UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

The Policy, Programme and Intergovernmental Division (PPID) provides global support to UN Women offices at Headquarters and in all field locations to deliver results in support of UN Women’s Strategic Plan 2018-2021 and internationally agreed goals on gender equality and women’s empowerment, including the Beijing Platform for Action and the 2030 Agenda for Sustainable Development. The Division provides intellectual and strategic leadership on normative support and the delivery of integrated policy and program advice, including through policy analysis and gender mainstreaming. The Division leverages innovation, knowledge management, and cutting-edge technical expertise to support UN Women programmes and to build the capacity of partners to deliver results on gender equality and women’s empowerment.

To successfully perform its mission/mandate, PPID is organized into Sections, bringing together technical experts who undertake issues-based research; analyze data on country, regional or global trends; build a knowledge base on normative commitments and their implementation; propose evidence-based options for global policy, norms and standards; and contribute substantive inputs to policy advocacy and technical cooperation programmes.

The Research and Data Section in PPID is responsible for leading UN Women’s research and data agenda and for positioning UN Women as a global knowledge broker on gender equality and the human rights of women and girls. It produces knowledge products, including UN Women flagship publications such as Progress of the World’s Women and The World Survey of the Role of Women in Development and the organization’s policy brief series. Based on the latest available research and data, these publications support UN Women’s intergovernmental work, including in relation to the Commission on the Status of Women and the High-Level Political Forum on Sustainable development.

Under the supervision of the Research Specialist, Research and Data Section, the Programme Analyst is expected to provide the Research and Data team with research and coordination support.

Devoirs et responsabilités

Provide research and analytical support to UN Women’s flagship reports, including Progress of the World’s Women and World Survey, and other research and data products:

  • Conduct bibliographical searches and literature reviews;
  • Identify and analyze relevant developments at the country level;
  • Provide technical support for the commissioning of background research by conducting bibliographical searches, reading relevant papers and proposing relevant researchers;
  • Provide technical inputs to the preparation of concept notes, research and funding proposals; as well as to the elaboration of outlines, chapters, boxes, infographics and related material;
  • Review and comment on commissioned background research.

Provide organizational, logistical and outreach support related to UN Women’s flagship reports and other research and data products:

  • Draft terms of reference, preparatory materials and meeting reports; 
  • Manage communications with external collaborators, including background paper authors, advisory group members and consultants;  
  • Liaise with regional and country offices throughout the research, writing and dissemination process;
  • Provide logistical support to the organization of internal and external meetings.
  • Convene and coordinate the research and data section’s working group on outreach, to ensure internal and external audiences know about its outputs.

Provide substantive support to UN Women’s engagement in normative processes, including the Commission on the Status of Women and the 2030 Agenda:

  • Follow and support internal working groups, including inputs into interagency work and participation in civil society and interagency consultations;
  • Provide technical inputs to the elaboration of key documents, including concept notes, talking points, briefing notes, and chair’s summaries; and Secretary General reports, including the World Survey on the Role of Women in Development;
  • Provide logistical coordination to the organization of ministerial roundtables, side events, and Expert Group Meetings.

  • Quality analysis and research support and inputs to flagship reports and other knowledge products through the preparation of concept notes, proposals, literature and materials;
  • Quality organizational and logistic support to the preparation and publication of flagship reports and other knowledge products through efficient and effective communication, and planning and organizing;

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 2 years of relevant experience, particularly in supporting research and policy analysis related to gender equality and women’s rights;
  • Previous experience on flagship reports and/or intergovernmental processes is an asset.

Languages:

  • Excellent command of English (oral and written);
  • Knowledge of the other UN official language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
