Background and Justification

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Security Council resolution 1325 (UNSCR 1325), unanimously adopted in October 2000, stressed the importance of the equal participation and full involvement of women in all efforts to maintain and promote peace and security. In the years since, seven additional resolutions on women, peace and security (WPS) have been adopted. That created a robust framework for implementing the WPS agenda and reinforced global, commitments, treaties and conventions on women’s rights, including the 1979 Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the 1995 Beijing Declaration and Platform for Action.  UN partners in Somalia operationalizes the above through Joint Programming Initiatives (JPs) developed to achieve transformative results for gender equality and women empowerment in line with the UNSCF 2021-2025, NDP-9, National Action Plan on Sexual Violence in Armed Conflict, Somalia Women’s Charter and the draft National Action Plan on Women, Peace and Security. The JPs also responds to the expanded agenda for SCR 1325, Beijing+20 and the Sustainable Development Goals (SDGs). 

The resolutions on sustaining peace (S/RES/2282 and A/RES/70/262) offer a comprehensive approach to peacebuilding that prioritizes supporting capacities for peace across the conflict cycle. These resolutions also recognize the importance of joint analysis and effective strategic planning across the United Nations system in its long-term engagement in conflict-affected countries while underscoring the importance of inclusivity of women, youth and CSOs as critical in all conflict prevention and peacebuilding efforts.  

In Somalia, the Government and the CSOs have taken a number of initiatives to operationalize the WPS agenda.  The Ministry of Women and Human Rights Development (MoWHRD) with support of UN Women, UNDP and other development partners has led the development of the Somalia Women’s Charter.  The Somali Women’s Charter lists down priorities identified by Somali women and gender champions during the Somali Women’s Convention which took place over three days in March 2019, which is also reinforced by a national consultation meeting held on 15 December 2020. The Charter assures unconditional commitment to gender equality, human rights and empowerment of women, zero tolerance to gender-based violence (GBV), justice for all, women’s economic empowerment, reconciliation and peace for women at the center of transitional justice.  To operationalize the WPS agenda and the Somali Women’s Charter the MoWHRD has also identified and designated “Charter Champions” for oversight and support to implementation of the Somali Women’s Charter.

UN Women Somalia also supported the Ministry of Women and Human Rights Development in developing a draft National Action Plan on Women, Peace and Security and the Somalia Women Charter. The plan is in draft form and expected to be finalized by September 2021.

In order to strategically engaging in planning processes around the above areas  and position UN, Government and CSOs partners to mainstream gender and promote women and youth participation in the response, an expert consultant is required to convene and execute PBF full proposal development processes in Somalia and also support the finalization of the NAP on SCR 1325 utilizing methodology that the UN and Government partners through a consultative process have adopted as part of a joint gender-responsive conflict analysis initiative.

Devoirs et responsabilités

  • Under the overall leadership of the UN Women Country Program Manager, Somalia and in close coordination with the WPS HQ and RO Advisors and in collaboration with the participating UN agencies, relevant government partners, the WPS program Development Consultant will advise, coordinate and support the substantive development of three Peace Building Fund (PBF) funded Women, Peace and Security Program and the Youth Program projects in Somalia.

  • Conduct a desk review and analytical assessment to inform the design development and of the full-fledged joint programme documents on WPS and Youth. The Consultant will review the global evidence base on WPS, encompassing Women leadership and participation in peace, reconciliation, negotiations and leadership; Examine and outline key lessons learned that should inform the country programme. S/he  will identify planned future interventions with which PBF can collaborate, and ensure synergies to maximize WPS program impact;

  • Stakeholder engagement and participation: Propose the format and programme of consultations with stakeholder groups (including organizations that represent the voice and views of women and girls, women peace builders and youth);

  • Plan and undertake several stakeholder consultations at all levels, including UN, Government, CSOs and other stakeholders;

  • Coordinate and provide technical support and draft the Joint Country Programme, containing a clear theory of change - localize the global Theory of Change to the Somalia context aligned to SCR 1325 and subsequent resolutions, UNSCF, NDP-9 and the Somalia Women Charter;

  • Develop Results framework with a clear MEALPlan and age and gender sensitive tools that will be used during the implementation;  

  • Provide technical support to the MoWHRD in finalization of the National Action Plan on SCR 1325 and Somalia Women Charter; 

  • Carry out other relevant tasks that may arise during the contract period

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.

  • Experience:

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women, Peace and Security, Women’s Political Empowerment and Leadership;

  • Extensive experience in supporting the development of NAPs on UNSCR 1325;

  • Experience in coordination and development of joint programs through engaging various stakeholders on WPS;

  • Proven experience facilitating high level consultative workshops for Governmental Institutions and CSOs;

  • Experience working with the UN and multilateral organizations in conflict and post-conflict contexts with demonstrated ability to deliver preferably in Africa.

  • Experience developing and monitoring programmes funded by the Peacebuilding Fund highly desirable.

  • Excellent written and verbal communication skills in English.

  • Ability to work independently and deliver on tight timelines.

  • Outstanding partnership skills, particularly with civil society and government stakeholders.
