There are an estimated 32 million fishers in Asia.  Fishing sector in Thailand, China, Japan, and the Republic of Korea relies on migrant workers from Cambodia, Thailand, Indonesia, the Philippines, and Viet Nam.  In 2017, the Thai fishing and seafood processing sectors together employed more than 600,000 workers, of whom 302,000 were registered migrant workers primarily from Thailand and Cambodia.  Within this context labour exploitation and human trafficking – particularly affecting vulnerable migrants – are prevalent.  While efforts to address such exploitation within these sectors have developed over recent years, there still exist gaps in frameworks for ensuring the enforcement of labour standards and proper mechanisms for the identification, referral, and (re)integration of victims of forced labour and human trafficking.  

To address these gaps UNDP will partner with ILO and IOM on an EU-funded regional programme on labour migration in the fishing sector.  To strengthen policy and practice, UNDP – positioned as it is with long-established relationship with regional stakeholders – will support further development of the transnational referral mechanism through the Coordinated Mekong Ministerial Initiative against Trafficking (COMMIT) Process for victims of trafficking/forced labour and vulnerable migrants. 

This specific initiative falls under UNDP Bangkok Regional Hub Human Mobility Team’s work strengthening multi-stakeholder responses to ensure that the opportunities of migration for driving development are harnessed and the challenges of forced migration/displacement addressed.  

Objective

The objectives of this assignment are to:

• Develop a TRM framework document through consultation with key stakeholders, that can then be piloted prior to proposal for adoption by COMMIT member governments.  

Scope of Work

The Consultant will:

• Develop and conduct a scoping survey on key issues the TRM needs to address (with support from UNDP national project personell) and produce an ‘Options Paper’ that serves as the basis for national and intergovernmental consultation on the TRM
• Support the planning of and participate in UNDP-organised national and intergovernmental consultation on the TRM, including collecting and collating data relevant to the TRM development
• Develop a zero draft of a TRM framework document, that outlines – at minimum – the structure and functions of the TRM to be presented at an intergovernmental meeting of COMMIT
• Develop a final draft based on feedback from stakeholders at the COMMIT intergovernmental meeting – and further consultation, if necessary.

The Consultant will work under the supervision of the Economic Recovery, Livelihoods, and Human Mobility Advisor at Bangkok Regional Hub, with support from the Anti-trafficking Coordination Consultant.

Duty Station

Home- based Telecommunication with UNDP staff, project partners and other relevant stakeholders is required. No travel.

Educational Qualifications

Experience

• At least 10 years working in research and policy research and policy related to human trafficking
• Previous experience conducting research that supports the development of systems for trafficking victim protection and (re)integration required;
• Knowledge of gender and human-rights issues an advantage.
• Strong research and analysis skills, with a focus on delivering policy solutions
• Knowledge of outward international migration and anti-human trafficking patterns in the Greater Mekong Subregion, particularly trafficking victim support/services and referral;

Language

• Excellent command of written and spoken English.
• Strong written and verbal presentational skills.

Price Proposal and Schedule of Payments

The contract will be based on Lump sum

The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages:

• Deliverable 1 - Options Paper developed and presented at consultations: 25% of total contract amount
• Deliverable 2 - Approved TRM zero draft and presentation at intergovernmental meeting of COMMIT: 50% of total contract amount
• Deliverable 3 – Approved Final draft of TRM framework document: 25% of total contract amount

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.   

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology;

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%) *and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced qualified proposal received by UNDP for the assignment.

• Only those applications which are responsive, compliant and accept in general condition will be evaluated;
• For those who passing technical and interview evaluation above, offers will be evaluated per the Combined Scoring method:

a.   Technical Evaluation (70%)

b.   Financial Evaluation (30%)

Technical Criteria for Evaluation (Maximum 100 points)

• Criteria 1: Relevance of education - Max 10 points;
• Criteria 2: Experience working in research/ policy research/ Policy development related to human trafficking.- Max 30 points;
• Criteria 3: Experience/Knowledge of trafficking victim protection and (re)integration development of systems - Max 30 points;
• Criteria 4: Knowledge/ Experience of outward international migration and anti-human trafficking patterns in the Greater Mekong Subregion.- Max 10 points;
• Criteria 5: Knowledge of gender and human-rights issues – Max 10 points;
• Criteria 6: Excellent analysis and report writing skills – Max 10 points;

Only candidates obtaining a minimum of 70 points (70% of total 100 points in technical evaluation) would be considered for Financial Evaluation respectively.
