UNDP Barbados and the Eastern Caribbean began working in the countries of the Eastern and Southern Caribbean (Antigua and Barbuda, Barbados, Grenada, Guyana, Saint Lucia, Saint Kitts and Nevis, Saint Vincent and the Grenadines and Suriname) to improve institutional capacity for evidenced based decision making on youth crime and violence policy making and programming under the project, CariSECURE.  CariSECURE - Strengthening Evidence Based Decision Making for Citizen Security in the Caribbean, is a component of USAID’s Youth Empowerment Services (YES) project and is made possible by the support the United States Agency for International Development (USAID) and the technical assistance of the United Nations Development Programme (UNDP). The goal of the CariSECURE project is to improve youth crime and violence policymaking and programming in the Southern and Eastern Caribbean through the use of quality, comparable and reliable national citizen security information. The project intents to achieve two components: 1) improving the quality, comparability and reliability of data and information and youth crime and violence; 2) and regional collaboration and networking on youth crime and violence strengthened. These components will be achieved by improving regional and national institutional capacity to collect, monitor, and analyses citizen security and apply it to decision-making and policy formulation at both levels.

CariSECURE will also be the implementing project supported by the UNDP as implementing agency to support the Office of the Attorney General of Barbados on interventions to mitigate against Trafficking in Persons.

For several years, Barbados has been described as a source and destination country for Human Trafficking based on Trafficking In Persons (TIP) Reports from the US State Department.  Additionally, it is being characterized as a place where domestic and foreign women are exploited, particularly for sex trafficking. The 2020 Report, like its predecessors, has indicated that the Government of Barbados does not fully meet the minimum standards for the elimination of trafficking, although making concerted efforts to do so. As a result, Barbados was remained on the Tier 2 Watch List

In the absence of data on activities or cases of human trafficking, the Government of Barbados has implemented a national action plan which includes a communications campaign aimed at sensitizing and educating the public on all aspects of human trafficking. A critical part of this campaign is a public opinion survey among citizens and residents on their knowledge, experience, and attitudes on trafficking in of persons in Barbados.

 

Devoirs et responsabilités

The Consultant will be responsible for the following:

  • Working with the Office of the Attorney General and the National Task Force on Human Trafficking on the design and layout of the questionnaire within an electronic format for use in self-administered and/or interview administered modalities in a virtual setting

  • Provision of Equipment (e.g. tablets for Computer assisted interviews)

  • Provide training for enumerators in executing the data collection process

  • Supervising and guiding the data collection process

  • General literature review and secondary data collection

  • An initial report and a set of recommendations will be submitted to the Office of the Attorney General and later to the National Task Force on Human Trafficking and other relevant partners for review and feedback

  • The Consultant will incorporate recommendations and compile a final report that outlines findings from throughout the process

  • Preparation of a set of recommendations for action priorities on effectively handling human trafficking

Qualifications et expériences requises

Advanced degree in the fields of Social Sciences, Criminal Justice, Criminology, or related fields
