Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Office/Unit/Project Description  

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work is carried out through a network of advisors and specialists located at HQ, Regional and Country Office levels, to ensure that local knowledge and context specific expertise is linked to cutting-edge global perspectives and advocacy. In this context, UNDP provides its policy advisory and programme support functions through the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains, in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan and works closely with the Crisis Bureau (CB) that has the responsibility to guide and implement UNDP’s corporate crisis-related strategies and vision for crisis prevention, response and recovery. The Nature, Climate and Energy Team as part of the GPN, supports countries to promotes and scales up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas. 

The NCE Team works with governments, civil society, and private sector partners to integrate natural capital, environment and climate concerns into national and sector planning and inclusive growth policies; support country obligations under Multilateral Environmental Agreements; and implement the UN’s largest portfolio of in-country programming on environment, climate change, and energy. This multi-billion dollar portfolio encompasses: Biodiversity and Ecosystem Services including forests; Sustainable Land Management and Desertification including food and commodity systems; Water and Ocean Governance including SIDS; Climate Change Mitigation and Adaptation; Renewable and Modern Energy; Extractive Industries; Chemicals and Waste Management; Environmental Governance and Green/Circular Economy and SCP approaches. This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.

In addition to UNDP’s bilateral partnerships on natural capital, environment and climate, UNDP is an accredited multilateral implementing agency of the Green Climate Fund (GCF), the Multilateral Fund (MLF), and the Global Environment Facility (GEF) which  includes the Global Environment Facility Trust Fund (GEF Trust Fund); the Nagoya Protocol Implementation Fund (NPIF); the Least Developed Countries Fund (LDCF); and the Special Climate Change Fund (SCCF)). As part of UNDP’s partnership with these vertical funds, UNDP provides countries specialized integrated technical services for eligibility assessment, programme formulation, capacity development, policy advice, technical assistance, training and technology transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services.

Within this overall background, NCE cluster is seeking a Portfolio Database Officer to support the NCE on: Vertical Fund (VF) portfolio database management, data maintenance and cleaning, and organization. The Portfolio Database Officer is expected to develop and manage interactive state-of-the-art data visualization products, develop and manage dashboards and databases, and provide support to developing new functionalities in the data management system (Project Information Management System- PIMS+).

Institutional Arrangement

•The Portfolio Database Officer  will work from home; 
•The Portfolio Database Officer  will report to, and be directly supervised by the Digital Innovation Specialist, based in New York;
•The Portfolio Database Officer  will be given access to relevant information necessary for the execution of the tasks under this assignment;
•The Portfolio Database Officer will be responsible for providing her/his own work station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection; 
•Given the global consultations to be undertaken during this assignment, the Portfolio Database Officer  is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones.

Devoirs et responsabilités

The individual is expected to assist with the following functions:

•General data management to support NCE Directorate;
•Work with business units to facilitate defining of system specifications for PIMS+ development;
•Manage system developers and act as liaison with business units;
•Support various levels of VF pipeline and portfolio database monitoring, tracking and reporting;
•Support the NCE team with the creation of information/data management system and databases;
•Conduct portfolio data mining, produce maps and design presentations; 
•Support the NCE team with quality assurance of PIMS+ data;
•Support data governance across the VF pipeline and use of data to identify, analyze and interpret pipeline trends or patterns in complex database;
•Clean, process, and maintain databases in the PIMS+ workspace;
•Develop and implement improvements to data platforms used in VF to improve user-friendliness;
•Provide data support to portfolio project management team;
•Support data inventory within the portfolio and beyond;
•Work with internal stakeholders to understand their data needs for portfolio management;
•Align GCF reporting terminology with PIMS+ and develop specs for a dedicated dashboard for GCF reporting/data analysis;
•Review and validate data in the Accredited Entities (AE) portal and support communication with GCF ICT on issues;
•Validate financial figures for GCF projects against the Funded Activity Agreement (FAA) schedule 2 budgets;
•Integrate GCF platforms with PIMS+ to facilitate timely submission and review of programme documents;
•Monitor, track and issue reports on FAA conditions and covenants (C&Cs), including advancing the PIMS+ platform;
•Other duties as requested by the supervisor and NCE Directorate.

Qualifications et expériences requises

in. Academic Education

Master’s degree in data science, economics, business administration, political science, environmental management, energy, statistics or other relevant field.

Min. years of relevant Work experience

At least 2 year of relevant work experience in portfolio management and data management.

Required  skills and competencies

  • Experience working in international organization
  • Proficiency in managing financial, project or programmatic data
  • Experience in preparing system specifications and/or managing system development projects
  • Experience validating financial tables and checking for accuracy
  • Knowledge of at least one: Tableau, Power BI and/or GIS software (e.g. ArcGIS).

Desired additional skills and competencies

• Experience and knowledge in data management for portfolios of environmental vertical fund projects (Global Environment Fund and/or Green Climate Fund in particular) or similar funding organisations would be highly desirable
• Knowledge of environment, climate change, energy or other related field is desirable
• Working knowledge of other UN languages is an advantage

 

Required Language(s) (at working level)
