qualified candidates, and it serves the purpose of fast-tracking recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the respective One UN Roster for a period of 24 months. While placement on the Roster does not guarantee a position, it is going to be an important resource for filling future vacancies. Candidates placed on the Roster will be reviewed when a relevant position becomes available and if found suitable, are offered placements through a direct selection process. 

This Generic Vacancy Announcement serves the purpose of creating a One UN Roster in Palestine. The Roster will be used to expedite the hiring of personnel whenever UNDP on request of an executing UN entity, or where UNDP itself needs personnel contracting services in the respective area.

This Generic Vacancy Announcement is exclusively intended for Project Coordinator Service Contract positions at SB4 level in any UN entities operating in Palestine. The One UN Roster is a list of pre-vetted, highly qualified candidates intended to fast-track recruitment processes as positions become available. While placement in the Roster does not guarantee a position, it is an important resource for filling vacancies. 1. Project and Budget Management: 

- Manage implementation of results as described in projects’ documents; 

- Manage budgets and prepare any necessary budget revisions; 

- Deliver regular project plans and monitor implementation against the plan, including for design, engineering, construction, procurement, training and capacity building; 

- Ensure up-to-date risk logs and manage project risks; 

- Ensure work is coordinated with the Operations Department for the provision of support services in finance, procurement, logistics, HR and general administration services;

- Provide technical support and leadership to ensure that all projects activities are timely and properly designed, coordinated and implemented.

- Assist in the preparation of  the technical specifications for the goods, items and services to be procured under the project;

2. Donor/Client Relations:

- Manage the different donor contributions, including ensuring that project reports are submitted to donors on time, any necessary amendments are processed in a timely manner, and funds are received as per the client-project-cash-management plan; 

- Ensure that donors/clients are kept appraised of all major project implementation issues;

- Stakeholder Coordination:  manage and coordinate decision-making within the constraints laid down by them; 

- Manage contracts with suppliers, vendors, contractors, and other implementing partners;

- Liaise with the Ministries, NGOs, financial partners and other governmental and non-governmental actors to ensure that project interventions are coordinated and synergized with national priorities.

- Identify and evaluate the capacity and quality of work of potential local suppliers of technical goods and services;

3. HR Management:

- Motivate and supervise a team of national and international personnel with a focus on efficiency, effectiveness, and job satisfaction; 

- Coordinate the recruitment of new project personnel as required; 

- Supervise assigned project personnel and conduct regular performance evaluations; 

- Establish close collaboration and working arrangements with national/international staff, experts and support personnel and provide day to day follow up as needed; 

4. Reporting and Communications:

- Prepare project briefings and reports; 

- Oversee the production of timely reports to donors/clients; 

- Participate in regular project and senior management coordination meetings; 

- Participate in relevant inter-agency coordination mechanisms; 

- Ensure periodic production of lessons learnt, success stories, and factsheets;

- Take the lead in aggregating the monitoring reports from different activities of the project and implementing partners;

5. Project Development:

- Contribute to the development of new project interventions by formulating project ideas and concept notes and engaging donors/clients, including other UN agencies, and stakeholders on these ideas; 

- Manage preparation of project documents in order to establish new projects;

Perform such other related duties as may be instructed by the Team Leader.

Qualifications et expériences requises

Education:

Master's degree from a recognized university, project management certification is desirable 

Experience:

Minimum of 4 years of experience of which minimum three in the field of development;

Excellent and proven experience in dealing with local governments, NGOs, and bilateral and multilateral donors;

Excellent inter-personal, negotiation and team leading skills;

Previous experience with international (public or private sector) Organisation is a basic pre-requisite;

Excellent reporting and communication skills. Professional skills in standard computer applications

Language Requirements:

Fluency in both Arabic and English, written and spoken
