UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Mainstreaming gender in governance, peace and security; supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
Women and girls in the oPt continue to experience various forms of violence (e.g. domestic violence, sexual harassment, early marriage, femicide) in private and public spheres due to entrenched discrimination and prolonged Israeli occupation. Outdated and discriminatory local laws limit survivors’ access to gender-responsive services and justice. According to the PCBS violence survey issued in November 2019, 29 per cent of women in Palestine have experienced some form of violence by their husband. Of these, 57 per cent reported psychological violence, 36.2 per cent reported economic violence (e.g. prevention of work, disposing of property or inheritance without consent, demanding to know how money is being spent), 27.6 per cent social violence, 18 per cent physical, and nine per cent sexual violence. The COVID-19 pandemic has increased protection concerns. Domestic violence against women and children has increased during the emergency as a result of “increased psychological and economic pressures”.
In 2021, UN Women have received support from the United Nations Central Emergency Response Fund (UN CERF) to primarily support women- and community-led organizations working to prevent and respond to gender-based violence in Palestine. The assistance will enable UN Women to implement a multi-sectoral project aiming to provide survivors of gender-based violence (GBV) and those at risk with effective access to GBV services, livelihood opportunities, and the means to amplify their voices in promoting accountability for such violations.
Against this background, under the overall guidance of UN Women Special Representative and the direct supervision of the UN Women task manager, UN Women in Palestine is seeking to hire a GBV Consultant for a period of six months, from 1 July 2021 until 30 December 2021.
Objective of the assignment:
The objective of this consultancy is to provide partners with technical and advisory support on providing holistic, survivor-centred and quality GBV services for survivors and victims of GBV in the West Bank and the Gaza Strip. This will include technical advice on standardization of training and awareness raising material and building the capacity of partners on important protection concepts such as Protection form Sexual Harassment and Abuse (PSEA) and GBV case management.

Qualifications et expériences requises
University degree in gender, human rights, or other related fields is required.

Candidates will be evaluated using a technical analysis method taking into consideration the combination of the applicants’ qualifications mentioned above. The passing score of the technical interview is a minimum score of 70/100.
