UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. UN Women supports the UN Member States as they set global standards for achieving gender equality, and work with governments and civil society to design laws, policies, programs, and services needed to implement these standards. UN Women Egypt Country Office is based in Cairo and works in the three priority areas: Leadership and Political Participation; Economic Empowerment; and Ending Violence Against Women (EVAW).

Building on over 20 years of investments, partnerships, and technical expertise, UN Women Egypt Country Office (ECO)/s portfolio, in coordination with international development partners, supports national stakeholders in a) strengthening the capacity of duty-bearers to provide quality essential services for survivors of violence in an integrated and coordinated manner. In this regard, UN Women also supports the provision of shelters, legal aid, and psycho-social support for survivors of violence; b) advancing gender equitable social norms, attitudes, and behaviors at the individual and community level; and c) establishing and operating safe and economically viable public spaces for women and girls who are empowered to access and use them.

Objective of the Assignment:

UN Women seeks to recruit a national consultant to develop the content/script of 6 television episodes on violence against women and girls in Egypt and oversee all aspects related to the production and presentation of the episodes on television.

Devoirs et responsabilités

Under the overall guidance of the Deputy Country Representative and the direct supervision of the programme analyst of the Ending Violence against Women programme, the consultant is expected to:

  • Conduct research on violence against women in Egypt and propose topics for the episodes in consultation with UN Women;
  • Develop the script of 6 episodes of a TV program;
  • Manage all aspects related to the production and presentation of the 6 episodes on television;
  • The cost of the consultancy covers production and presentation of the 6 television episodes only and does not include the cost of airtime.

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in Political Science, Law, Mass Communication, or Gender Studies.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 20 years of professional experience in the field of gender, gender-sensitive legislation, and sustainable development;
  • Expertise in engaging with national media;
  • Expertise working with national partners and UN agencies;
  • Strong communication skills;
  • Previous experience in hosting a TV show is an asset.

Language Requirements:

  • Fluency in spoken and written Arabic and English.

Work Arrangements and Remuneration:

The selected candidate will be enumerated based on a lumpsum package in line with UN Women regulations and the identified list of deliverables mentioned in this Terms of Reference.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Technical Weight Criteria: 70% (70 points)

  • Master’s degree or equivalent in Political Science, Law, Mass Communication, or Gender Studies; (20)
  • A minimum of 20 years of professional experience in the field of gender, gender-sensitive legislation, and sustainable development; (10)
  • Expertise in engaging with national media; (20)
  • Expertise working with national partners and UN agencies; (10)
  • Previous experience in hosting a TV show. (10)

Financial Weight Criteria: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
