UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

To support member states in coping with, and recovering from, the COVID-19 crisis through evidence-based decision-making, UN Women’s Regional Office for Asia and the Pacific is implementing the programme “Building Back Better: Promoting a gender data-driven response to the COVID-19 pandemic in the Pacific and South-East Asia”, with the generous support from the Australian Department of Foreign Affairs and Trade. The programme supports countries to generate gender data to measure the impact of the crisis and the resilience of women and men in the Pacific and South-East Asia. It also supports evidence-based decision making to ensure policy responses to the COVID-19 crisis are gender-responsive.

The Statistics Specialists reports to the Regional Gender and Statistics Specialist, Regional Office for Asia and the Pacific (ROAP).  The Statistics Specialist will work on supporting the preparation, design, implementation, data processing and completion of rapid assessment surveys, official surveys on resilience-related topics, and other forms of data production. In addition the Statistics Specialist will provide related capacity building and guidance to countries for data production and use, and will contribute to the preparation of reports, knowledge products and programme monitoring documents.

Devoirs et responsabilités

1.  Provide Technical support project countries on the design, implementation, analysis and use of gender-sensitive resilience-related surveys.

  • Design and facilitate training on survey design, survey operations, data compilation, analysis and indicator calculation.
  • Provide technical support to national statisticians and other government officers to mainstream gender across resilience surveys, including for survey implementation, generation of survey reports and related advocacy products.
  • Liaise with representatives from national governments and international organizations in the Pacific and South-East Asia for joint design and implementation of resilience surveys and to promote their use.

2.  Provide substantive support to the design of rapid assessment surveys and other data collection initiatives, as well as related data analysis and report-writing.

  • Design survey questionnaires, in line with national needs, to assess the consequences of the COVID-19 crisis on women and men in select Pacific and South-East Asian countries.
  • Liaise with survey providers for survey operations design, survey implementation and survey rollout.
  • Analyze microdata, create visualizations and write reports and communication products to disseminate survey findings.
  • Provide substantive inputs to partners and colleagues for the creation of joint data products and the design of joint strategies for data use.

3.  Promote the use of gender data for evidence-based decision making in the context of resilience, including in light of the COVID-19 crisis.

  • Create brochures, infographics and other advocacy materials to portray gender-sensitive resilience data.
  • Liaise with national governments, international partners and civil society organizations to design data communication products and promote their use for evidence-based decision-making.
  • Provide technical support to national counterparts and liaise with inter-ministerial committees and national coordination groups to conceptualize policy dialogues informed by gender data and to promote its use for policy monitoring and evaluation.
  • Create background documents and guidance materials to inform national policy dialogues.
  • Design and facilitate training for data users on how to find, interpret and use gender-resilience data.
  • Create and share with national policy makers predictions of policy outcomes based on different budget allocation scenarios, and work with them to support related decision-making, as needed.

4.  Provide technical support on other activities pertaining to data collection, data use, coordination, monitoring and evaluation, as needed.

Key Performance Indicators:

  • Report on each survey supported outlining key findings and recommendations for related policy action, as well as potential areas for statistical improvement.
  • Quality and timely Reports (including presentations, training materials and activity log) for each supported country.
  • Quality and timely Documentation of lessons learnt (particularly from country support).
  • Timely and quality development of technical materials on resilience data production and use.
  • Adherence to UN Women rules, regulations, policies and procedures in all program and operations related matters.

Qualifications et expériences requises

Education and certification:

  • Master’s degree or Doctorate in statistics, gender and statistics, economics or other social science fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Work experience:

  • A minimum of 5 years of work experience in the field of gender statistics at the national and/or international level;
  • Professional or academic experience on the design, implementation and analysis of household-based survey tools;
  • Experience drafting statistics-based research and related reports;
  • Experience providing capacity building support, preferably in the context of gender statistics;
  • Experience in survey questionnaire and sample design, data processing, data quality assessment and data analysis;
  • Experience supporting national statistical systems with statistical production processes and/or data collection, analysis, use and dissemination, is an asset.
  • Experience supporting national policy makers on data use for evidence-based decision-making is an asset.

Language requirement:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
