Antecedentes

Gender statistics creates the opportunity to evaluate the realization of equitable benefit from national and international commitments for economic growth and sustainable development. The development of gender statistics in Ethiopia is an emerging agenda. Addressing the gap in gender statistics will not only resolve the challenges related to gender but also the bigger challenge facing the National Statistical System (NSS) in producing statistics to fill data gaps in national, regional, and global SDGs indicator frameworks. Recognizing that gender equality is critical to achieving the vision set out in the 2030 Agenda, Goal 5 is dedicated to achieving gender equality and empowering all women and girls. Under Goal 5, target 5.a directs countries to “undertake reforms to give women equal rights to economic resources, as well as access to ownership and control over land and other forms of property, financial services, inheritance and natural resources, in accordance with national laws”. Gender asset ownership survey plays a pivotal role in collecting data needed to measure these and others related to the power to make decision on asset which goes beyond access. For instance, target 5.a focuses on the key economic resource land which is monitored by two indicators: indicator 5.a.1, a de facto indicator on women’s land tenure rights over agricultural land; and indicator 5.a.2, a de jure indicator on women’s land rights in the legal framework. The resource is highly linked to access, use and control of other economic and productive resources while ownership or, at least, control of land is critical for poverty reduction, food security, inclusiveness, and overall sustainable development objectives (UN, 2019).

Above all, women’s ownership right over assets is increasingly recognized as a fundamental aspect of development policies and a key feature of women’s empowerment. Moreover, recent studies have affirmed the importance of women’s asset ownership including land, housing and other assets for economic development and social security (ICRW, 2011).

Recognizing the gaps in the overall statistical system in general and gender statistics and its all-rounded importance, UN WOMEN Ethiopia Country Office is working in partnership with Central Statistics Agency (CSA) to improve data production, analysis and dissemination from gender perspective that enables to monitor and measure the progresses and performances against SDG’s and the National Development Plan targets. 

With this background, CSA in collaboration with UN Women is conducting a Gender Asset Gap Survey (GAGS) of Ethiopia 2021 which is in the stage of data collection and expected to be accomplished at the end of April 2021. In line with the national and international guidelines, the survey strives to collect individual-level data on asset ownership that aim to measure the gender asset gap, gender wealth gap and intra-household dynamics of asset ownership and wealth in a society. The United nations guideline for producing statistics on asset ownership from a gender perspective puts clearly that gender asset gap comprises, first, the prevalence of asset ownership among women and men, which measures women and men own a given type of asset; and second, the share of women among asset owners, which measures whether women and men are equally represented among the owners of the asset type. Hence, the GAGS of Ethiopia was designed considering all national and international contexts to produce a standardized report of gender asset ownership and control in the country.

In this context, UN Women is seeking to hire an international consultant to support the production of a statistical and analytical report on the key findings of the survey. The main tasks of the consultant will involve, among others, finalizing the draft tabulation plan in accordance with CSA and international standards, production of statistical report and preparation of analytical report on key findings in collaboration with the GAGS core task team. The consultant will undertake the task with the direct supervision of the CSA and UN Women.

Deberes y responsabilidades

The consultant will be responsible for preparation of standardized statistical and analytical reports of the Gender Asset Gap Survey of Ethiopia clearly addressing its objectives. Overall, the consultant will be responsible for the following tasks:

  • Preparation of action plan to support the preparation of the report for Gender Asset Gap Survey of Ethiopia in consultation with the Gender Asset Gap Survey Task Team of the CSA: The consultant is required to develop a complete action plan to support the preparation of standardized statistical and analytical reports of the Gender Asset Gap Survey of Ethiopia in consultation with the team members.
  • Refining and finalizing the draft tabulation plan and preparation of an international standard tabulation plan of the survey: A draft tabulation plan has been produced for the survey which still needs to be refined to meet CSA standard of statistical report preparation and fit into the planned analytical reports. Hence, the consultant is responsible to finalize the tabulation plan of the survey in consultation with the GAGS task team.
  •  Support the GAGS team in data cleaning: The consultant is responsible to support the GAGS team in data cleaning and checking for consistency before analysis.
  • Review related literature and synthesize relevant theories and existing evidence on gender asset gap.   The consultant should conduct a comprehensive review of the related literature with the aim of synthesizing the relevant theories and empirical evidence   on the drivers and developmental implications of asset ownership gap from gender perspective.
  • Prepare a statistical report of the Gender Asset gap survey of Ethiopia 2021: The consultant will be responsible to produce a statistical report that meets international and national standards as per the questionnaire and guideline in close consultation and active participation of the GAGS team.
  • Prepare an analytical report of the GAGS of Ethiopia 2021: In collaboration with the GAGS team the consultant should produce analytical report which will help for informed decision making, policy recommendations and preparation of policy briefs. The consultant should analyse as many variables or information as possible in consultation with the GAGS Task team.
  • Presentation of survey key findings at in validation and dissemination workshops: Once the statistical and analytical reports are produced, the consultant is responsible to deliver a power point presentation of the main findings from the survey, present it in validation and dissemination workshops in the presence of key stakeholders from the NSS, CSOs and development partners.
  • Knowledge Transfer: In all the processes of the statistical and analytical report preparation the consultant is responsible to capacitate the GAGS core task team from CSA to enable them manage future Gender Asset Gap Survey report preparation independently.

  • Inception report and action plan to prepare the gender asset gap survey reports and support the task team detailing methodologies and approaches to be followed and schedule of each activity.

Habilidades y experiencia requeridas

Education:

  • A PhD or an advanced university degree equivalent in Statistics, Welfare Economics, Economics, Gender studies, development economics, or related field.

Experience:

  • At least 7 years of professional experience for PhD and 10 years of professional experience for advanced degree holders in gender data analysis, statistics, and research.
  • Experience in leading, coordinating or supporting a stand-alone gender asset ownership survey in UN-Pilot Country for data and evidence on gender equality (EDGE) is an added value.
  • Knowledge and Experience in report writing using survey data related to gender statistics in the international arena is advantageous.
  • Knowledge of data and data management with previous experience of big data analytics.
  • Experience in research and compilation of survey data to show results desired.
  • Experience in consulting similar surveys related to gender will be advantageous.
  • Excellent communication, writing, and analytical skills.

Language and other skills

  • Language: Excellent knowledge of written and communication in English is required.
  • Computer skills: full command and experience in Microsoft applications, statistical software applications and electronic data collection software such as SPSS, STATA, CSPro, Survey Solution, etc.
