UN Women JCO is committed to supporting the implementation of Jordan’s National Strategy for Women 2020 – 2025 (NSW) developed through an inclusive and consultative process led by the Jordanian National Commission for Women (JNCW) under the supervision of the Inter-Ministerial Committee for Women’s Empowerment (IMC) and endorsed by the Government of Jordan in March 2020 together with the first Governmental Gender Mainstreaming Policy (GMP) and the NSW Addendum that addresses COVID-19 response and recovery efforts from a gender perspective.

The 2020-2025 (NSW) in Jordan offers a roadmap and the Jordanian State's vision towards achieving gender equality and the empowerment of women, in line with SDGs and 2030 Agenda. The NSW will guide national and local priority actions to ensure policies are formulated and necessary budgets are appropriated to realize gender equality.

The Government of Jordan has committed to the design of governmental executive plans for the Strategy and a monitoring and evaluation mechanism for its implementation. The successful implementation of NSW hinges not only on development of action plans, but also on their inclusion within the Governmental Indicative Executive Program (GIEP) and any other relevant national plans such as the Jordan Response Plan (JRP). 

In its meeting held in January 2021, the IMC adopted the recommendations of JNCW to integrate the NSW under the GIEP 2021-2024 which is expected to be launched during February 2021. The GIEP is a national planning framework that defines the plans of different ministries and governmental and official institutions.

The process of integrating the NSW under broader cross-sectoral planning structures provides an opportunity for ensuring implementation of the strategy and achieving its expected outcomes and sets the foundations for the gender mainstreaming in other national planning structures through the development of a monitoring and evaluation framework with well defined indicators.

Against this background, UN Women Jordan is seeking to hire a national gender and strategic planning consultant, liaising with JNCW, UN Women and other national and international stakeholders, to support the process of developing the NSW action plan based on a thorough analysis of the GIEP, the SDGs updated roadmap and other related national plans, building the capacities of the technical focal points on concepts and requirements of gender inclusion and integration, provide collective and one-to-one technical support to line ministries and official institutions to finalize and compile the NSW action-plan. Additionally, the national consultant will support the development of a monitoring and evaluation framework with clear indicators that reflect the synergies with SDGs indicators and within a specific timeframe for implementation.

Objective of the Assignment:

The objective of this assignment is to support the i) efficient implementation of the NSW through providing technical advice to line ministries’ and government bodies focal points in identifying programmes and plans under the GIEP that respond to GEWE and opportunities for developing other programmes under different pillars that would achieve this purpose; ii) enhancing line ministries’ sustained internal capacities in integrating GEWE in their future planning processes and in monitoring and evaluating progress from a gender lens taking into account Jordan’s national, regional and international obligations in the field of GEWE and the 2030 Sustainable Development Agenda; and iii) enhancing national ownership and commitment of both the government and all relevant stakeholders towards the NSW implementation iv) developing a comprehensive action plan 2022-2024 and M&E framework for the NSW, that incorporates  all   activities, projects and programs in existing national plans for achieving GEWE in Jordan 

Devoirs et responsabilités

Under the overall guidance of UN Women’s Deputy Representative and direct supervision of UN Women’s Political Participation and Leadership Specialist and in close collaboration with JNCW’s relevant staff members, the national consultant will be hired to perform the following tasks:

 

  1. Desk review of relevant documents containing plans and recommendations related to the implementation of the NSW, i.e., NSW addendum on the Impact of Covid19, outcome documents of the NSW consultations, recommendations of the Women's Economic Empowerment Conference, Jordan’s 5 years Reform Matrix, the GBV/DV Committee and the matrix of priorities, the JONAP on 1325, the GMP, the mapping results of GEWE funded programmes, relevant National Strategies,
  2. Develop a work plan for the consultancy with deliverables/results, activities, timelines etc.
  3. Develop required templates for integrating the NSW under the GIEP and those for the action-plans related to other activities to be conducted by other stakeholders including private, public, and military sectors and civil society,
  4. Facilitate preparatory workshops for gender and planning focal points to introduce the NSW and its synergies with the GEP and other national plans and to inform them of the methodology of developing gender-responsive action plans,
  5. Provide technical support to gender and planning focal points within the work of their sectoral teams to support the inclusion of NSW objectives, outputs, indicators and related programs within the plans and programs of different sectors in the government executive program,
  6. Facilitate consultation workshops for sectoral teams with relevant stakeholders, private sector, civil society organizations and donors to ensure the continuity of the participatory approach in developing the NSW action plans under the GEP,
  7. Coordinate with the Gender Statistics Section/ DOS on producing and providing required data to identify baseline for indicators, review relative statistics issued by international agencies,
  8. Review draft plans submitted by the task forces from a gender perspective, propose amendments and modify sectoral plans to ensure the NSW objectives and indicators are reflected in the GEP and identify their intersections with different frameworks and commitments,
  9. Compile all the GEWE programmes and projects included in the final version of the GEP, in one comprehensive document and classify them under the NSW strategic goals to facilitate the implementation follow-up process.
  10. Develop an overall costed action plan and M&E framework for NSW including all activities, projects and programs in existing national plans for achieving GEWE in Jordan as determined by JNCW & UN women (covering government, civil society, private sector etc.) along with a monitoring plan, to be approved by UN Women and JNCW.

Functional Competencies

  • The consultant is expected to work at JNCW’s premises with expected visits to line ministries and governmental institutions.

The consultant is expected to be using her/his own computer.

Qualifications et expériences requises

Education

A master's degree in social science, development, planning, gender, or any relevant field.

Experience

  • At least 5 years of relevant experience in development and gender equality issues with experience in strategic planning, national action plans and gender responsive budgeting/gender integration in national policies and plans,
  • Experience in conducting policy analysis and costing of policies, with focus on GEWE, as well as experience in GEWE indicators and data analysis,
  • Previous experience in managing and facilitating GEWE workshops,

Previous knowledge of gender integration into government plans, budgeting, programmes and institutional action.

Evaluation Criteria

 

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Total Obtainable Score   70 %  

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
