Since the declaration of the COVID 19 pandemic the project developed a Mitigation Plan to respond to the socioeconomic impact of COVID 19 pandemic. In this regard, the Ministry of Economic and Finance as beneficiary of the project identified as an important activity the development of a Study on socioeconomic impact of COVID 19 pandemic to SMEs to systematically and profoundly analyze the impact of the COVID19 pandemic on micro and small businesses in the country..
It is in this context that the Ministry of Economic and Finance in collaboration with UNDP intends to conduct a Study on impact of COVID 19 pandemic to Small and Medium Enterprises (SMEs) in Mozambique.

In this regard, the Ministry of Economic and Finance as beneficiary of the project identified as an important activity the development of a Study on socioeconomic impact of COVID 19 pandemic to SMEs to systematically and profoundly analyze the impact of the COVID19 pandemic on micro and small businesses in the country..

It is in this context that the Ministry of Economic and Finance in collaboration with UNDP intends to conduct a Study on impact of COVID 19 pandemic to Small and Medium Enterprises (SMEs) in Mozambique.

Devoirs et responsabilités

a) Carry out a desk review of documents relevant to an understanding of COVID 19 context.
These will include the existing laws, decrees, strategic documents and other relevant documents.
c) Hold discussions with the staff of the MEFF to build a common approach to the assignment.
e) Develop a comprehensive methodology and work plan for a participatory process for the
elaboration of the study.
f) Hold consultations and facilitate interviews with relevant stakeholders including but not
limited to SMEs.

More specifically, the consultants will:

  • Analyze the structure of micro and small businesses in terms of turnover, operating costs, profit margins before the onset of COVID's containment measures19;
  • Analyze the extent to which COVID19 had an impact on micro and small companies and sources of business losses (example, fixed assets, absence of customers, and even bankruptcy….);
  • Verify the processes of debt management due to COVID19;
  • Verify the processes of management of workers due to COVID19;
  • Analyze the impact of the measures introduced on workers;
  • Identify the measures taken to face the negative effect of COVID19;
  • Produce a scenario about the impact of the pandemic in the medium and long term;
  • Identify success stories and their factors.

Qualifications et expériences requises

Academic Qualifications:

  • A Master's degree, preferably in economics, international development, public administration, public policy, development economics, or other relevant field, or extensive compensating experience in development studies.

Professional experience:

  • A minimum of 10 years of relevant policy, research and programming experience in international development, public sector governance, socio economic analysis (national or multilateral, including UN), with at least 5 years’ experience working with economics analyses, SMEs and private sector;
  • Ability to work in teams, experience in leadership of multidisciplinary teams and ability to act together at all hierarchical levels of Government;
  • Knowledge of SMEs and private sector in context of Mozambique;
  • Experience in socio economics studies and impact assessments;
  • Good knowledge about socio economic impact of COVID 19 (around the world and locally).

Language:

  • Excellent ability to work in Portuguese and English languages, effective oral and written communication skills.
