The Investigations Section of the Office of Audit and Investigations (OAI) is responsible for conducting investigations into allegations of misconduct, such as fraud, corruption, retaliation on whistleblowers, workplace harassment, including sexual harassment, abuse of authority, violation or wilful disregard of UNDP regulations, rules, and administrative instructions, which involve UNDP staff and other personnel. The Investigations Section also investigates allegations of fraud and other financial irregularities committed by contractors, implementing partners and other third parties deemed detrimental to UNDP.  

OAI conducts investigations in accordance with the UNDP Legal Framework for Addressing Non-Compliance with UN Standards of Conduct and the OAI Investigation Guidelines.

This is a call for internship for the period 2021-2022. OAI will select top two applicants for internship beginning around May 2021. Other qualified applicants will be placed in OAI’s Roster for Internship.

The interns provide support to the Investigations Section in the conduct of investigations into allegations of various types of wrongdoing.

In carrying out this overall function, the interns may:

  •  Assist with the editing and review of investigation reports and other documents to ensure their legal conformity and that citations to evidence are accurate and complete;
  • Assist in drafting documents and communications with respect to cases under investigation;
  • Assist in the conduct of interviews with complainants, witnesses and subjects;
  • Assist in identifying, collating and analysing potential evidence;
  • Carry out legal research and drafts legal opinion memos on matters relating to the investigative process, in light of the jurisprudence of the United Nations Dispute Tribunal and the United Nations Appeals Tribunal;
  • Undertake other related tasks as requested.

Qualifications et expériences requises

Education:

Applicants must at the time of application meet one of the following requirements:

  • Be enrolled in a postgraduate degree programme (such as a master’s programme, or higher) in law or related field;
  • Be enrolled in the final academic year of a first university degree programme (such as bachelor’s degree or equivalent) in law or related field;
  • Have recently graduated with a university degree (as defined above) in law or related field and, if selected, must start the internship within one-year of graduation;
  • Be enrolled in a postgraduate professional traineeship program in law or related field and undertake the internship as part of this program.

Experience:

  • Knowledge of Microsoft Office programmes (word, power point, excel) required; and
  • Interest and/or experience in dealing with investigations, administrative and/or disciplinary law is desirable.

Language:

  • Fluency in written and spoken English required;
  • Proficiency in French and/or Spanish highly desirable; and
  • Proficiency in other languages desirable.

Work arrangement:

  • Internships are located at UNDP Headquarters in New York, however, due to the situation regarding the COVID-19 pandemic, the role may be home based.
  • Interns will need to use their own laptop/notebook.
  • Internships can be full-time or part-time.
  • Top 2 applicants will be selected for internships starting around May 2021; and for a calendar period of three to six months.
  • If and when OAI needs for additional interns during the period of 2021- 2022, OAI may select relevant candidates from the Roster of internship, provided that the selected candidates still meet conditions of internship listed below.

Conditions of internship:

Internships within the UN system are subject to following conditions, which the candidates should familiarize themselves with prior to applying:

  • Starting from January 2020 Interns who are not in receipt of financial support from other sources such as universities or other institutions will receive a stipend according to UNDP rules and regulations to partially subsidize their basic living costs for the duration of the internship.
  • Any further costs associated with the internship must be borne by the student, who will have to make his or her arrangements for travel, accommodation and other costs.
  • UNDP accepts no responsibility for the medical and life insurance of the intern or costs arising from accidents and illness incurred during an internship. The Intern must provide proof of enrolment in a health insurance plan.
  • The purpose of the Internship Programme is not to lead to further employment within the UN System, but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship. The Intern will not be eligible to apply for, or be appointed to, any post in UNDP during the period of internship or for the six months immediately following the expiration date thereof.
  • Interns are not staff members and may not represent UNDP in any official capacity.
  • UNDP only accepts interns for a minimum of 6 weeks and a maximum of 6 months.
