UNDP is committed into two very important projects jointly with the Ministry of Tourism and Environment (MoTE) which address assistance in biodiversity conservation and ecosystem management, as well as strengthening the capacities and equipping the human resource, namely National Agency of Protected Areas (NAPA) and Regional Administration of Protected Areas (RAPAs), dedicated to protected areas management and administration with tools and know how that enhance the financial sustainability.

Through the Italian Agency for Cooperation and Development (AICS) / the Italian government support, the project on Improving coverage and effectiveness management of Marine and Coastal Protected Areas (MCPA) Phase II, implemented targeting Karaburun-Sazan Marine Park, as an essential complement to its network of terrestrial PAs and contributes to Albania’s obligations under different UN Conventions and the EU accession process. In the meantime, the project is applying a BIO-GIS Master Plan tool to increase nature protection and manage economic values of biodiversity.

The other project financed by GEF, Ministry of Tourism and Environment and UNDP, intends to improve the overall management effectiveness of the country’s system of protected areas, addressing the gaps existing with the current funding for the PA system, and the capacities to administer and improve PA revenue streams. Therefore, the MoTE and its agencies are making concerted efforts to secure sufficient, stable and long-term financial resources for protected areas; to allocate these resources in a timely manner and appropriate form to cover the full costs of protected areas; and to ensure that the protected areas are managed effectively and efficiently with respect to conservation and other complementary objectives. Thus, activities are focused at two levels of support: building the financial management capacities of the agency responsible for administering the system of protected areas (NAPA); and demonstrating the efficacy of different financing strategies in a sub-set of National Parks: (i) Dajti National Park (DNP); (ii) Divjaka-Karavasta National Park (DKNP); and (iii) the Llogara-Karaburuni protected area complex (LKC).

Devoirs et responsabilités

The overall objective of the consultancy is to produce an interactive virtual tour based on 360 VR 2D-3D both pictures and videos (of 4K-8K-12K quality) as a digital tool-archive presenting the coastal and marine protected areas, with the main focus on MPA Karaburun-Sazan.

Specific tasks

Under the direct supervision of the project manager, the consultant will be required to do the following:

  • Develop the Interactive VR Tour concept and scenario to be discussed with the project team
  • Present a work plan of work and traveling days
  • Travel to Albania to collect media materials and make VR footage
  • Edit the footage in line with the script agreed and in consultancy with the project team
  • The contractors shall use their own VR quality multi-lens camera and professional stitching and editing software
  • Embed sub-titles in the video as per need

Duration and deliverables:

The duration of the assignment will be 25 days, within 3 months, with 10 days field mission. The indicative allocation will be the following:

  • After 1 month present the Interactive VR Tour concept/scenario and the program of work
  • After 2 months deliver the draft Interactive Virtual Tour
  • At the end of the assignment, deliver the final version Interactive Virtual Tour

Qualifications et expériences requises

Education

  • Advanced University Degree in marine biology, environmental management or related fields

Experience

  • At least 10 years of experience on research with a special focus on marine areas
  • Minimum of 10 years of working experience in the habitat conservation and MPAs programs
  • Extensive experience in footage and producing similar videos  
  • Knowledge with Marine and Coastal PAs in Albania.
  • Ability to work in a team and to motivate other team members and counterparts
  • Previous experience with UNDP and/or other international organization will be an advantage

Language:

  • Fluency in written and spoken English is required.

 

EVALUATION OF APPLICANTS

Only those applications which are responsive and compliant will be evaluated.

Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal.

Applicants obtaining 49 points or more of the total technical points will be considered for financial evaluation.

Combined weighted scoring:  Technical (70%); Financial (30%).

  • Professional experience and similar assignments experience          35 points
  • Knowledge with Marine and Coastal PAs in Albania                        25 points
