UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality for women as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

As recognized by both global and ASEAN commitments, the impacts of disasters are not gender neutral, with women, children, the elderly, people with disabilities, and other vulnerable groups being among the most impacted. Over the past decade, Post-Disaster Needs Assessments from the region have shown that these impacts on women and girls are multi-dimensional, spanning impacts on livelihoods to education to health to unequal access to services and relief, calling for a multi-sectoral approach to systematically integrate such gender and protection considerations into disaster management. Furthermore, research led by the ASEAN Committee on Disaster Management (ACDM) with the IFRC has highlighted the urgency of acting to prevent and respond to gender-based violence in disasters[1], while research led by the ASEAN Intergovernmental Commission on Human Rights (AICHR) has pointed to both existing efforts and key gaps in not only addressing women’s vulnerabilities, but also catalyzing their roles as agents of change in disaster management in the region.[2]  

The programme “Strengthening Gender-Responsive Disaster Management in ASEAN,” implemented by UN Women in close collaboration with the ASEAN Secretariat aims to ensure that key relevant ASEAN sectoral bodies are supported with evidence based policy research and relevant technical capacity to integrate gender and protection framework to mitigate and prevent sexual and gender-based violence (SGBV). More specifically it aims to ensure that a protection (including SGBV and child protection), gender and inclusion lens is integrated in the design and implementation of the new ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025.

Under this programme, UN Women is providing technical support to the Technical Working Group on Protection, Gender, and Inclusion (TWG-PGI) in the development of an ASEAN Regional Framework and Guidance on Protection, Gender, and Inclusion in Disaster Management, which will aim to support achievement of the AADMER Work Programme 2021-2025 and other regional commitments by:

• Consolidating regional commitments across sectors to articulate a common vision for promoting protection, gender, and inclusion in disasters;
• Creating common understanding of benchmarks and priority actions for achieving inclusive disaster risk management;
• Proposing entry points for collaboration between NDMOs and gender machineries;
• Supporting countries in setting priorities, indicators, and targets for measuring progress in protection, gender, and inclusion at the national level, while providing indicators and a baseline for measuring progress at the regional level.

Against this context, UN Women is seeking a consultant with technical expertise in protection in disaster management to support in development of protection-specific benchmarks and indicators for the framework, aligned with key international and regional commitments.

Devoirs et responsabilités

Under the supervision and guidance of the Regional Humanitarian Advisor, and in close consultation with Strengthening Gender-Responsive Disaster Management in ASEAN project team, the consultant will undertake the following tasks:

1. Map key international and ASEAN regional commitments relevant to protection, including SGBV and child protection, in disaster management;
2. Based on mapping, develop draft benchmarks and indicators for the protection pillar of the ASEAN Regional Framework and Guidance on Protection, Gender, and Inclusion in Disaster Management;
3. Develop guiding questions on the protection pillar for consultations with ASEAN sectoral bodies and key dialogue partners;
4. Revise draft benchmarks and indicators following consultations;
5. Draft short guidance for operationalization of the proposed benchmarks and measurement against indicators;
6. Provide technical review of the full draft of the ASEAN Regional Framework and Guidance on Protection, Gender, and Inclusion in Disaster Management and provide substantive inputs towards its finalization from a protection perspective.

III. Expected Deliverables

Compétences

Knowledge and experience:

• Demonstrated knowledge of protection, disaster management, and the Asia-Pacific region, including experience in developing and implementing monitoring/evaluation strategies for protection
• Demonstrated experience providing policy advisory support to governments and/or inter-governmental bodies.
• Excellent writing skills.
• Previous experience with UN Women and other UN agencies an advantage.
• Fluency in English, with knowledge of other UN languages an advantage.

Qualifications et expériences requises

• Master’s degree in public administration, economics, gender studies, human rights, disaster risk reduction, humanitarian affairs, and/or any relevant field directly related to gender equality and the empowerment of women and girls;

• Minimum seven years of relevant work experience at national or international level in protection, disaster risk reduction, and/or humanitarian affairs, integrating a strong gender and inclusion lens.
• Demonstrated experience in establishing and/or implementing M&E strategies/plans in protection
• Demonstrated experience providing policy advice to national governments or regional bodies, with experience in ASEAN strongly preferred.
• Excellent writing skills in English.

Contract period and work location

The consultant will be home-based, with the ability to attend consultations and meetings in times compatible with working hours of ASEAN Member States, and the contract period will be for six months.

Financial/Price Proposal evaluation:

• Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
• The total number of points allocated for the price component is 100.
• The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
