The purpose of this consultancy is to support the implementation of research and analytical activities by various units within UN Women Regional Office for Asia and the Pacific by, in particular, supporting data analysis and research in the areas of sustainable development, climate change, peace and security from a gender angle.

2. UN Women Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

3. Assignment Background:

 

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (Women Count)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Asia-Pacific regional component of the MEWG Programme encompasses a multi-year and multi-country programme of work with particular focus on implementing and supporting regional and country-specific activities in Asia and the Pacific. This includes work in the three inter-related key areas: (1) Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs; (2) Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and (3) Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production. As part of the Women Count programme, UN Women’s statistics team also supports other teams in the production of analytical products across all thematic areas of the organization. These include, among others, advancing women, peace and security and humanitarian action in the ASEAN region; strengthening gender-responsive disaster preparedness in ASEAN; addressing gender and corruption across Asia and the Pacific; measuring the gendered effects of climate change in countries across the region; and informing inter-governmental processes with gender data for evidence-based decision-making. 

 

Within the context of implementing the programme of work of UN Women’s Asia-Pacific regional office, and with the ultimate goal of enhancing the quality, availability and use of gender statistics and research in the region, UN Women is producing a number of research products and data events. This consultant will contribute to the creation of multiple knowledge products, including through microdata analysis and reprocessing. The consultant will report to UN Women’s Regional Advisor on Gender Statistics for Asia and the Pacific.

4. Scope of work:

  • Prepare a report on gender and corruption in Asia and the Pacific
    • Conduct new analysis and re-process existing data from perception surveys to calculate estimates for on corruption variables for Asia and the Pacific.
    • Utilize statistics from victimization and other surveys to complement analysis on corruption and crime across the region.
    • Generate charts and infographics to depict key findings.
    • Utilizing this and other existing analysis (including pre-processed data), draft a report on corruption and gender for Asia and the Pacific.
  • Draft a data-driven report on Women, Peace and Security and Gender-related Humanitarian analysis for the ASEAN region
    • Conduct research to gather existing data on WPS and Humanitarian issues from a gender perspective in the ASEAN region.
    • Liaise with partners to obtain access rights to microdata sets for analysis.
    • Analyse existing microdata from post-disaster needs assessment surveys, world gallop polls and other sources to collate information on several areas of WPS and humanitarian affairs, including the linkages between peace, development and humanitarian issues.
    • Generate country estimates and regional aggregates and create data tables and related graphs.
    • Draft a report on this topic for the ASEAN region, including data estimates, research and graphics.
  • Conduct analysis on Sustainable Development outcomes and prepare data factsheets for at least one country
    • Gather existing information on all three dimensions of Sustainable Development from a gender perspective. This includes existing microdata from global databases, as well as publicly available related microdata sources, such as relevant surveys and census.
    • Carry out data analysis to summarize existing information.
    • Generate data tables for key indicators.
    • Create graphs and infographics using these estimates.
    • Draft a country factsheet using data and additional research.
  • Support the creation of survey materials in the area of gender and the environment
    • Under the guidance of the gender statistics team, develop a standard enumerator’s manual for data collection utilizing UN Women’s model questionnaire on gender-environment statistics.
    • Create a tabulation plan for countries willing to compile data on the gender-environment nexus utilizing the questionnaire, informed by the Asia-Pacific indicator set on gender and the environment.
    • Prepare training materials for to support the collection and use of gender-environment statistics across the region
  • Conduct data analysis on gender, climate change and disasters and draft background documents for related events in select countries.
    • Conduct data analysis on climate change and disasters for select countries across the region.
    • Draft data briefs, including data tables, data visualizations and text, on gender, climate change and disasters for select countries, in coordination UN Women teams in country offices and at the regional level.
    • Draft background documents for at least one user-producer dialogue or data related event in the area of gender, climate change and disasters.
  • Support with integrating evidence-based gender considerations in Common Country Analyses (CCAs), the UN Sustainable Development Cooperation Framework (UNSDCFs) and on the UN Country Team System Wide Action Plan Gender Equality Scorecard processes.
    • Analyze microdata to inform these processes.
    • Create data tables and visualizations, as needed.
    • Support with data verification, accuracy and consistency checks.
    • Develop training resources and support the capacity building of UN Country Teams (UNCTs) Gender Theme Groups (GTGs) on the application of gender statistics in the development of CCAs and UNSDCFs and in implementing the UNCT SWAP Gender Equality scorecard exercise.
  • Support with data gathering, cleaning, processing, analysis, visualization and other related statistical activities, for advocacy efforts to normative commitments on gender equality and women’s empowerment
    • Support the Gender Statistics team, as needed, with the analysis of microdata.
    • Write code for microdata analysis and generate registries for ease of reference,
    • Create data tables and visualizations, as needed.
    • Support with data verification, accuracy and consistency checks of reports and advocacy tools and resources.

  • Excel sheets with data tables and graphs, for each piece of analysis completed.
  • Log files with lists of comments received and responses on how these were addressed, for each report or publication drafted.
  • Power Point presentations and syllabus for training materials, where relevant.

Qualifications et expériences requises

7. Eligibility criteria

  • Master’s degree in the field of statistics, mathematics, computer science, data science, econometrics, gender statistics, international development, or other related area.
  • A minimum of 2 years professional experience in microdata analysis, preferably from a gender perspective.
  • Additional experience on academic or scientific gender data analysis and research a plus.
  • Proven track records of publications, preferably analytical publications on development issues.
  • Knowledge of gender equality and the empowerment of women.
  • Experience in research and publication-writing
  • Experience working on countries in Asia and the Pacific desirable.
  • Excellent command of STATA is essential.
  • Good command of R and Python are desirable.
  • Proficiency in English, especially in writing.

 

8. Evaluation

 

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

 

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

 

Financial/Price Proposal evaluation:

 

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

 

9. Submission of application

The Submission package includes:
