Travel:

  1. UNDP will cover the cost of travel of the individual to the duty station (Tunis, Tunisia), as well as their return to their home upon completion of their services.
  2.  If mission to Libya are required, UNDP will cover the expenses associated with the mission travel.

Office/Unit/Project Description 

UNDP is working rapidly to respond to the crisis in Libya by undertaking projects to help stabilize the country and instill trust and confidence amongst communities, and between communities and the government. The UNDP Libya Country Office (CO) has made strong commitments to international donors and its Libyan counterparts to help restore and improve public services; enhance the effectiveness and reach of existing public institutions; expand civic engagement and participation in political and development processes; increase economic opportunities in a more diversified economy; strengthen social cohesion, reconciliation and transitional justice initiatives; and contribute to stability throughout the country to ensure development gains.

“Strengthening Local Capacities for Resilience and Recovery” (SLCRR) is a multi-year and multi- phase action funded by the EU aiming at supporting local authorities in Libya to respond to the many conflict and human mobility induced challenges that impact negatively people’s access to essential services, sustainable livelihoods, social cohesion and community security.

The overall objective of the project is to contribute to improving the living conditions and resilience of vulnerable populations (including migrants, refugees, IDPs, returnees and host communities) in selected municipalities and communities across Libya.

The project is built around three specific objectives:

  1. Strengthening responsiveness of local institutions in delivering essential public services to crisis-affected populations and in leading recovery processes;
  2. Enhancing communities and local stakeholders’ capacity to improve social cohesion and community security;
  3. Strengthening economic opportunities for youth and vulnerable groups (including women) through inclusive and participatory local economic recovery.

SLCRR encompasses large and complex project implementation arrangements and it requires additional support to kick-start/implement activities as well as expand partnership/engagements with implementing partners. The project is expected to further expand in the Fezzan Region.

Under the overall supervision of the SLCRR Project Manager, the Output Lead –Social Cohesion will support the management of the social cohesion output, including by developing and implementing strategies, plans and activities, developing and maintaining partnerships and knowledge management.

Institutional Arrangement

The Output Lead – Social Cohesion will report to SLCRR Project Manager. She/he will work closely with the Project Specialist, regional coordinators, other project Output Leads as well as with the Programme Management and Support Unit (PMSU) and the CO Operations units.

S/he will provide bi-weekly status reports summarizing all aspects of the project as well as insight into potential challenges.

Scope of Work

1. Facilitates identification and implementation of strategies and activities on social cohesion and peacebuilding by carrying out the following tasks:

  • Contribute to design of programme strategies to guide the project work on social cohesion/peacebuilding/conflict prevention/mediation in line with the local context in target areas;
  • Ensure synergies of the activities under the SLCRR Social Cohesion Output with other UNDP programmes in order to optimize positive impact of UNDP’s interventions;
  • Provide technical advice to implementation partners to ensure their activities are in line with the planned objectives of UNDP;
  • Develop detailed annual work plans for the Social Cohesion Output, including assurance plans in accordance with UNDP’s rules and regulations.

2. Supports day-to-day management of Social Cohesion Output in line with the results-based-management approach and the Programme Operations, Policies and Procedures (POPP) guidelines through the following tasks:

  • Coordinate processes to sub-contract responsible parties/implementing partners for implementation of the output activities, including by designing TORs, Request for Proposals, capacity assessment of parties, evaluation of bids, preparation of procurement packages and issuing of contracts;
  • Day-to-day monitoring to ensure the project activities are implemented in line with the planned schedule and agreed targets;
  • Keep regular track of budget, expenditures, and balances to identify any financial issues and address them in a timely manner;
  • Liaise with the M&E staff to set-up a system to gather, collate and analyze data;
  • Provide inputs for result-oriented progress reports, information materials, and publications on the output activities in line with UNDP and donor requirements.

3. Contribute to facilitating partnerships with key actors, including government counterparts, civil society, and academia, for successful implementation of the Social Cohesion Output, policy advocacy and resource mobilization:

  • Analyze donor priorities to identify resource mobilization opportunities for social cohesion and peacebuilding and prepare substantive concept notes and project proposals as required;
  • Establish and maintains partnerships with relevant actors at the national and international level as well as national and international organizations to build synergies and achieve greater impact of the UNDP interventions;
  • Participate in UNDP and UN wide task forces and working groups on cross-cutting themes as requested.

4. Lead the coordination of the Conflict Prevention and Peacebuilding Platform to be set up by UNDP and any other tasks as required by the SLCRR Project Manager.

Qualifications et expériences requises

Min. Academic Education

  • Master’s degree, preferably in peacebuilding, social cohesion, conflict prevention, social sciences, political sciences, international development or other related field.

Min. years of relevant Work experience

  • 5 years prior working experience in design and implementation of social cohesion/peacebuilding/conflict prevention projects.

Required  skills and competencies

  • At least 2 years experience in crisis and post-conflict environment is required.
  • Proven experience in result-based management.

Desired additional skills and competencies

  • Past experience with UN/UNDP Conflict Prevention and Peacebuilding guidance and implementation methods is a strong advantage.
  • Experience and knowledge of development issues and challenges in Libya is an asset.
  • Competence of mainstreaming gender into project implementation is an asset.
