Historique

The UN Women Regional Office for Arab States (ROAS) exercises UN Women functions at a regional level and in support of UN Women’s engagement in 17 countries across the region. Drawing from UN Women’s triple mandate, ROAS promotes the realization of gender equality and the empowerment of women through active engagement in all five outcome areas of the UN Women Global Strategic Plan (2018-2021). ROAS engages with several regional and global intergovernmental processes in ensuring gender equality is an integral part of norms and standards and promotes women’s full participation and leadership in policy processes and gender-responsive governance systems, including gender statistics.  ROAS aims to advance supportive regulatory frameworks for promoting decent work and enterprise development, including for women migrant workers; and promotes private sector engagement and Women’s Empowerment Principles. Focusing on prevention and response as the main areas, ROAS works to eliminate violence against women. ROAS’s programming takes a gender-responsive approach to the prevention of violent extremism and supports the integration of gender considerations into humanitarian action.

UN Women supports the Kingdom of Bahrain to administer the second round of the H.R.H. Princess Sabeeka Bint Ibrahim AI-Khalifa Global Award for Women's Empowerment. This Global Award was launched in March 2018 and the winners of the first winners were selected in 2019. The present consultancy will directly contribute to the screening and pre-evaluation of the Global Award applications, as well as supporting media outreach concerning the Award and related development priorities for women’s empowerment.

This assignment is home-based and part-time for a total of 60 working days across six months. 

Devoirs et responsabilités

Working under the supervision of the Coordination Specialist, and with day-to-day guidance provided by the Regional Communications Associate, the consultant will perform the following tasks:

  • Screen the submitted applications in a timely manner according to determined timelines;
  • Maintain records and filing of applications and related documentation;
  • Assist in coordinating and documenting discussions related to the Global Award;
  • Prepare minutes for meetings related to the Global Award;
  • Assist in preparation of briefing kits and relevant materials required for the evaluation processes;
  • Maintain and update the applications' database;
  • Maintain and update the database on networks, including media and non-media networks, for dissemination of information regarding the Award;
  • Conduct online research and maintain a database on leading personalities in the Arab States region who may be considered to become gender equality champions;
  • Perform other duties as requested.

  • Good knowledge of gender equality and women’s empowerment issues in the Arab States region.
  • Working experience with UN Women is an asset. 

Language Requirements:

  • Fluency in written and spoken English and Arabic is required.
  • Knowledge of another UN language is an asset.  

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

1. Education

  • Master’s degree, preferably in Law, Political Science, Development, Gender Studies or a related field.

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • A cover letter with a brief presentation of your consultancy explaining your suitability for the work;
  • UN Women Personal History form (P-11) which can be downloaded from http://www.unwomen.org/about-us/employment;
  • Personal CV; and Financial proposal; Proposed inclusive daily rate.

The above-mentioned documents should be merged in a standalone file including all of them since the online application submission does only permits uploading one file per application. Incomplete submission can be a ground for disqualification.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.
