OHR, Talent Development Unit (TDU), based in Copenhagen, Denmark, plays an important role in the talent development process including developing frameworks, programmes, tools and partnerships. OHR/TDU is accountable for cultivating a UNDP culture of continuous learning and for ensuring UNDP’s offerings in learning and development optimize its investment in talent so that the organization has the human capability to deliver on its strategic goals. OHR/TDU provides thought leadership and is a role model for leadership development, organizational learning, capability development and career development. Enhancing learning and development in UNDP aims to achieve three objectives:

  1. elevate our organizational capabilities to enable UNDP to develop excellence in key areas,
  2. develop individual capabilities,
  3. develop managers to manage themselves and their people effectively.

The selected incumbent will provide technical support to enhance the virtual learning experience at UNDP by creating compelling content relevant to UNDP’s strategic priorities, leveraging modern learning technologies and design principles and support various talent development programmes and activities.

Institutional Arrangement

The incumbent will report to the HR Manager, Capability Development, Office of Human Resources, Talent development Unit. The incumbent will be responsible for the fulfilment of the deliverables / outputs as specified above.

Scope of Work

1) Virtual Learning Experience Design and Delivery

In support of UNDP’s strategic priorities, support the design and delivery of virtual talent development initiatives:

  • Support the business analysis / case to ensure virtual/e-learning solutions are aligned with organizational goals or programme outcomes as agreed.
  • Support the design and application of innovative instructional strategies and user-centered design approaches to build and enhance learning solutions.
  • Support the design and delivery of content and/or curriculums and other technology-enhanced learning solutions, including artificial intelligence, virtual reality and augmented reality application for staff development.
  • Create and support learning needs analysis with stakeholders.
  • Develop project management documents with detailed programme and financials components.
  • Create and / or utilize a variety of learning delivery modalities such as video, animation, simulations, social learning, blended approach, virtual ILT, gamification, assessments, surveys and other appropriate learning solutions for intended behavioral outcomes
  • Support and coordinate quality assurance tasks.

2) Communications and Knowledge Management

  • Support communications with stakeholders e.g. internal stakeholders to create learning content, external developers/vendors, learning programme participants.
  • Track enrollments, progress, assessments, completion rates for various learning activities, programmes.
  • Develop new pages on LMS/SharePoint website/or update existing pages based on the content provided by the team.
  • Capture relevant information to ensure knowledge management and sharing.

3) Monitoring, Evaluation and Reporting

  • Assist in monitoring the design and delivery of learning courses and products against project plans including budget.
  • Assist in developing learning evaluation and impact analysis surveys and analyze both quantitative and qualitative survey results to enhance the learning offering.
  • Assist in evaluation and reporting e.g. creating reports for different target groups.

4) OHR and Talent Development Support

  • Provide support for other OHR and Talent Development initiatives and programmes as needed.

5) Key results

  1. Design, creation and delivery of virtual learning courses and programme, enhancing the overall learning experience for the organization.
  2. Communications with stakeholders and external partners/vendors
  3. Support monitoring, evaluation and reporting to ensure quality control and continuous improvement of the virtual learning portfolio and products
  4. Provide support for other OHR and Talent Development initiatives and programmes if needed

Qualifications et expériences requises

Min. Academic Education

Master’s Degree in Educational Technology, Adult Education, Instruction Design, Human Resources Management, Business Administration/Management or any other relevant discipline. Or a Bachelor’s degree in above disciplines with additional two years of relevant professional experience may also be considered.

Min. years of relevant Work experience

Master’s degree with no experience, or Bachelor’s degree with at least 2 (two) years of relevant professional experience in talent development, learning content creation and project management

Required skills and competencies

Excellent knowledge of online course authoring tools, such as Articulate 360 (storyline, RISE etc.), captivate, HTML5 or similar.

Good knowledge of MS Office Suite, SharePoint, learning content creation and curation, learning technologies and LMS

Desired additional skills and competencies

Knowledge authoring tools to create graphic, animation, infographics, movies, podcasts etc. is an added advantage.

Experience in the UN system is an asset.

Required Language(s) (at working level)

Fluency in English required. Proficiency in another UN language an asset.
