UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals:  Mainstreaming gender in governance, peace and security; supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

Women and girls in the oPt continue to experience various forms of violence (e.g. domestic violence, sexual harassment, early marriage, femicide) in private and public spheres due to entrenched discrimination and prolonged Israeli occupation. Outdated and discriminatory local laws limit survivors’ access to gender-responsive services and justice. According to the PCBS violence survey issued in November 2019, 29 per cent of women in Palestine have experienced some form of violence by their husband. Of these, 57 per cent reported psychological violence, 36.2 per cent reported economic violence (e.g. prevention of work, disposing of property or inheritance without consent, demanding to know how money is being spent), 27.6 per cent social violence, 18 per cent physical, and nine per cent sexual violence.  The COVID-19 pandemic has increased protection concerns. Domestic violence against women and children has increased during the emergency as a result of “increased psychological and economic pressures”. 

In 2021, UN Women have received support from the United Nations Central Emergency Response Fund (UN CERF) to primarily support women- and community-led organizations working to prevent and respond to gender-based violence in Palestine. The assistance will enable UN Women to implement a multi-sectoral project aiming to provide survivors of gender-based violence (GBV) and those at risk with effective access to GBV services, livelihood opportunities, and the means to amplify their voices in promoting accountability for such violations.

Against this background, under the overall guidance of UN Women Special Representative and the direct supervision of the UN Women task manager, UN Women in Palestine is seeking to hire a GBV Consultant for a period of six months, from 1 July 2021 until 30 December 2021.

Objective of the assignment:

The objective of this consultancy is to provide partners with technical and advisory support on providing holistic, survivor-centred and quality GBV services for survivors and victims of GBV in the West Bank and the Gaza Strip. This will include technical advice on standardization of training and awareness raising material and building the capacity of partners on important protection concepts such as Protection form Sexual Harassment and Abuse (PSEA) and GBV case management.

Devoirs et responsabilités

The GBV Consultant will work on the following:

  • Provide detailed action plans for providing technical support to  projects partners including clear objectives, capacity building plan, awareness raising plan and networking plan.
  • Provide technical support and guidance to project partners on developing standardized awareness raising materials on GBV prevention, mitigation and associated risks, including promotion of equitable gander norms and positive behavior change towards women’s and girls’ protection from GBV, positive masculinity and the importance of men’s and boys’ role in supporting GBV prevention and mitigation.
  • Provide technical support to partners on quality GBV services including GBV case management, psychosocial assistance, legal assistance, and on PSEA main concepts and approaches.
  • Provide capacity building support for service providers in gender responsive service delivery and multisectoral GBV responses in alignment with the GBV sub cluster SOPs and referral pathways and in alignment with the do-no-harm and protection principles and international standards.
  • Provide GBV trainings to women-led protection committees and women’s CBOs members of GBV coalitions/networks on GBV core concepts and principles, risk identification, GBV mitigation measures, GBV case management and referral pathways as per the GBV sub cluster SOPs.
  • Build the capacities of women led organizations on GBV risks and mitigation strategies, referral pathways, participatory safety audits at community level, and sex- age and disability-disaggregated data (SADDD) needed to inform humanitarian GBV response.
  • Conduct two refresher trainings for leaders and representatives of women’s organizations on gender in humanitarian action, leadership, and advocacy skills.
  • Provide technical support and guidance to project partners in planning and implementing female and male youth-led community initiatives that promote GBV prevention and favorable social norms.
  • Provide technical support to project partners in planning and implementing community initiatives led by women’s protection committees in Gaza on GBV prevention.
  • Develop quarterly report capturing the lessons learned and best practices and discuss it with project partners.
  • Conduct field visits when needed.
  • Any other tasks as requested by supervisor.

Delivrables:

Monthly update reports with supporting documents on key duties and responsibilities as listed above will be used to process payments.

Qualifications et expériences requises

Education

University degree in gender, human rights, or other related fields is required.

Experience:

The Consultant should have the following experience:

  • At least 03 years of proven proeffional experience in GBV preventation and response.
  • At least 3 years  of proven track records of developing and facilitating trainings on core gender and GBV concepts.
  • At least 3 years of proven experience in gender emergency planning and response within the Palestinian conflict humanitarian settings.
  • Experience working with the UN is an asset.

Language requierements:

  • Professional fluency of English and Arabic is required.

Evaluation of applicants

Candidates will be evaluated using a technical analysis method taking into consideration the combination of the applicants’ qualifications mentioned above. The passing score of the technical interview is a minimum score of 70/100.

Financial Evaluation:

The assignment has a predetermined financial rate/offer. The consultant will work on a part-time basis and will be paid on monthly basis upon the submission of a monthly report
