Purpose

 

To provide substantive guidance and technical inputs to vulnerability assessments in the key sectors and substantive and technical guidance and inputs to climate change adaptation (CCA) mainstreaming.

 

Objective

 

To ensure synergies in capacity building activities between NAP project and other climate related initiatives in Serbia.

 

Background Information

 

The United Nations Development Programme (UNDP), acting as an implementing agency of the Green Climate Fund (GCF), is providing assistance to the Serbian Government in the preparation and implementation of the GCF funded project “Advancing medium and long-term adaptation planning in the Republic of Serbia (NAP project). 

 

The project builds on Serbia’s Nationally Determined Contribution (NDC) commitments to advance medium and long-term adaptation planning in the Republic of Serbia with a National Adaptation Plan (NAP), providing support for iterative improvements to the NDCs under the enhanced transparency framework requirements, while enabling the Government of Serbia to build and strengthen capacities for mainstreaming climate change adaptation (CCA), produce actionable climate risk and vulnerability assessments, and implement effective methods, tools and information systems to better inform decision-making on climate risks. 

 

Project activities will address the main barriers to the integration of CCA into national, sectorial and local government planning and budgeting and support the formulation of financing strategies and mechanisms for the scaling up of medium- and long-term adaptation.

 

The overall goal of the NAP will be to reduce climate change related risks throughout Serbia by strengthening institutional and technical capacities that support integrated CCA planning and programming.

 

UNDP is seeking for a Climate Change Adaptation Expert to provide assistance to UNDP Climate Change Portfolio in initiating activities for the National Adaptation Planning for the Republic of Serbia. 

Devoirs et responsabilités

Under the guidance and direct supervision of the UNDP Portfolio Manager and in close cooperation with the Ministry of Agriculture, Forestry and Water management of Serbia, the CCA Expert will provide technical guidance to the UNDP Project coordinator, the Project Board and other engaged consultants on the overall implementation of project activities, with specific reference to the following:

  • Provide comprehensive draft chapters of the NAP document/Policy concept: multi-hazard comprehensive risk and vulnerability assessments, climate change adaptation measures (containing specific actions, responsible institutions, sources of financing and other technical details), in compliance with the Methodologies, Procedures and Guidelines (MPGs), the EU legislation and draft Climate change law; 
  • Integrate chapters into integral and comprehensive draft of the NAP document/Policy concept in compliance with the MPGs, the EU legislation and draft Climate change law;
  • Develop framework and template for inventory of climate change related data, impacts of climate change, vulnerabilities and measures for at least key sectors envisaged by the NAP;
  • Draft concept for the annual training programme and develop specific annual training programme for 2021 for the public servants at national and local level to be accredited by and implemented through the National Academy for Public Administration, based on data and information already developed through the NAP project; 
  • Conduct a pilot annual training programme for public servants for at least 40 participants;
  • Prepare a training programme for at least one additional stakeholder group identified by the project; 
  • Conduct a pilot stakeholder training programme for at least 40 participants;
  • Based on information collected and constrains and gaps identified under the project, prepare the list of project ideas within the priority areas and prioritised short-listed Project pipeline;  
  • Prepare at least 4 project concepts for the GCF and other potential donors, in requested format that includes mandatory requirements (such as GCF requirements) and an outline of the tasks, types of analysis to conduct as a part of the design process, a preliminary time schedule and information on the actual context in which the project is to be implemented including an initial identification of stakeholders to be involved in the design process;
  • Prepare at least 10 learning / information sharing materials based on the draft chapters of the the NAP/Policy concept;
  • Organize at least 10 learning, peer-to-peer workshops for the members of the NAP project Working Group and other relevant stakeholders and integrate related conclusions and recommendations into relevant draft chapters of the NAP document/Policy concept.
  • Strengthen the institutional arrangements of the National Climate Change Committee (NCCC) to enable it to better serve as the coordination mechanism for adaptation, by formulating, but limited, to following:
    • Define the mission and mandate of the NCCC on adaptation related activities;
    • Clarify and define the roles and responsibilities of all stakeholders;
    • Identify sectorial focal points for CCA;
    • Articulate the governing processes to allow for oversight and coordination of adaptation related issues;
    • Establish the framework for a monitoring and evaluation system in which all sectors will need to report regularly to the Ministry of Environmental Protection and the NCCC on the implementation of UNFCCC commitments and multilateral agreements, such as the Paris Climate Agreement, with particular focus on CCA;
    • Establish a formal NAP updating and reporting cycle concurrent with cyclical communication and awareness activities;
    • Strengthen the technical and managerial capacity of the NCCC;
  • Develop a process and mechanism to ensure sustainability of climate adaptation related training programs by designing and updating a centralized database of CCA training materials accessible to all ministries and housed in the Human Resource Management Service of Serbia;
  • Support the development of input and output templates for CCA and NDC reporting;
  • Participate in the capacity building events for data providers and data users related to CCA;
  • Assess the status and progress in adaptation finance flows, with recommendations for better financial planning and reporting.

Qualifications et expériences requises

Education:

 

  • University degree in natural sciences, environmental management, environmental law or other related fields;
  • Proven expert knowledge of the UNFCCC and Paris Agreement.

Experience:

 

  • At least 10 years of relevant professional experience in environmental protection and climate change related issues;
  • Knowledge of policies and sectorial plans and programs in the Republic of Serbia;
  • Knowledge of the specific climate change adaptation measures for Serbia; 
  • Knowledge of climate related data;
  • Demonstrable experience in training and capacity building of national stakeholders and institutions;
  • Experience in Policy/Regulatory and Institutional assessments;
  • Previous experience with UNDP is a great advantage;
  • Experience in working with wide range of stakeholders (private, governmental, etc.). 

Languages:

 

  • Fluency in English and Serbian language.

Financial Proposal

 

Lump sum contracts

 

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

 

Travel

 

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

 

Evaluation

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and                                                                                                                                         

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Additional Information:

 

  • Individual Contract (IC) will be applicable for individual consultants applying in their own capacity.  
  • Reimbursable Loan Agreement (RLA) will be applicable for applicants employed by any legal entity. Template of RLA with General Terms and Conditions could be found on: http://www.undp.org.rs/download/RLA%20with%20General%20Terms%20and%20Conditions.doc. In the case of engagement of Civil servants under IC contract modality a no-objection letter should be provided by the Government entity. The ‘no-objection’ letter must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status (if applicable), and include any conditions and restrictions on granting such permission, if any. If the previous is not applicable ‘leave-without-pay’ confirmation should be submitted.

Engagement of Government Officials and Employees:

 

  • Government Officials or Employees are civil servants of UN Member States.  As such, if they will be engaged by UNDP under an IC which they will be signing in their individual capacity (i.e., engagement is not done through RLA signed by their Government employer), the following conditions must be met prior to the award of contract: 

(i)       A “No-objection” letter in respect of the individual is received from the Government employing him/her, and; 

(ii)     The individual must provide an official documentation from his/her employer formally certifying his or her status as being on “official leave without pay” for the duration of the IC. 

  • The above requirements are also applicable to Government-owned and controlled enterprises and well as other semi/partially or fully owned Government entities, whether or not the Government ownership is of majority or minority status.   

UNDP recognizes the possibility that there are situations when the Government entity employing the individual that UNDP wishes to engage is one that allows its employees to receive external short-term consultancy assignments (including but not limited to research institutions, state-owned colleges/universities, etc.), whereby a status of “on-leave-without-pay” is not required.  Under such circumstance, the individual entering into an IC with UNDP must still provide a “No-objection” letter from the Government employing him/her.  The “no objection” letter required under (i) above must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status, and include any conditions and restrictions on granting such permission, if any.  The said document may be obtained by, and put on record of, UNDP, in lieu of the document (ii) listed above.
